Borough of Red Bank Department of Public Utilities 75 Chestnut Street (732) This New Year your Public Utilities Department, is excited to bring to town an increased, resident-oriented level of customer service that we may all appreciate. The Department of Public Utilities is remediating Winter Storm Grayson as I write this letter, and the annual post holiday clean up of Christmas trees and decorations is being implemented. In the meantime, the Navesink River is frozen solid and we have witnessed local ice skaters enjoying the river at Marine Park and ice-boaters sailing from the North Shrewsbury River Ice Boat Club. This reminds us of the wonders that make us proud to be Red Bankers from winter all the way through summer. The department is prepared for winter storms that may come our way and is actively participating with the Borough s Office of Emergency Management to keep residents informed and safe. Please join me in thanking the men and women of the department of Public Utilities for keeping Red Bank safe and moving forward. The department is proud to be completing our new well #8 -- which brings our town into compliance with the state s requirements for firm capacity and water reserves. This ensures that Red Bank has sufficient water to back up our current demand in case of emergencies. Public Utilities continues to pave our roads, deliver clean and safe water to drink, provides general maintenance to our parks and keeps our town clean by street sweeping and snow plowing season after season. The Department works for you by identifying repairs which need to be made to our aged infrastructure, buildings and roads. They ensure that the Borough of Red Bank continues to operate efficiently and we are grateful for their service to our community. You may sign up at During the winter months please remember that parking is not allowed on snow covered streets per Borough Ordinance. Please familiarize yourself with the snow emergency signs on your street and be ready to move your vehicle to the public parking lots when storms are predicted. The Borough website contains information about the town s operations and services. Information on recycling, trash, bulk, leaf and brush pick-up are all located here: DPU encourages residents to report pot holes by calling the hotline at to leave word of road hazards that need to be addressed during winter months. The Department of Public Utilities performs maintenance on all Borough owned buildings and grounds as well as our parks and recreation equipment and automotive fleet. We also maintain water treatment facilities and wells along with the distribution and sewer systems. The department also manages our shade trees, storm water management plan and the recycling center on West Sunset Avenue. 4 Page 4 RECYCLING CENTER & SANITATION RECYCLING YARD: Hours of operation are 8:00 am to 3:00 pm Monday through Saturday. The recycling yard is located at the foot of West Sunset Ave. The facility provides residents with a valuable service that is not available to many of our neighbors in surrounding communities. As such, we must insist on proof of Red Bank residency prior to allowing you to dispose of your unwanted items. Please be certain to have appropriate identification in your possession before arriving at the site. Recyclable items may be dropped off at the Borough s Recycling Center during its regular hours of operation Mon Sat 8 am 3 pm. The center is located at the foot of West Sunset Avenue. CURBSIDE RECYCLING COLLECTION: The following items may be placed in the same container for SINGLE STREAM RECYCLING curbside collection. Keep it simple! Residents need only place out ONE CONTAINER on recycling day. 1. One 32 gallon container Aluminum Plastic Containers Hard Cover Books Bimetal Newspaper Junk Mail and Mixed Papers Glass bottles and jars E-WASTE PROGRAM: DPU has a dedicated container located at the Borough s West Sunset Recycling Center. Some E-waste items are but not limited to: COMPUTERS TELEVISIONS COPIERS VCR/DVD PLAYERS KEYBOARDS PRINTERS SCANNERS AIR CONDITIONERS (WINDOW UNITS) FAX MACHINE MICROWAVES TELEPHONES WIRES & CABLES STEREOS CAMERAS Corrugated Cardboard RECYCLING CONTAINERS: Free to Residents Located at 75 Chestnut are 20 gallon recycling containers which are free to Red Bank residents while supplies last. 6 Page 6 CODE ENFORCEMENT Borough Ordinance Chapter Solid Waste Collection Preparation & Handling Receptacles, Placement & Removal SANITATION SCHEDULE AND COLLECTION SANITATION PICKUP: Receptacle, Placement & Removal A. Receptacles/Trash Cans Each residential and non-residential unit shall be entitled to use up to three (3) 32 gallon/50 pound trash cans per single family. Plastic bags may be used if placed inside the receptacles. 7 Page 7 RED BANK BULKY WASTE & BRUSH COLLECTION PROGRAM BRUSH PICK UP: BY APPOINTMENT ONLY. CALL WEST OF BROAD ST. Second Thursday of the Month April through October EAST OF BROAD ST. Third Thursday of the Month April through October Borough Ordinance Household furniture and bulky waste for residential premises shall be placed at curbside adjacent to the residential premises on pick-up dates designated by the Department of Public Utilities. 2. Furniture and Bulky waste collection shall only be provided on the second collection day of the collection week for the residence. 3. No furniture or bulky waste shall be accepted from nonresidential properties, including mixed use properties. 