3 Managing Director s Review Sound economic development The past year continued with balancing SESKO's economy so that, after several years of effort, a reasonably positive financial result was achieved. This was mainly due to the significant reduction in personnel costs which was in turn affected by adaptation of resources over a number of years as well as reassessment of processes and controlled digitization when and where it was found to bring added value. New ways of working were introduced and processes were developed to better meet current needs. Operating environment pressure and customer feedback The continuous and accelerating emergence of innovations and new technologies within SESKO's operating environment has a significant impact on monitoring and reacting in the field of standardization. It is therefore necessary to continuously review how standardization is prioritized and resources are allocated. Therefore, in the spring, SESKO conducted a customer survey enquiring experts from companies and communities involved in standardization about their views on the benefits and development of electrotechnical standardization as well as the usability of standards. More than 90% of the experts responded to the survey found participation in standardization beneficial for their employers as it improves knowledge capital and competence plus by anticipating they will be able to adapt to future changes and stay ahead of development. In addition, more than 80% of the respondents considered that participation makes it possible to gain the most up-to-date information for your business and increases your knowhow. The participating experts are able to contribute to the development of their industry and network with other players in the field. More than 70% of experts believed that participation gives them a competitive advantage as well as an ability to distribute their own ideas into standards. LEDs and solar photovoltaic LEDs and photovoltaic were at SESKO's focus during LEDs have revolutionized the lighting industry and their winning streak is still going on. That also shows in standardization and business investments. The growth in the solar photovoltaic capacity globally has contributed to the energy market. Now the operating environment of the industry is changing with new concepts, regulations and standards. Solar power plays a role in micro networks and distributed energy generation. In Finland, the interest in solar photovoltaic and its small production has also increased abundantly. Experts interested in solar photovoltaic participated in an event organized by SESKO in 2016, which introduced different angles of standardization and the organization of this area in Finland. Standards and regulations form the basis for operators in the electricity business also in the field of solar photovoltaic. The EU Commission Regulation 2016/631 establishing a network code on requirements for grid connection of generators was published. International and European standards for photovoltaic equipment were intensely revised, where SESKO and the national players in the field channeled their involvement. Taking advantage of digitization for the future According to a mission for Finnish electrotechnical standardization set by SESKO's Board, SESKO generates standards for the success of electrical industry and our entire society in a digitizing world. In 2025, SESKO is going to be a community of excellence in electrotechnical standardization building our electronic future. The key elements in carrying out the future vision are the utilization of digitization, anticipation and influencing the content of standards. 3 SESKO Annual Report 2016

4 Administrative Board s Annual Report SESKO members SESKO consisted of 20 members ending In conjunction with the SESKO annual meeting, a spring seminar entitled "Producing purely - using smartly" was organized. Nearly 100 experts from SESKO's committees and follow-up groups as well as other invited stakeholders participated in the seminar. Former Minister of Economic Affairs Olli Rehn brought the message from the Paris Climate Summit. Professor Jarmo Partanen from Lappeenranta University lectured on the role of electricity in cleantech solutions as Technology Director Heikki Uusitalo from ABB together with Technology Director Heli Antila from FORTUM spoke about clean technologies and energy solutions. Development Director Jussi Åkerberg from AW-Energy presented an innovative wave energy model and Jaakko Ketomäki, Senior Research Scientist, from VTT brought up warmth and intelligent lighting. The board conducted five meetings during the year. The Board Members advocated SESKO s member communities by divisions so that there were four members from the largest interest group of standard users (group 1), four members from the group of electrotechnical authorities, inspection and testing organizations (group 2), and two members from other interest groups of electrotechnical standards (group 3). Auditing SESKO was audited by APA Laura Castrén from Hill Audit Ltd and, as deputy auditor, the audit firm collectively. Committees By the end of the year 2016 there were 42 national standardization committees set up by the Board. In addition to the committees, there were more than 100 national follow-up groups. Altogether the committees and follow-up groups consisted of 460 experts. The Board approved 469 standards, of which four were published in Finnish. Personnel For most of 2016 SESKO employed ten people. At the end of the year, there were nine employee of which six were technical experts and three in supporting service roles. 5 SESKO Annual Report 2016

