Miller, Judge Linda Felton, Court Administrator MISSION STATEMENT FROM MAYOR AND COUNCIL: The Pine Beach Governing Body is dedicated to establishing the utmost quality of life for our residents by providing a safe, clean, and friendly community in a fiscally responsible manner. **Important Effective January 1, 2015 Annual Water Rate Increase** Due to the Borough s need to replace one of the water wells and the purchase of new water meters, the Borough has been forced to raise the water rates. On December 10, 2014, Ordinance was adopted to increase the annual rate. The flat water rate will be $200 per year for 40,000 gallons paid in (two) equal installments of $ Due dates will stay the same January 1 st and July 1 st. All excess usage over 40,000 gallons but less than 750,000 gallons will be billed at $2.50 per 1,000 gallons All excess over 750,000 gallons will be billed at $3.50 per 1,000 gallons

4 Snow Information Parking of Vehicles: There is no parking of vehicles on any Borough street when snow is forecasted. All vehicles must be parked in your driveway or on the right of way area off of the paved portion of the roadway in front of your home. Vehicles left on the roadway will be towed. Depositing of snow or ice into the street is prohibited: No person shall throw, place or deposit any snow or ice into or on any street in the Borough, nor upon the property of another and no owner, tenant or occupant shall cause or allow such depositing of snow or ice which accumulated on private property or upon vehicles into the streets of the Borough. Please remove all portable basketball hoops from the side of the roadway as they inhibit snowplowing and cause safety issues. Please remember to not place your trash or recycling cans out for collection when snow is forecast. Please place it out the following day, after snow removal is complete. Please remember that ALL SNOW must be cleared from your vehicle before driving. IT S THE LAW. Selling or Renting a Home? A Certificate of Occupancy (C.O.) is required. Applications are available online at A new rental C.O. is required with every new tenant prior to occupying the residence. All landlords are required to register with the Borough for each of their rental properties. Applications are available at the Borough Clerk s Office. Please feel free to contact our office with any questions, complaints, concerns or comments at Zoning Permits: Any additions which change the footprint of your home, accessory building (tool shed, detached garage, gazebo), pool or fence must have a zoning permit. To obtain a permit, please bring a copy of your survey in to show where the change will take place. 6 Free Annual Rabies Clinic: Will be held on Saturday March 28 th from 1pm to 2pm at the Pine Beach Recycling Center on Pennsylvania Avenue. Dog and Cat License renewals were due in January, as our licensing period runs from January 1 st through December 31 st. Please be advised that after March 31 st, there will be a $10.00 late fee added onto any license and summonses will be issued for any animals that do not have a current license. Brush Pick up begins this month: Please observe the dates scheduled for your zone on the calendar. We ask that you please place your brush to the curbside no later than the Sunday of your scheduled week as we will only collect once per street, per scheduled week. Failure to place the brush out on Sunday may result in you missing the collection and the trucks cannot be sent back. Tips: Please cut brush into lengths no longer than 4 feet. Please tie brush into manageable bundles if possible. Please place all cut ends facing toward the street. No logs or branches larger than 4 in diameter will be collected. 8 Leaf collection begins this month: Please bag leaves in standard lawn and garden bags. If possible please avoid the tie type bags and do not utilize the paper type bags. Do not overstuff the bags, this makes them difficult to empty and heavy to lift, especially if leaves are mulched. Please do not tie tight knots in tops of bags. Loosely tie or tape with masking tape closed to keep bag closed. Please stack your bags for collection off of the roadway. Please place a receptacle at the curb with your leaf bags and the bags will be left for you to reuse and will prevent them from blowing away. **Please follow the schedule and place your leaves out to the curbside no later than the Sunday of your scheduled collection week. We will collect each street one time during each scheduled week. Failure to place the bags out on Sunday may result in you missing the collection, which will begin first thing on the Monday morning of each scheduled week. We ask that you not place leaves out to the curb outside of your scheduled week to help keep the town neat and clean. The Borough Recycling Yard is open during the week from 7am to 2pm and on select Saturdays from 8am to 2pm for residents who wish to drop off leaves, brush or any other recyclable materials. BOROUGH RECYCLING YARD : Items not accepted are hazardous waste, bulk trash and tires. DO NOT leave any items outside of the gate when yard is closed. Beach Badges, Ramp and Parking Permits Fees: $10.00 parking, $10.00 beach badges. Citizens 62 years + will have a reduced fee of $5.00 parking/ $5.00 beach badges. Children under 12 are free and do not require a badge. Ramp permit fee is $ before April 15/$ thereafter. Reminder: No dogs are allowed on beaches or the River Walk at any time. No exceptions. *All boats placed on beaches must be registered at the Borough hall and stored in designated areas only. Boats may not be stored on the beach before April 1 st and must be removed no later than November 30 th. Any boats remaining after November 30 th will be removed by Public Works and a $25.00 per month storage fee will be charged by the Borough.

