1 April 2015 A TIME OF TOWNSHIP TRANSITION There are significant developments in staffing in the Township office as we move into Spring. The most significant is that Mr. Shawn Arbaugh will become the new Township Manager effective April 15th. Mr. Arbaugh has extensive experience as a water quality specialist and was a manager for the Pennsylvania Department of Environmental Protection. He has a Bachelor of Science degree in Environmental Resource Management from Keystone College and a Masters of Public Administration degree from Kutztown University. He is enthusiastic about the opportunity to guide our Township and has many ideas about how to continue to accelerate Township progress. Jennifer Rabuck joined our Township as an Administrative Secretary to Public Works on February 2nd from the Borough of Highspire. She has extensive experience in all aspects of Municipal government and has already had a significant positive impact on office operations. Cory Jurell and Kyle Stauffer have joined the Highway crew within the past three months as well. Led by Public Works Manager, Scott Galbraith, they have performed remarkably to keep services available without lack of quality or efficiency. We are fortunate to have such devoted public servants. As we move into Summer, the pace of work will increase. The Campbelltown Community Park is moving into functional status with a walking path around the perimeter, which passes through native wildflowers on the north and south borders of the park. Reseeding of the remainder of the park and the soccer fields remains to be completed. We were fortunate to receive a grant of $7,500 from the County Commissions to contribute to construction of the park pavilion, and paving of the roads and parking area is planned. There are too many other areas of progress to mention individually, but the bottom line message is that the Township is continuing on the path to make it a better place to live and work. 3 MOSQUITO SEASON IS NEAR The Lebanon County West Nile Virus program will be setting up a variety of mosquito traps to gain a better understanding of what the mosquito population is doing in our area. These traps are harmless to humans but may be a bit unpleasant smelling. They are usually baited with stagnant water or dry ice and human scent lure. Shown below are the three basic traps used by the county. Gravid Trap Light Trap BG Sentinel If you have any questions or concerns in regards to these traps, please contact David Schmidt, WNV Coordinator at dms68@psu.edu or visit their website at HOMEOWNER RESPONSIBILITIES Homeowners are required to maintain the lateral from their home, to the main sewer line, typically located in the street, or nearby easement. Maintaining the lateral includes keeping the lateral line flowing and free of debris such as roots, or grease. The sewer system within South Londonderry Township is comprised of a series of underground pipes. Many are publicly owned; however, the sewer laterals are entirely owned by the private property owner they serve. The laterals extend from the building to the mainline within the street (or within an easement at the rear of your home). The laterals typically range from four to six inches in diameter while the township, or municipal authority's mainline is typically at least eight inches in diameter. The private property owner is responsible for the entire length of the lateral, which includes that portion that may be located within the public right of way (under the asphalt and street landscaping). 4 When It Rains, It Drains Storm water is water from precipitation that flows across the ground and pavement when it rains or when snow and ice melt. The water seeps into the ground or drains into what we call storm sewers. These are the drains you see at street corners or at low points on the sides of streets. Collectively, the draining water is called storm water runoff. Storm water becomes a problem when it picks up debris, chemicals, dirt, and other pollutants as it flows or when it causes flooding and erosion of stream banks. Storm water travels through a system of pipes and roadside ditches to make up storm sewer systems. It eventually flows directly to a lake, river, stream, wetland, or coastal water. All of the pollutants storm water carries along the way empty into our waters, top, because storm water does not get treated! What Can You Do To Help? Rain by nature is important for replenishing drinking water supplies, recreation, and healthy wildlife habitats. It only becomes a problem when pollutants from our activities like car maintenance, lawn care, and dog wastes are left on the ground for rain to wash them away. Here are some of the most important ways to prevent storm water pollution: Properly dispose of hazardous substances such as used oil, cleaning supplies, and paint never pour them down any part of the storm sewer system and report anyone who does Use pesticides, fertilizers, and herbicides properly and efficiently to prevent excess runoff Look for signs of soil and other pollutants, such as debris and chemicals, leaving construction sites in storm water runoff or tracked into roads by construction vehicles. Report poorly managed construction sites that could impact storm water runoff to your community Install innovative storm water practices on residential property, such as rain barrels or rain gardens, that capture storm water and keep it on site instead of letting it drain away into the storm sewer system Report any discharges from storm water outfalls during times of dry weather a sign that there could be a problem with the storm sewer system Pick up after pets and dispose of their waste properly. No matter where pets make a mess in a backyard or at the park storm water runoff can carry pet waste from the land to the storm sewer system to a stream Store materials that could pollute storm water indoors and us containers for outdoor storage that do not rust or leak to eliminate exposure of materials to storm water For more information, visit the Pennsylvania Department of Environmental Protection at: PAGE 4 TOWNSHIP TIMES

