Project Narrative: (one page or less) Summarize the overall objectives of this proposed project and any other information to support your request. Suggested topics include an explanation of each initiative, a description of how and what will be done, relevant project history, coordinating partners, administration and oversight, needs assessments and inventories, current status, significant budget items, outcomes, deliverables, and other pertinent information to justify your project. The Lake Independence TMDL study identified numerous eroding channels adjacent to the lake as significant sources of phosphorus and sediment loading. The TMDL Implementation Plan included recommendations to stabilize these eroding channels (7.1.3, Task 3, 4.c). A series of these 1

2 cwl funds - CWL_FY08Application.doc Page 2 eroding channels are located in the Baker Park Reserve campground adjacent to Lake Independence. The channels convey rainfall runoff water from the campground and residential areas in the City of Maple Plain down a 60-foot high bluff on the shore of the lake to Lake Independence. Increased runoff from the drainage area has converted the drainage channels into deep ravines with active headcutting and channel widening. The main objective of this project is to repair and stabilize four of these ravines to reduce phosphorus and sediment loading to Lake Independence. In 2006, Three Rivers Park District contracted with the SRF Consulting Group to assist with the selection and design of best management practices necessary to stabilize the ravines. The final report recommended the following best management practices to repair and stabilize the ravines: Construct two rain gardens to reduce runoff rates and volume discharging into the ravines. Construct catch basins and diversion structures to channel runoff into rain gardens. Install 700 feet of storm sewer in the most severely eroded ravine to convey runoff water and rain garden discharge down the bluff to Lake Independence. Fill and re-grade eroded ravine after pipe installation. Construct grade control drop structures in the remaining four ravines. Reseed 0.35 acres of watershed with buffalo grass to increase infiltration Re-grade paved roadway to divert runoff into rain gardens The total cost of the proposed BMP installation is estimated at $239,000. Design and preparation of bids and specifications is estimated at $40,000. Stabilization of the ravines and construction of the rain gardens will reduce phosphorus loading to Lake Independence by 15-pounds/year according to observed soil loss rates in the eroding ravines. Three Rivers Park District will provide 50% local cost-share funds to implement the project. Construction is anticipated to begin in 2008 and be completed in 2009 when vegetation in the rain gardens is established. 5. Stabilize eroding channels to reduce sediment and phosphorus load to lake. Relationship: The Lake Independence Implementation Plan recommends stabilization of eroding channels conveying sediment and nutrients to the lake. This project would acomplish a portion of the recommendations referenced as Task 3 in the Plan. Evaluation: Three Rivers Park District will monitor and maintain the stabilized ravines following completion of the project. Park District maintenance staff will ensure maintenance of grade drop structures and vegetation. Lack of continued soil loss from ravine head cutting will be evidence of project success. 2 Rain Garden construction - Citation: Lake Independence TMDL Implementation Plan, Page 35, paragraph 2, Page 37 Task 3, 4.d. Construct urban BMPs to reduce nutrient loading to lake. Relationship: The Lake Indepedence TMDL Implementation Plan recommends installation of BMPs to reduce nutrient loading from urban developed areas. The plan specifically calls for construction of rain gardens to remove phosphorus from runoff water. This project proposes to construct two rain gardens to remove phosphorus from runoff water and reduce the volume and rate of runoff flowing down a steep bluff to Lake Independence. Evaluation: The rain gardens will be monitored and maintained by Three Rivers Park District horticulture staff. Effectiveness of the rain gardens will be determined by the ability of the gardens to infiltrate water. The gardens wil be routinely inspected after rain events by staff. Reduction in water flow rate and volume through the ravines will also be monitored to ensure stabilization of the channels. 3 Establish buffalo grass - Citation: Lake Independence TMDL Implementation Plan, Page 35 paragraph 6, Page 37 Task 3, 4.a. Stabilize lake shoreline areas to reduce erosion and reduce phosphorus loading to the lake. Relationship: The Lake Independence TMDL Implementation Plan recommends installation of buffer areas around the lake shoreline to reduce nutrient loading to the lake. This project will convert 0.35-acres of turf to native Buffalo grass to increase rain fall infiltration, thus reducing runoff volume and sediment movement down the ravines into the lake. Evaluation: The Buffalo grass field will be monitored and maintained by Three Rivers Park District staff. The area will be monitored to ensure development of a surface sod layer that will capture and infiltrate rainfall water.