12 Mandatory Water Restrictions In order to comply with the DEP regulations, a mandatory water restriction of outside water usage and car washing will be in effect June 20 to September 20. All Borough residents are required to adhere to the Odd Even watering method, where homes with an even house number may water outside on even numbered days, odd numbered homes may water on odd numbered days. Compliance with the Borough restrictions is mandatory except for those residents with private wells, unless the state declares mandatory restrictions, in which case they apply to all users including private wells. WATER RESTRICTIONS WILL BE STRICTLY ENFORCED, PLEASE ADJUST YOUR AUTOMATIC SPRINKLERS ACCORDINGLY. Police Nixle Electronic Notification System Borough of Pine Beach is a member of the Nixle Electronic Notification System. This system will allow us to electronically push both emergency and community notifications, via text message or to our residents that choose to subscribe to this valuable service. We will not only use this system to make notification of important information in the event of an emergency but will also send out ordinary messages regarding anything from town wide events to trash collection. There is no cost to subscribe to this service, however depending on your cellular plan, text message rates may apply. We urge all residents to take advantage of this valuable service. To find out more visit our website for a link or go to Traveling? The Pine Beach Police Dept. would like you to be aware of our House Watch Program. Stop into the police department on the lower level of Borough Hall and pick up a registration form. This form provides us with details of your travel dates and emergency contact information. Your house is then placed on a list to be checked on by the police department while you are away. 14 Independence Day Parade: The Borough of Pine Beach Independence Day Parade will be held on Saturday, July 4 th. It starts at 9am in front of the Pine Beach Fire House on Prospect Ave, proceeds to NJ Ave, to Springfield Ave, to Henley Ave, to Riverside Dr. and ends at Vista Park. There will be awards and activities for the children at the park. Please come out and enjoy the festivities and show your support for the Borough and your patriotism. Trash collection tips and reminders: Please place your trash or recyclable items out for collection after 4pm on the day before collection. Never place bulk trash or recyclables in the green Robo-Can. This is a violation of collection rules and will result in your trash not being collected. All trash in Robo-Cans must be bagged. Please do not place items out to the curbside for collection unless a pickup is scheduled on the calendar. E-Waste Recyclables and Metal Recyclables are not collected at the curbside. These items may be brought to the Borough Recycling Center by residents during normal business hours and on select Saturdays as posted in this calendar. Help our community and help our environment at the same time: TerraCycle collection boxes are located inside the Borough Hall and in Pine Beach Elementary. You can drop off acceptable hard-to-recycle items at these drop-off locations. For each unit of waste collected, the company, TerraCycle, will donate money to help fund a Native Plant Garden in Pocket Park. This is a great opportunity to eliminate waste from our landfills, save the town money and help earn money to beautify our town. *Check out the acceptable items at: Reminder: There is a Bulk trash collection scheduled for this month. They are recyclable items. These items are not picked up by the Borough at your curbside and MUST NOT be placed in the containers with your regular recyclables. The Borough does not collect these items curbside but you may bring them to our recycling center during our normal hours of operation. These items must be complete with all electrical cords and internal parts intact. They need not be in working condition but must not have been cannibalized of parts. 