3 INTRODUCTION IBI Group Architects have been retained by All Seniors Care to act as the prime design consultant for a Seniors Supportive Care Facility located at the intersection of Dundas Street West and Hospital Gate in Oakville, Ontario. All Seniors Care Living Centres is proposing a new institutional development in the North Oakville Area of the Town of Oakville. The proposed development consists of a 6-storey seniors assisted living and total care facility. The building is comprised of 98 assisted living units and 84 total care units with common outdoor and indoor amenity areas and shared underground parking. The municipal address of the site is 2135 Dundas Street West. The proposed development will represent the most modern means of waste management in a supportive care environment. The primary waste diversion method will be to incorporate a three (3) stream sorting system into the building. It will be composed of a waste, recycling and organics sorter that is activated by the tenant s selection. In each upper floor a chute room will be a panel that offers the option of three streams: 1) Trash 2) Recyclables 3) Organics. The tenants or staff will make the appropriate stream selection based on their material. Further, the building operator will make public Halton Region s promotional material discussing what materials are considered waste, recyclable or organic material; as well as a detailed tenant instructions on how to operate the sorter system for maximum effect. Due to the use of a tri-sorter, there will be one common combined waste room, recycling and organics room located on Ground floor level. There will be one type G loading bay located in the vehicle courtyard next to the central waste holding room. Building maintenance will bring out the garbage bins from the waste room to the loading bay on garbage day. The recycling and organic bins will be handled in the same manner

4 Garbage container bins will be picked up at grade from the loading bay by a front loading bulk load vehicles and recycling & organics container bins will be picked up at grade by either a rear loading or fronting loading bulk load vehicle. The proposed building use could be classified as an Institutional Development, which provides accommodation and care service similar to a Long Term Care Facility. The Halton Region development Design Guidelines for Source Separation of Solid Waste, references Multi- Residential Apartment Buildings for waste collection requirements for LTC Facilities. The Region will need to confirm whether the proposed development is eligible for Halton Region s waste collection services, or whether private waste collection is necessary. The proposed development is 4 & 6 storeys with approximately 182 units. This number of units warrants a bulk-lift collection. Below are the calculated number of bins for the three streams of waste. NO. 5 We have done our best to ensure the tri-sorter system design will incorporate most generic containers. We have provided for a size waste room that is sufficient to fit the required bins and waste equipment. All the material collection bins will be stored inside until collection day. They will be rolled out to the type G loading by 7:00 a.m. on collection day and returned inside promptly after collection. We feel the proposal system will allow for greater diversions of recyclable and organic materials reducing the burden on the Region s waste stream. COMPONENTS The development consists of a multi-level total care and assisted care building. The building is 4 & 6-storeys in height with approximately 182 care units. There will be one Tri-sorter chute for garbage, recycling and organic material. There will be one Type G loading space that meets the City of Toronto standards. WASTE HANDLING SYSTEM The tenants or staff will deposited their garbage into a chute located on each floor. The garbage chute will be connected to a material diverter located in the common Waste Holding Room on the Ground floor. The material diverter will direct the waste to the appropriate container as selected by the tenant/ staff who will make his/her choice from a panel located on the wall of the waste chute room. Once that tenant has pushed the button indicating their choice of materials to be deposited, the material diverter will lock out chute access on every other floor and will move the receiver arm in the common Waste Holding Room. Once the timer on the access chute has expired, the receiver arm will move back to the default position, which is wet garbage. The wet garbage drops into a compactor connected to the diverter on the Ground floor level. The waste will be compacted into 3 cubic yard bins. Approximately once or twice per day the garbage bins in the common Waste Handling Room will be full. Building Maintenance will detach the full bin and replace it with an empty one. On collection day, the bins will be moved to the Type G loading bay on the Ground floor. After collection all bins will be returned to the Waste Holding Room. The Type G loading bay will - 4 -

6 meet the requirements of Halton Region and be able to hold all of the garbage bins on collection day. (See drawing attached, Figure 3.0) Typically the waste materials should be stored in doors in a holding room tempered to 15ºC (60º F) especially if wet waste is anticipated. With the provisions of a commercial kitchen it is advisable to temper the waste holding room. RECYCLING MATERIAL: The staff/ tenants will deposited their sorted recyclables into the same chute used for garbage. The material diverter will direct the recyclables to the appropriate container as selected by the tenant/ staff who will make his/her choice from a panel located on the wall of the waste chute room. The recyclable material will not be compacted and will be collected in the 3 cubic yard bins in the common Waste Holding Room located on the Ground floor level. ORGANIC MATERIAL: The staff/ tenants will deposited their organics into the same chute used for garbage. The material diverter will direct the organics to the appropriate container as selected by the tenant/ staff who will make his/her choice from a panel located on the wall of the waste chute room. The organics material will not be compacted and will be collected in the 240 L contains in the common Waste Holding Room located on the Ground floor level. LOWER FLOORS (GROUND & P1 LEVEL) Waste collected on the ground floor and P1 level will not utilize the tri-sorter. Waste will be transported by staff (via carts) directly to the central Waste Holding Room located on the ground floor. Waste, Recycling and Organics will be sorted and deposited directly into the appropriate bins

7 HAZARDOUS MATERIALS: Based on the use of the development, very little hazardous materials are likely to be discarded once the building is complete and operational. It is recommended to provide a lockable cabinet in the Waste Handling Room of the building for the safe holding of waste painting supplies, household chemicals, pest and weed control containers and other hazardous materials. BIOMEDICAL WASTE: Biomedical Waste is prohibited from Region collection and must be collected separately by a licensed collector. KICTHEN GREASE: Grease from the commercial kitchen must be stored and collected by a licensed collector. LANDSCAPE WASTE: There is no landscape waste associated with this development with this development, it is expected that the Landscape Contractor will be responsible for removing their own material form the property

8 VEHICLE REQUIREMENTS The requirements for vehicles use are generally the same as those for Halton Region s vehicles and private collection vehicles, but will be dictated by the types of equipment that are available. VEHICLE COLLECTION REQUIREMENTS Collection trucks will perform no more than a 3-point turn with minimum inside and outside turning radii of 9.0m and 13m. Waste collection trucks must enter and exit the street in a forward motion. Access driveway must be a minimum of 7.0m at the point of ingress and a minimum of 4.5m throughout the site. Garbage container bins must be in open area for collection and easily moved aside after dumping. A paved or level G loading area with minimal dimensions of 10.0m x 3.5m, with a 6.1m vertical clearance is required. A level (+/-2%) concrete pad bordering the front of the loading area where all containers can be placed and manoeuvred for safe and efficient collection. Owner must keep loading area clear at all times. LOADING BAY REQUIREMENTS The loading dock for the proposed building is located at the rear of the property adjacent to the surface parking area. It enjoys easy access from the driveway but does not interfere with the abutting parking spaces or the ramp to the underground parking level. The loading dock leads directly into the service portion of the building, which is located in close proximity to the kitchen, garbage, shipping and receiving, and dining areas. There will be one type G loading bay provided for the whole development. (See Figure 2.0) - 7 -
