1 SCE Transmission Project Planning and Permitting DRECP Stakeholder Meeting August 17, 2011
2 California s renewable energy and climate goals are among the most ambitious in the nation. Substantial investments in renewable energy resources and related transmission will be needed to achieve these goals. Attracting capital sufficient to support these investments will require long-term regulatory stability, certainty, and assurances. The Desert Renewable Energy Conservation Plan will, when complete, provide the regulatory framework necessary to support investment in renewable energy resources and related transmission, while ensuring effective protection and conservation of the state s wildlife, plants, and natural communities. 2

6 Stages 1-2: Need Identification and System Planning Stage 1: CAISO Generator Interconnection Studies define system upgrades CAISO Transmission Planning Process identifies system upgrades (informed by DRECP) Stage 2: SCE transmission plan develops projects to meet renewable energy and reliability upgrade requirements Projects approved through LGIA or CAISO transmission planning process 6
7 Stage 3: What is Siting? The identification, screening, evaluation, and selection of alternative ti sites/routes t for an electrical l infrastructure t project There are three components to the siting equation Describing the project elements Understanding the physical and natural environment in which the facility will be located Understanding the built and human environment where the project will be located The process seeks the best fit of a project in its surroundings; potential risks are minimized 7

9 Inputs to the OCC Process Characterize the project Identify and digitize the electrical needs area and the project study area Define the needed facilities (e.g., substations, transmission, subtransmission, telecom, etc.) and siting decision criteria (e.g. engineering, environmental, etc.) Characterize the study area Identify existing facilities, environmental resource databases, previous studies/projects in the area, local and regional plans Project Study Area 9

13 Analysis of Sites and Routes Field Visits with Subject Matter Experts Validate data and findings Document observations Additional Data Gathering & Due Diligence Continue collecting stakeholder input Request rights information for existing ROWs Meet with agencies and stakeholders potentially involved Site/Route Evaluation Workshop(s) In-person team meeting(s) to review site and route scoring results Narrow site and route pool to include feasible alternatives with fewer impacts 13
14 Siting Process Outputs Documentation of results Update maps with preferred and alternative project Finalize documentation of all subject matter input Document the evaluation workshop results Submit selected project and alternatives for management review Transfer data and documentation for licensing Provide detailed report with data, maps, field visit notes, and decision meeting documentation to the Environmental Coordinator for preparation of the Proponent s Environmental Assessment (PEA) Prepare maps for stakeholder and public outreach activities Maintain documentation for response to future data requests 14

20 SCE Supports DRECP SCE goal is to engage DRECP stakeholders early in the transmission planning and siting process to achieve RPS, Reliability, and GHG targets Typical transmission project takes between 7 10 years to go from planning through siting and licensing to construction Meeting targets will be highly unlikely without a reduction in the time required to plan, site, license and construct transmission Soliciting stakeholder input and incorporating it into the plan in the beginning along with the other technical requirements should reduce the siting and licensing i timeline 20
