Commingle placed curbside for pickup in plastic bags of any kind will not be taken. Household garbage and trash placed curbside for pickup containing recyclables will not be taken. Please follow the recycling information inside this brochure.

2 Dear Peekskill Resident, The Department of City Services has continued to respond to the requests of our residents by improving the way in which our trash collection, street cleaning and snow removal services are delivered. This brochure contains alternate side of the street parking rules to allow for more effective cleaning of the streets in our neighborhoods, certain streets will have alternate side of the street parking rules in effect on selected days. Please see the map on page 13 for your designated street sweeping day and look at the signs on your street for directions. If there are no Alternate Side of the Street Parking signs posted on your block, then your block is not subject to the alternate side rules. Also remember that the Winter parking rules are in effect from December 1 thru April 15 See page 4 & 14 for more information. The practice of having Saturday morning hours at the D.P.W. garage for residents to drop off bulk trash, household trash and recyclables has resulted in more efficient bulk trash pickups during the year. Therefore we are continuing this practice and thank all the residents who use the Saturday morning drop off. Saturday morning drop off has been returned to every Saturday, please see page 8 for more details. Your input and ideas are always welcome. So feel free to contact the City Manager, or the Mayor s office to offer suggestions as to how we can continue to improve the services of our D.P.W. department. 3 COMPOSTING Page 3 The ABCs of Amazing Backyard Composting! Did you know that you can convert worthless food waste into dark, rich, fertile topsoil right in your backyard? And that it costs nothing and is pretty much effortless? All organic matter eventually decomposes. Composting speeds the process by providing an ideal environment for bacteria and other decomposing microorganisms. The final product, humus or compost, looks and feels like fertile garden soil. This dark, crumbly, earthy-smelling stuff works wonders on all kinds of soil and provides vital nutrients to help plants grow and look better. Many materials can be added to a compost pile, including leaves, grass clippings, straw, woody brush, vegetable and fruit scraps, coffee grounds, livestock manure, sawdust, and shredded paper. Do not use diseased plants, meat scraps that may attract animals, and dog or cat manure which can carry disease. Composting can be as simple or as involved as you would like, and depends on how much yard waste you have, how fast you want results, and the effort you are willing to invest. There are numerous composting methods: hot-composting, cold-composting and composting with worms (vermi-composting). There are even special appliances that allow one to compost indoors! It improves air quality by reducing the number of garbage truck trips and the amount of waste burned at the incinerator plant. It improves soil fertility which helps the health of plants and the people that depend on them. Finally, it can help your bottom line by reducing the amount of topsoil and fertilizer you need to buy to help your garden. In short, by planning your compost pile now you can be helping both the environment and your wallet next spring!

4 Page 4 As property owners, you are responsible for the removal of snow and ice from sidewalks fronting your property. The following are important excerpts of the City of Peekskill, Chapter 474, Snow and Ice Removal. *474-3 Placement in streets It shall be unlawful for any person to throw or put, or cause to be thrown or put, any snow or ice into any street, avenue, sidewalk, park or other public place in the city. *474-5 Enforcement It shall be the duty of the Police Department and the several members thereof and the Director of City Services or his authorized designee(s) to enforce this chapter *474-6 Penalties for offenses Any person violating this chapter shall be deemed to be guilty of disorderly conduct and, upon conviction thereof, shall be fined as follows, all occurring in a calendar year: Seventy five dollars ( $75 ) for a first offense One Hundred fifty dollars ( $150 ) for a second offense Three Hundred dollars ( $300 ) for a third offense * ALTERNATE SIDE OF THE STREET PARKING* *Section of the Code of the City of Peekskill, Winter time Alternate Side of the Street Parking Alternate-side of the Street Parking - the permissible parking of motor vehicles in designated areas from 8 pm Tuesday to 8 am Wednesday, 8 pm Thursday to 8 am Friday, from 8 pm Saturday to 8 am Sunday, and from 8 pm Sunday to 8 am Monday on the EVEN NUMBER side of the streets. From 8 pm Monday to 8 am Tuesday, 8 pm Wednesday to 8 am Thursday and from 8 pm Friday to 8 am Saturday on the ODD NUMBER side of the streets. During wintertime alternate-side-of-the-street parking regulations are in effect, no person shall park a motor vehicle on any street or highway within the City between the hours of 8 p.m. and 8 a.m. on the next day except those areas designated as alternate side of the street parking.