18 Household Hazardous waste: Items such as: Paints, varnish, solvents, caulk, glue, fuels, antifreeze, brake fluid, motor oils and filters, energy efficient or fluorescent bulbs or any other item which is chemical in nature. Residents may drop these items off at the Ocean County. These items MAY NOT be disposed of in household trash and MAY NOT be brought to the Borough. For more information please contact the Ocean County at Hard Plastics: Items such as plastic molded table, chairs, garden boxes, children s toys and any other molded plastic items are recyclable materials. Unfortunately the borough is not able to accept them at our recycling center as the County s will not accept them from a municipality at this time. Please do not drop these items off at the Borough and try to avoid placing them out for bulk trash. The Ocean County s will accept these items from individual residents who take them there. Contact them at for more information. Commingled Recyclable Materials: All rinsed glass, plastic bottles, metal cans and lids, newspaper, corrugated cardboard, magazines, brown bags, catalogs, junk mail, paperback books, and empty non-toxic aerosol cans. Please rinse and remove all lids. All of these items may be placed together for collection in the same container. Although the Borough previously provided recycling containers for automated collection this method is no longer utilized. We encourage every resident to purchase standard 35 gallon trash cans and to place all of the above items in them together. There is no limit to the amount of recycling cans that you may place out. Please do not purchase the automated type cans sold in hardware stores as they will not work with our tipping equipment. Recyclable items must not be tied, bundled together or bagged. You may also bring these items to the Borough recycling yard during normal business hours and on posted Saturdays. Please do not place your commingled recyclable items inside plastic bags or place plastic bags in with your recycling as they interfere with the recycling centers separating equipment. Commingled recyclables should only be placed out in plastic receptacles. Metal items: We will no longer pick up metal recyclable items at your curbside. Theft of these items has made this prohibitive. A metal recycling dumpster is provided at the borough yard for residents to drop of recyclable metal items during normal business hours. Accepted items include appliances (remove doors), BBQ s, swing sets and most other items consisting of metal. Air conditioners, fridges, freezers and other items containing Freon require a fee of $25 per item. Please do not place these or other large recyclable items out to the curb without first calling the Borough Hall to schedule a pickup at The removal of any recyclables from the curbside by anyone other than the Borough is considered theft. When people steal from the Borough they are stealing from you. Please immediately report anyone that you observe removing recyclable items from the curbside to the police department at If possible please provide a vehicle description including license plate number and direction of travel.

20 Trick or Treat will be held on Friday, October 30 th since Halloween is on Saturday this year. Toms River will be having their Annual Parade on Saturday. Please attempt to Trick or Treat during daylight hours if possible. All trick or treat activities should cease by 9pm. Yard Waste: All yard waste except for grass clippings is considered recyclable materials. Yard waste is collected at the curbside during the dates indicated on the collection schedule. During curbside pickup leaves must be bagged and loosely closed and brush must be cut in lengths no longer than 48 and must be tied in bundles. Please place the cut ends of branches towards the road and please do not place branches or twigs in the bags with your leaves. Anything with a branch attached is considered brush. The Borough Recycling Yard is open year round to accept yard waste from all residents. Yard waste should not be placed at the curbside outside of your normal scheduled pickup dates. Please note that if you would like your plastic bags returned you must place an empty container out with your leaves. Bags will not be left on the ground. When snow is forecasted please be sure to park your vehicles off of the roadway as required by Borough ordinance. 2. Please place it out the following day, after snow removal is complete. 4. Please DO NOT shovel snow from your property out into the roadway, especially after it has been cleared. It can create ice patches and is also illegal.