4. For each household furniture or bulky waste collection date, no residence shall place more than two (2) pieces of furniture/bulky waste at curbside for collection, and in no case shall any single item of furniture or bulky waste exceed one hundred twenty (120) pounds in weight, nor shall the total aggregate weight exceed two hundred forty (240) pounds. 5. Any residential premises having more than one (1) dwelling unit shall be limited to placing no more than four (4) items of furniture/bulky waste at curbside collection per pick-up day in the manner described herein. 6. All mattresses and box springs for bulk collection must be wrapped in plastic or placed in disposable plastic bags. Plastic wrapping or plastic bags must be sufficient to cover all exposed areas of the mattress and box spring. If this requirement is not complied with, these items will not be picked up and shall be removed from the curbside until the items comply with this ordinance. Brush will be collected April - October Tree limbs and branches shall be placed loose at the curb line, with no piece exceeding four (4) feet in length, in piles not to exceed three (3) feet in height and extending more than two (2) feet from the curb line into the roadway and not to exceed two (2) cubic yards. Tree parts must be smaller than three (3) inches in diameter to be accepted for collection. No other debris or solid waste shall be mixed in with the brush. Brush will only be accepted on the dates scheduled for your zone. No logs, stumps, grass clippings, evergreens with roots, or debris from land clearing will be collected. Brush curbside collection will not be collected during the months of November thru March. Residents may dispose of their brush at the recycling yard located at the foot of West Sunset Ave. during this time. Bulk is not accepted at the Recycling Center.
8 Page 8 WATER AND SEWER LINE UPGRADES Homeowners may request a water and/or sewer line upgrade by calling the Borough of Red Bank at (732) You will receive a quote in the mail in about 10 days. All quotes are good for 90-days. STORMWATER PROGRAM New Jersey Storm Water Management Plan, N.J.A.C. 7:8 The State of New Jersey has initiated this plan to keep our water clean and plentiful and to meet federal requirements. Many municipalities and other public agencies must adopt ordinances or other rules prohibiting various activities that contribute to storm water pollution. Having the beautiful Navesink River at our shoreline, the Borough of Red Bank is pleased to be an active participant in this plan. Call our Public Utilities Office at (732) or visit our web For More Information HYDRANT FLUSHING Spring/Fall Hydrant Flushing Program The Spring Hydrant Flushing program will begin on the First Monday of April at 10:00 pm and is scheduled to take five weeks to complete. The Fall Hydrant Flushing program will begin on the First Monday of October at 10:00 pm and is scheduled to take five weeks to complete. Semi-annually our staff opens fire hydrant valves to allow water to flow through the pipes. Systematically opening the hydrants enhances water quality by flushing sediment from the main line pipes, verifies the proper operation of hydrants and valves, and ensures that the hydrant is operational in case of a fire emergency. If you see discolored water, shut off the tap and wait several minutes. Then check the clarity by running cold water for a few minutes, allowing new water to work its way into your pipes. Avoid washing laundry until water runs clear at the tap.
9 Page 9 ANIMAL CONTROL The Borough of Red Bank Animal Control Officer is dedicated to promoting and protecting the health, safety and welfare of companion animals in Red Bank, Fair Haven, and Shrewsbury Borough & Shrewsbury Twp. Animal Control Officer Services Responds to calls and complaints from the public concerning lost, stray, injured, or nuisance domestic animals; also concerning suspected rabid wild or domestic animals and vicious dogs. It is important that responses are timely and that 24-hour on-call service is available for emergencies. Capture of stray domestic animals, as well as wild animal rabies vectors (i.e., raccoons, skunks, groundhogs, foxes, and bats) threatening the safety and health of residents. Proper equipment (i.e., transportation vehicles, rabies poles, heavy gloves, a two way radio, Official uniforms and badges, and humane capture animal traps) is essential to carry out the above duties. Note: Response to and capture of nuisance wildlife that are not threatening humans (i.e., healthy appearing raccoons in garbage cans, squirrels in attics, etc.) are NOT considered necessary services for municipal animal control to provide. Animal control officers should be able to educate residents over the telephone on how to modify their residences (i.e., cap chimneys, secure trash firmly, etc.) so as not to attract animal nuisances and refer them to agencies that can assist them. (Pest Control Company) Animal Control Web Sites: Animal Licensing The owners of all dogs/cats seven months of age or older are required to annually apply to the licensing clerk of the municipality in which he or she resides for a dog/cat license. In order for the license to be issued, the owner must present proof that a licensed veterinarian has vaccinated the animal against rabies and that the duration of immunity from that vaccination extends through at least ten months of the twelve-month licensing period. An exemption to the rabies inoculation requirement shall be granted if the owner presents written certification from a licensed veterinarian that the animal cannot be vaccinated due to a medical condition or course of therapy.