5 Page 5 COLLECTION REGULATIONS Page 5 SANITATION CODE 485. GARBAGE, RUBBISH AND REFUSE Garbage containers cannot exceed thirty-two ( 32 ) GALLONS IN SIZE OR EXCEED SEVENTY ( 70 ) POUNDS IN WEIGHT. Containers must be watertight and equipped with a tight fitting lid. This is a standard size garbage container, readily available locally and in larger department stores at a nominal cost. A thirty-two ( 32) gallon garbage bag of sufficient strength may also be used as an alternative, but as a word of caution, the City of Peekskill will not be responsible for breakage of waste containers or bags. No more than four ( 4 ) thirty-two ( 32) gallon waste containers of garbage shall be picked up from any residence or business per week except as follows: An overflow program has been instituted for residences and businesses that exceed the four ( 4 ) thirty-two ( 32 ) gallon containers. Official City of Peekskill garbage bags can be purchased at City Hall in the City Clerks Office for a cost of $3.00 each. Multi Family Residences to High Density Multi-Family Complexes that require the use of one- and-one half ( 1-1/2 )cubic yard containers must pay a user fee of $18.75 per container per collection. Businesses that require the use of one-and-one half ( 1-1/2 ) cubic yard containers must pay a user fee of $22.00 per container per collection. For approved curbside collection, garbage, trash and recycling shall be placed at curbside only after 6 pm on the night before and by 7 am on the day of collection. Garbage is classified as normal household waste, to be drained and wrapped in bags before being placed into an approved container. SNOW AND ICE MUST NOT HINDER COLLECTION. CONTAINERS MUST BE EASILY ACCESSED BULK TRASH WILL BE COLLECTED IN MARCH, APRIL, JUNE, AUGUST, SEPTEMBER, DECEMBER The amount of trash put out must not exceed 1-1/2 cubic yards ( 8 ft long x 3 ft high x 2 ft wide). Mattress s and Box Springs must be covered with plastic bags, bags may be purchased at City Hall for $3.00 BULK TRASH Appliances and other metals are recyclable and must be separated from the other trash. These items are collected after all trash is collected. CARDBOARD AND NEWSPAPERS WILL NOT BE COLLECTED ON BULK TRASH DAY

6 COLLECTION REGULATIONS Page 6 BULK TRASH CONT. Refrigerators, tires, air conditioners, freezers and propane tanks must have prepaid stickers on them. Refrigerator and freezer doors must be removed. Paint cans must be empty and dry without the lids. Any long items must be cut to 4 feet in length and tied. Small items must be bagged, boxed or canned. There is no bulk trash collections for commercial establishments. TREE BRANCHES LONGER THAN 4 FEET MUST BE NEATLY PILED NOT EXCEEDING 8 FT LONG X 3 FT WIDE X 2 FT HIGH. CALL D.C.S FOR A CHIPPER APPOINTMENT THE FOLLOWING ITEMS WILL NOT BE COLLECTED: LOGS AND STUMPS ROCKS, DIRT, ASPHALT OR CONCRETE LARGE AUTOMOBILE PARTS HOUSEHOLD/TOXIC CHEMICALS GRASS CLIPPINGS ANY TYPE OF CONSTRUCTION DEBRIS TELEVISION SCREENS COMPUTER MONITORS SMALL ELECTRICAL APPLIANCES TELEVISION SCREENS AND COMPUTER MONITORS ARE CONSIDERED HAZARDOUS WASTE AND CANNOT BE COLLECTED WITH YOUR GARBAGE OR TRASH. IN ORDER TO DISPOSE OF YOUR OLD T.V. OR COMPUTER MON- ITOR, YOU MUST TAKE THEM TO THE D.C.S. GARAGE LOCATED AT LOUISA ST AND SOUTH ST ON SATURDAY MORNINGS BETWEEN 9 AM AND NOON. SMALL CORD- ED APPLIANCES LIKE PRINTERS, MICROWAVES, CAN OPENERS, BLOW DRYERS, COMPUTER TOW- ERS MUST ALSO BE RECYCLED ALONG WITH TVs AND COMPUTER MONITORS. If you cannot deliver your TV. or computer screen, call DCS at to schedule a pick-up. There is a minimum fee of $50.00 for pick-ups. WESTCHESTER COUNTY MANDATES STRICTER ENFORCEMENT OF THEIR RECYCLING LAWS Recycling takes only minutes a day and can save your tax dollars and our natural resources. HELP US HELP YOU PLEASE RECYCLE

7 COMMINGLE RECYCLING COLLECTION Page 7 All plastic containers marked with the following symbols are currently accepted. Non recycled materials include: CRYSTAL, WINDOW GLASS, MIRRORS, CERAMICS / OVENWARE, LIGHT BULBS, DRINKING GLASSES, DINNERWARE, BROKEN GLASS, FOAM, VINYL, PLASTIC BAGS AND WRAP, WAXED CARDBOARD DAIRY CONTAINERS, FLATWARE, CAPS AND LIDS, OIL/ PAINT CANS, BATTERIES, APPLIANCES, COAT HANGERS, ALUMINUM SIDING, SHEET AND SCRAP METAL, All containers must be rinsed out and placed in your RECYCLING BOX or a CLEARLY MARKED CONTAINER for collection. Recycling must be out no later than 7 a.m. on the day of your scheduled collection. Commingle will not be collected in plastic bags of any type. PAPER AND CORRUGATED CARDBOARD For residential curbside pick-up, place newspapers, phone books, magazines, brochures, catalogs and junk mail, tissue boxes, cereal boxes into brown paper bags and/or tied into bundles with twine. Corrugated cardboard can be flattened and tied or place flattened boxes inside another corrugated box. Recycling must be out no later than 7 a.m. on the day of your scheduled collection. No tape or plastic bags. Check the calendar for pick up schedule. The Westchester County Mobile Shredder will be at the City Hall parking lot 828 Main St. May & September During the Hours 10:00 AM 1:00 PM As this service is gaining in popularity, residents should be prepared to wait as lines are sometimes long. However, the wait doesn't have to be that long. Come prepared. This means you've removed all metal clips, fasteners, binders, folders and hard covers and placed the papers loosely in a box. Hard covers cardboard or plastic covers on items such as ledger books, marble composition books and hard-cover books cannot be shredded and will be turned away. Residents must rip pages out from hard cover books for shredding and throw the covers in their regular household trash. Up to four boxes of papers are allowed for shredding. NON RECYCLED MATERIALS INCLUDE: HARD COVER BOOKS, WAXED BEVERAGE CONTAINERS, PAPER PLATES