6 Finance The association s operating costs in 2016 were decreasing from the previous year over 12%. The personnel expenses reduced significantly, approximately 11%, since two person-years were reduced. The relative share of the personnel costs out of total operating expenses was 64%. The association s financial result for 2016 was The positive result followed mostly from the significant reduction in personal expenses. Distribution of Standards The compilation and distribution compensation based on selling standards covered 36% (38%) of SESKO s financing. The compilation compensation of SFS standards and handbooks added up to 27% (25%). The previous year s figures are in brackets. Participation Fees In SESKO s standardization committees and follow-up groups, there were 460 (470) electrotechnical experts from various areas of the Finnish society. The number of participants decreased some 2%. The participation fees covered approximately 29% (28%) of the total funding. Subsidy from the Ministry of Employment and the Economy SESKO received a total of (over 5 % less than previous year) as a government subsidy from the Ministry of Employment and the Economy (TEM) via the Finnish Standards Association (SFS) of which 63 % (61 %) was spent on international membership fees for IEC and CENELEC. SFS used the government subsidy from TEM to cover secretariat, translation and meeting expenses. The travel grants paid directly to the participants of international standardization meetings accounted for The level of travel grants continued to decline more moderately (about 5%) than in previous years. 12 Publicity Amongst SESKO s most important missions is raising awareness of standardization and electrotechnical standards through various communication channels in Finland. The target groups are SESKO member communities and experts along with the companies and organizations, as well as the educational institutions and students closely related to electrotechnology. To all of the above, it is important to be able to obtain current information about the existing standards as well as new standardization projects. In its communications targeted at companies, SESKO emphasizes the committee members opportunities to influence the content of standards related to their business during the standardization process. Communications SESKO's own communication channels include the SESKO magazine, web pages, social media channels - especially Twitter - and self-organized workshops and seminars. The SESKO newsletter was introduced in In 2016, approximately 200 articles, newsletters or announcements on electrotechnical standardization or standards were published in various media. SESKO was made known in many online publications, various directories, industry fairs, seminars and training events. In addition to the introduction of newly published standards, the key topics of communication included themes highlighted in the IEC etech publication, areas such as smart cities, wearables, energy storage, energy efficiency, electric traffic and vehicles, automation security, etc. In communications SESKO cooperates with its member communities using their media to report on standards and standardization. These include magazines like Plaani, Sähköala, Sähkömaailma, Sähkö&Tele, Valo-lehti, SY-viesti, Automaatioväylä, Energiauutiset, SGS Finland Compact ja Vasama. SESKO Annual Report

13 Wellbeing Through Electricity Vision 2030 SESKO takes actively part in Wellbeing Through Electricity Vision 2030 with four of its member communities: Finnish Electrotechnical Trade Association STK, Electrical Consulting Engineers NSS, The Electrical Contractors Association of Finland STUL and Promotion Centre for Electrical Safety STEK. SESKO has a representative in the steering group of the project, in the planning group of the Vision seminar and in the editorial board of the newsletter. SESKO supports the vision and its viewpoints, and promotes its message in the SESKO communications. Events At the Sähkö Tele Valo AV 2016 exposition in Jyväskylä, SESKO had its own stand and, during the event, conducted daily short presentations regarding the revised standards on safety at electrical work and high voltage electrical installations as well as standardization of solar power systems. In the fall, SESKO organized two afternoon events on electrotechnical standardization. Approximately 20 experts from the SESKO committees, follow-up groups and working groups took part in these information bulletins. In their presentations, SESKO group managers gave concrete advice and guidance how to participate in standardization and how to search for information. The feedback for the events was very positive and therefore SESKO will continue organizing this kind of events annually. SESKO participated in the annual standardization FORUM 2016 along with SFS and its standards-writing bodies. The main subject for the event was towards the smart community with standards. 14 Educational Co-operation SESKO continued its involvement in the European standardization organizations (CENELEC and CEN) collaboration group Education about Standardization (JWG EaS). Along with SFS and its affiliates, SESKO also takes part in a steering group which acts as a national counterpart for JWG EaS. SESKO directs its communications for educational institutions, such as educational materials and academic information towards students and teachers in the electrotechnical field, mainly in polytechnics, universities of applied sciences and vocational institutes. SESKO maintains the electrotechnical section of the SFS standardswriting bodies common portal for learning institutions In 2016, SESKO organized six educational events introducing electrotechnical standardization. They were held at Aalto University School of Electrical Engineering in Otaniemi, Espoo, at Tampere University of Technology, at JAMK University of Applied Sciences in Jyväskylä and at Laurea University of Applied Sciences in Espoo. Lectures SESKO personnel gave prensentations in a number of events organized by its member communities and other organizations. Generally, the lectures were about the standardization system, involvement in standardization, contents of standards and their guidance. Specific topics in 2016 included standards on the charging system for electrical vehicles, electromagnetic compatibility (EMC) plus standardization and electrical safety. 