24 Code Enforcement Information: Property maintenance codes in the Borough are in place to insure that all properties are maintained uniformly throughout the entire town. The main goal of these codes is to provide the basis for properties to be kept neat and clean and to protect the rights of all of our residents. We have made great strides in cleaning up our town with the cooperation of the majority of our residents. Please remember to periodically take a look around your property to insure that it is kept neat and clean. Our Borough Codes are available online at Please check the property codes before making any improvements to your property to insure that you comply with the law. If in doubt please call the Code Enforcement Official prior to beginning any work at Important Tips: All trailers, boats and boat trailers must be stored behind the front building line of your home. They are not permitted to be parked on roadways, driveways (unless behind the building line) or anywhere in your front yard. The only exception is for boats less than 25, which may be kept in your driveway provided they are at least 10 back from the edge of the roadway. A minimum of the first 10 of your front property is known as a Borough right of way while you are responsible for the maintenance of this property it is an area which the borough or utility companies may utilize to place utilities, signs or for other needs. While you may make improvements to this area, please be mindful that the Borough will not be responsible for any damage that may occur to any improvements made, either by snow plowing activities or by necessity to make access to any underground utilities that may be located within the right of way. Please be mindful that any items to include trees, shrubs or bushes placed within 10 of any roadway must not stand or grow taller than 2.5 and that any tree branches that overhang the right of way must be cut at a minimum of 10 above ground level. Please have any low hanging branches in front of your home trimmed. *The final leaf collection until spring is scheduled this month. 26 Recycling and Sanitation Information Please follow these regulations regarding trash and recycling services. They are in place to not only allow our Public Works Department to function efficiently but also to keep our town neat and clean in appearance. Household Trash: Non-recyclable items generated through normal daily household activities such as cooking and cleaning. Place these items in the Green Robo cans. Please be advised that these are the only items that may be placed in the Green Robo cans. Any items placed in the can must be placed in trash bags. Bulk, recyclable or any other waste items are not permitted in the Green Robo cans at any time. This is a violation of our collection rules and the law and will result in your trash not being collected and possible violations issued. Bulk Trash: Collected 6 times per year at your curbside. (Please see the collection schedule). Any non- recyclable item, such as: Furniture, mattresses, box springs, carpeting and linoleum. There is a limit of 5 items per household weighing no more than 50 lbs each. Small items must be placed in a container or bagged. Carpeting, linoleum and other such items must be no longer than 48 in length and must be tied. Care should be taken to insure that items remain dry or they will not be collected. Please be advised that construction debris is not permitted. Bulk waste cannot be accepted at the Borough Yard and should not be placed out to your curbside outside of normal scheduled collection dates. Recyclable Materials: All rinsed glass, plastic bottles, metal cans and lids, newspaper, corrugated cardboard, magazines, brown bags, catalogs, junk mail, paperback books, and empty non-toxic aerosol cans. Please rinse all bottles and cans and remove all lids. All of these items may be placed together for collection in the same container. The provided recycling containers for automated collection are no longer utilized. If you need more recycling storage, we encourage every resident to purchase standard 35 gallon trash cans and to place all of the above items in them together. There is no limit to the amount of recycling cans that you may place out. Recyclable items must not be tied, bundled together or bagged. You may also bring these items to the Borough yard during normal business hours and on posted Saturdays.

27 Metal items: We will no longer pick up metal recyclable items at your curbside. Theft of these items has made this prohibitive. A metal recycling dumpster is provided at the Borough yard for residents to drop of recyclable metal items during normal business hours. Accepted items include appliances (remove doors), BBQ s, swing sets and most other items consisting of metal. Air conditioners, refrigerators, freezers and other items containing Freon require a fee of $25 per item. Please do not place these or other large recyclable items out to the curb without first calling Borough Hall to pay the fee and schedule a pickup E Waste: Items such as: Computers, monitors, keyboards, mice, cables, printers, scanners, copiers, fax machines, radios, speakers, TV s, DVD players, video game consoles, cell phones or any other similar item. These items may not be disposed of in household trash and will not be collected at the curbside. We are pleased to inform you that the Borough now has an E-Waste container at the Recycling Yard. These items may be brought to the Borough Yard for disposal and placed in the appropriate E-Waste collection container. Yard Waste: All yard waste except for grass clippings is considered recyclable materials. Yard waste is collected at the curbside during the dates for Brush or Leaves collection. During curbside pickup Leaves must be bagged and untied and Brush must be cut in lengths no longer than 48 and tied in bundles. Please place the cut ends of branches towards the road and please do not place branches or twigs in the bags with your leaves. Anything with a branch attached is considered brush. If you would like your plastic bags returned you must place an empty container out with your leaves. Bags will not be left on the ground. The Borough recycling yard is open year round to accept yard waste.
