No. C-19 Background and Rationale On request from Industry, CSA has developed requirements contained in the attached T.I.L. for evaluation of air heaters for use under tents and similar shelters. Direction Air heaters which were presently CSA Certified under product classification , "HEATERS - Air - Portable Type" are not affected by this T.I.L. Milkovich EQUIPMENT: ITEM: STANDARD NO: Electric Air Heaters for Semi-Enclosed Environment Interim Certification Requirements C22.2 No 46-M Electric Air Heaters Clause X Clause X.1 Clause X.1.1 Air Heaters for Semi-Enclosed Environment Scope These requirements apply to cord and plug connected air heaters which are intended to be used in semi-enclosed environments such as tents or other similar shelters which offer a limited degree of protection from the environment. Rationale: At the present there are no requirements for tent heaters for pleasure use or for commercial/industrial use, such as cable splicing shelters used by the utilities. Clause X.1.2 The requirements of Clause X apply to heaters rated at not more than 250 V single phase and not more than 20A. Rationale: The purpose of these heaters is to provide heat to a temporary structure the size of which would normally be limited to a 5000W heating demand. Clause X.2 Clause X.2.1 Clause X.3 Clause X.3.1 Definitions Tent - A collapsible shelter of essentially soft (i.e. canvas or similar) material or a combination of soft and hard materials for use as a temporary shelter and providing protection from the elements on all sides and top (a floor may not be provided). General Requirements These requirements are supplementary to or amendatory of those requirements given elsewhere in Standard C22.2 No 46. Page 1 of /3

4 Page 2 of 3 Clause X.4 Clause X.4.1 Clause X Construction General Air heaters for semi-enclosed environment shall be constructed to comply with the requirements of CSA Standard C22.2 No Bonding and Grounding of Electrical Equipment (Protective Grounding). Rationale: C22.2 No 46 contains double insulation requirements, but these are intended for an indoor, basically clean and dry environment. Since these heaters are used in damper wet locations only a grounded construction is acceptable now. In order to accept the double insulation, special requirements and tests will have to be developed for heaters used in semi-enclosed environment. Clause X.4.2 Clause X Enclosures The enclosure construction shall be such that the lowest portion of any live part or internal wiring is at least 100 mm above the supporting surface. Rationale: This is to reduce the likelihood of water, snow, mud, grass or other materials from readily entering the heater enclosure and compromising the integrity of the insulation or reducing air flow resulting in operation of the limit control. (Note: This is the same as that required for poolside pumps by C22.2 No 108-M89, Clause Clause X Enclosures shall comply with the requirements of C22.2, No 94-M91 for a minimum Type 3R enclosure. Rationale: The types of shelters associated with these heaters have an inherently high likelihood of leakage (snow, rain) which would necessitate this type of enclosure. Clause X.4.3 Clause X Tip-Over Switch Heaters shall be provided with a switch which disconnects power to the heater when the appliance is overturned in any direction. Rationale: Due to the terrain involved where these heaters are to be used, the likelihood of tip-over is greater and is pronounced due to the tight-working conditions and/or occupation density inherent with tents or similar shelters. Clause X4.4 Clause X4.4.1 Supply Connection The supply cord of the heater shall be provided with a Class A ground fault circuit interrupter /4

5 Page 3 of 3 Rationale: Due to the wet and damp environment, an additional level of protection against shock hazard is necessary. Clause X.5 Clause X.5.1 Marking The heater shall be marked with the following, or equivalent wording: "WARNING: DO NOT EXPOSE TO RAIN" and "AVERTISSEMENT: NE PAS EXPOSER A LA PLUIE". Rationale: This is a common marking for many types of appliances. Electric tools or gardening appliances are also rain tested and still require this marking. Clause X.6 Clause X.6.1 Clause X Tests Rain Tests Immediately after the rain test, Clause 6.4 of CSA Standard C22.2 No 94 for Type 3R enclosures, the heater shall be subjected to: (a) The dielectric strength test specified in Clause 6.6. (b) The leakage current test specified in Clause Rationale: A heater exposed to rain must not present a shock hazard /5