Donate your unwanted clothing, shoes and accessories, small appliances, toys, books and bric- a- brac to a local charity or church, or just pass them along to someone in need. For instructions on items that are not acceptable and how to dispose of them, call the Westchester County Household Chemical Hotline at (914) or visit their website at Some accepted Items include: Most automotive fluids, flammable liquids, polishes, pesticides and insecticides, swimming pool chemicals, fluorescent light bulbs, compact fluorescent bulbs, Expired or unused Pharmaceuticals, E-Waste, Propane Tanks, Batteries ( car, alkaline, rechargeable and button ) COMPACT FLOURESCENT LAMPS CAN BE TAKEN TO YOUR LOCAL HOME DEPOT STORE FOR RECYCLING IMPORTANT NOTICE WESTCHESTER COUNTY HEALTH DEPARTMENT RADIOLOGICAL MEDICATION RESIDUALS CANNOT BE DISPOSED OF IN THE GARBAGE If you or your pets are receiving medical treatment involving radioactive materials, all residuals or personal items that could collect body fluids should be returned to the hospital or health care facility where you or your pet received treatment, for proper disposal. Your doctor will advise you how long after treatment you will need to continue taking these precautions. These items include: Diapers, excreta, kitty litter, sanitary napkins, tampons, tissues or any other product that would be used to absorb bodily fluids. SHARPS DISPOSAL Proper disposal of sharps is important to the safety of the sharps user and to the workers who handle trash. Follow these guidelines to keep yourself and others safe. Use a leak proof, shatterproof and puncture proof container with a screw top such as a plastic laundry soap container labeled SHARPS. Place the lancet or needle and syringe in the container immediately and secure the screw top on the container. When the container is full apply tape around the neck and top of the container. The preferred method of disposal is to take the full container to Sharps disposal site listed in the Westchester County brochure. Local sites listed are New York Presbyterian / Hudson Valley Hospital1980 Crompound Rd.. The alternate method is to place the container in with the household trash. Never place SHARPS in with the recycling.

10 FEES FOR SPECIAL SERVICES Page10 The following states the conditions under which you may legally dispose of 20 lbs propane tanks, tires and appliances containing a refrigerant and special trash pick ups. Below is a form, which may be mailed to the Office of the City Clerk, or delivered in person for the prepaid disposition of the above mentioned items Fees for Special Services A. The following fees shall apply to special services rendered by the Department of City Services: 1. Removal of 20 lbs propane tanks, tires and appliances $8.00 per 20 lbs propane tank or tire $35.00 per refrigerator, freezer or air conditioner 2. Special trash pick up other than in the normal course of services rendered by the Department of City Services: $50.00 per 8 ft long x 3 ft high x 2 ft wide. With a minimum charge of Fifty Dollars ( $50.00 ) B. All fees for such special services shall be approved by the Department of City Services prior to being pre-paid in the Office of the City Clerk who shall issue a receipt for such payment prior to the rendering of such service by the Department of City Services. VIOLATORS WILL BE FINED AND PUNISHED TO THE FULL EXTENT OF THE ORDINANCE. REGULATIONS * Garbage is collected Monday through Friday and must be placed curbside between the hours of 6 a.m. and 10 a.m. * There is a second garbage collection every Saturday Morning ( including holidays ) and garbage must be placed curbside by 7:00 AM * Cardboard and commingled paper is collected Monday, Wednesday and Friday and must be placed curbside between 6 a.m. and 10 a.m. * Commingled glass, plastic and metal containers are collected on Friday and must be placed curbside between 6 a.m. and 10 a.m. (See calendar for Holiday week exceptions). * Refer to pages 3 through 9 for information on recycling, garbage and other services. * Bulk trash is collected by appointment only. Schedule your collection by calling D.C.S. at CONSTRUCTION DEBRIS WILL NOT BE COLLECTED. * T.V.s and Computer monitors are not collected and must be taken to the City Services Garage Every other Saturday Mornings between 9 a.m. and 12 noon.