15 Standardization Committees and Follow-up Groups Overall, by the end of 2016, SESKO had 42 standardization committees and over 100 follow-up groups with a total of 460 expert members. The standardization committees assemble regularly and all have a designated chairperson and secretary. Committees are usually set up for nationally significant electrotechnical areas of business and their purpose is to work towards achieving a national consensus on standards. National committees may also be required when there is a special need to have standards published in Finnish. For such IEC and CENELEC committee subjects that are mainly for international standardization or only have a few active actors in Finland, there isn t necessarily a need for a national committee. In these cases, SESKO will provide follow-up groups as an operational channel. In addition to members, a contact person is appointed for each follow-up group. Activities of the committees and the follow-up groups The focus of the standardization committees and follow-up groups within all topics vary annually. For all working groups, it is very important to actively and comprehensively participate in IEC and CENELEC voting, commenting, and group work. This is the best way to influence the contents of standards and be prepared for their implementation. In the areas of business in which there are many actors in Finland, the translation of standards and preparation of national parts to standards is an essential component of the committee work. Active Committees and Follow-up Groups in 2016 SK 3 Information Structures, Documentation and Graphical Symbols Members of the committee SK 3 took part in the development of the standards for graphic symbols, documentation and marking and identification principles in the IEC committees TC 3, SC 3C and SC 3D. The subject is horizontal and the people applying the standards are for example designers, manufacturers, consultants, authorities and such. IEC TC 3 continued preparing the second edition of the user manual standard and standardization of the colour coding for identification of direct current conductors as well as the second edition of the part of the standard on reference designations that deals with the classification of objects and codes for the classes. SK 3 had its 100th meeting in December The secretary of SK 3, Arto Sirviö, acted as the chairperson of SC 3C and as the secretary of the maintenance team of the standard on graphic symbols, TC 3/MT SESKO is also responsible for the CENELEC reporting secretariat SR 3C. 15 SESKO Annual Report 2016

16 SK 8 Systems aspects for electrical energy supply The activities of the committee SK 8 include participation in IEC TC 8 and CLC/TC 8X standardization work. Smart Grid is one of the leading topics in the technological development of the electrical industry. The liberation of the energy market, the new EU regulation 206/631, the proliferation of distributed energy generation and securing the electric supply increase the need for data communication and data collection and emphasize the importance of information security and systems compatibility. SK 8 participated in the preparation of standards related to distributed energy generation, micro networks and standard voltages by voting and commenting on the international drafts. The application of the new EU regulation 2016/631 will begin in 2019, and the maintenance of related EN-standards has been started. SK 13 Equipment for Electrical Energy Measurement and Load Control The committee participated in the preparation of IEC standards on electric energy meters and related data communications. The standardization of disturbance levels for the communication frequencies khz was followed closely. SR 21 Batteries The follow-up group participated in the meeting of IEC TC 120, which is standardizing requirements for energy storage systems, which took place in the context of IEC General Meeting in Frankfurt. SK 20 Electrical Cables The committee was very active, as it and its working groups had altogether 12 meetings during the year. The Finnish parts of the harmonization documents on medium voltage cables (HD F) and aerial bundled cables (HD 626 5D) were delivered to CENELEC, where they were approved. The standard on medium voltage cables was supplemented with requirements for ploughing cables into the ground. The standard on aerial bundled cables was updated with requirements for direct current distribution. The reason for the updated requirements for medium voltage cables is the proliferation of buried cables outside densely populated areas and the adaptation of the standard to match new uses and installation practices. Regarding aerial bundled cables, the committee is getting ready for direct current distribution becoming more commonplace in certain applications. The buried cable working group prepared also a new national distribution cable standard, HD 603 5E, and delivered it to CENELEC. The committee published a national application standard related to the Construction Products Directive, SFS 7039, which gives the fire classification for cables matching current installation requirements according to the CPD fire classification. In addition, during 2016 the harmonized standards comprising the use and application guide intended specifically for device manufacturers, designers and installers, EN and -2, were translated into Finnish. The standards describe for each cable type its applicability for different kinds of environments and applications. The standard SFS-EN was also published in 2016, and part 2 will be published right away in January of the following year. The experts of the committee were participating actively in the work of IEC and CENELEC working groups on cables, because Finland has a significant cable and cable accessory industry. 