5 almyra rea ecreation arks ommission The Palmyra Area Recreation and Parks Commission (PARPC) will again be conducting our 10th Annual Run for the Children 10K, 5K, 1 mile Fun Run on May 9th, Registration forms are available at the Palmyra Municipal Building or on-line. Proceeds from this event will benefit the Maggie Leach Scholarship Fund which provides Summer Camp scholarships for economically disadvantaged youth residing within the Palmyra Area School District. Run for the Children Visit to register online or print a registration form and mail to: 325 S. Railroad Street, Palmyra PA Palmyra Co-Ed Flag Football PARPC in conjunction with the PHS football coaches and players will again be offering a flag football program for boys and girls currently in 2nd grade through 7th grade. Three divisions have been created; Pee Wee (2nd & 3rd grade), Pony (4th & 5th) and Midget (6th & 7th). Practices and games will be conducted at this high school football practice field, located at the Palmyra high school between the baseball field and the school, on Sunday s commencing on April 26 and running until May 31st. Cost is $15 per player. T-shirts and flag belts will be provided. Co-Ed Indoor U-10 Tennis Clinic PARPC in conjunction Unites States Tennis Association (USTA) and the PHS Girl s Tennis Coach, Matt Opilo, USPTA Certified Tennis Coach, will be offering an Indoor U-10 Tennis Clinic commencing on Monday, March 30 through May 4th for children between 5-10 years of age. The clinics will occur on Monday evenings with ages 5-7 yrs. playing from 6 p.m. to 7 p.m. and with 8-10 year olds playing from 7:10 p.m. to 8:10 p.m. on Monday evenings at Lingle Elementary Gym. Cost is $60/ person. Racquets, balls and courts sized to fit the U-10 age groups will be available. A free Clinic will be offered on Saturday, March 28th from noon until 1:30 p.m. at Lingle Elementary Gym. PARPC Chicken BBQ PARPC is selling tickets for Kauffman s Chicken. He cost is $7 and you receive ½ chicken, baked potato and dinner roll. Pick-up is on Wednesday, May 27th, 2015 from 3 p.m. to 5:30 p.m. at the new Palmyra Municipal Building. APRIL 2015 PAGE 5

The Campbelltown Volunteer Fire Company is looking for volunteers. Consider helping your community by becoming a firefighter, EMT, fire police, ladies auxiliary, or assisting at fund raisers. Men and women 16 and older are invited. Campbelltown has a Junior Firefighter program for ages 16-18, with your parent s permission. If you feel you are interested in helping the Campbelltown Volunteer Fire Company, we will be holding a Recruitment Night on Monday, May 11th. Come out and meet the crew, look over the trucks and equipment, talk to our volunteers, watch our training, and when we are finished, we will treat you to a meal. Become part of the few that help protect your community, and besides, really, if your neighbor s house was on fire, wouldn t YOU want to do more than watch? DO YOU LIVE IN SOUTH LONDONDERRY TOWNSHIP? If you do, does your homeowner s insurance policy show you do? Many addresses in South Londonderry Township are Palmyra, Lebanon, Annville, Hershey, and Elizabethtown. All insurance companies located outside of Pennsylvania pay money to the state Fireman s Relief Association. This money is distributed, by the state of Pennsylvania, to the appropriate fire companies where you live to help oversee the cost of fire protection. The fire companies use this money to purchase equipment and pay for training classes. If your policy does not show you live in South Londonderry Township, your money from PA Fireman s Relief Association is going to other fire companies. The fire companies in South Londonderry Township are the Campbelltown Volunteer Fire company, covering most of the Palmyra and Annville addresses, and the Lawn Fire Company, covering the Annville, Hershey, Lebanon, and Elizabethtown addresses. This money is important for our volunteers, and it is an easy way for you to make a donation to YOUR local fire companies. Call your homeowner s insurance agent to make sure your policy states that you live in South Londonderry Township. The Campbelltown and Lawn fire companies thank you for your help and want you to know, WE LL BE THERE FOR YOU. WILL TAKE OLD CARS Do you have an old car that you would like to get rid of or get off your property? Consider giving that car to the Campbelltown Volunteer Fire Company. Campbelltown is one of only a few fire departments in Lebanon County that has a rescue truck capable of heavy rescues. Training would consist of removing doors, roofs, and the entire side of the car and pushing dash panels and identifying possible air bag locations. Cars would be positioned on their wheels, sides, and roofs to simulate different accidents we might encounter. Your car would go to a good cause as it helps the CVFC with hands-on training. It is always difficult to arrange vehicles for extrication classes. After our training is over, the CVFC would be responsible for the disposal of your vehicle and the CVFC can also help you with the forms that consider your car a donation to charity.