17 SK 22 Power electronic systems and equipment The committee met twice to discuss IEC and CENELEC standard drafts. In the middle of the year, a new chairman, Jari Leppäaho of ABB, was appointed for the committee. Power electronics is one of the most vital sectors of the electronics industry in Finland and the experts participated actively in the work of international working groups. The most actively commented draft was the draft of part two of the safety standard IEC 62477, which extends the scope of the standard to the range 1000 V a.c kv a.c. and 1500 V d.c kv d.c. Also the amendment to the safety standard for variable frequency drives, IEC Ed. 2 was heavily commented. SK 23 Plugs, socket-outlets, switches and connecting devices The amendment A11 to the national standard on the household plug and socket outlet, SFS 5610, and the updated edition of the standard on the plug and socket outlet for domestic use (16 A / 32 A), SFS 5215, were published. A draft of the second edition of the plug and socket outlet glossary, SFS 5805, was circulated for comments. The committee participated in the activities of the maintenance team IEC SC 23B/MT 4 drafting standards on plugs and socket outlets. For Finland, it is important to participate in the work, because the group prepares the requirements for switches used in a cold environment. The continuous use of the schuko household plug and socket outlet at high power levels (e.g. for charging an electric vehicle or running an air heat pump) is also inspiring debate amongst international experts on installation accessories. A draft concerning this improved version of the schuko plug and socket outlet was circulated for comments by IEC. There was active participation in the updating of the EN standard on the miniature connector used for mains circuitry in cars. This standard is important for Finland. The scope of the standard was extended to cover also the requirements for the heater cord plug and corresponding receptacle in the car. Also, the committee participated in the work of the maintenance team updating the adapter standard. It is responsible for several safety standards. SK 31 Electrical Apparatus for Explosive Atmospheres IEC TC 31 has a well-established position in the standardization of equipment for explosive atmospheres. In addition to standards for electrical devices IEC is preparing standards also for mechanical devices and quality systems. In practice, the requirements for electrical devices in the ATEX directives are based on IEC standards. For this reason, the committee is regularly dealing with matters related to directives and certification. In 2016, the application of the new ATEX directive was followed, and the preparation of Finnish legislation was influenced. Finland has globally significant manufacturers of equipment for explosive atmospheres, and they find it important to participate in the preparation of standards. There are 20 people from Finland as members in altogether 27 IEC TC 31 working groups. Finnish focus areas are preparation of standards for motors, luminaries and installations. New Finnish editions of the electrical installation standard for explosive atmospheres, SFS-EN , and the inspection standard, SFS-EN , were published. 17 SESKO Annual Report 2016

18 SK 34 Luminaires and Associated Equipment The committee has been actively participating in the preparation of the IEC standards on luminaries, energy-saving light bulbs, LEDs, LED lamps and their auxiliaries. There is this type of industry in Finland and the developments in the LED technology keep the industry busy. The updated Finnish translation of the standard SFS-EN was published, as well as the new LED glossary SFS-EN Also, a new edition of the sauna luminaire standard prepared through Nordic collaboration, SFS 5678, was published. The term of Markku Norhio (Helvar), who had been the chairman of the committee IEC SC 34C for 9 years, ended in January SK 44 Safety of Machinery: Electrical Aspects IEC TC 44 finalized a new edition of the basic standard IEC , which had been under preparation for a long time. Finnish experts participated also in the preparation of the standards on cableless controllers and hoisting machines. SK 45 Nuclear Automation Members of the committee SK 45 participated in the nuclear standardization in IEC TC 45 and CENELEC TC 45AX. The objectives of SK 45 include influencing safety, user interface and automation architecture requirements through standardization, following and understanding nuclear automation standard entities, and bringing in new knowhow and experience about the application of standards in nuclear plants. Nuclear expertise in Finland and the ongoing large construction and renewal projects have attracted attention world-wide and brought information about new generation nuclear plant systems into Finland. The nuclear technology sector is an important employer, and due to its lack of CO2 emissions it is important in the future, with the Finnish bedrock being suitable for the final depository of used fuel. Topical issues in nuclear automation in 2016 were e.g. cybersecurity, the electrical systems of the plant, software and communications technology requirements. SK 46 Communication Cables The committee met three times to discuss topical IEC and CENELEC standard drafts. The committee has paid special attention to the fonts used in formulas and commented the drafts, because the practices have become quite diverse. SESKO Annual Report

19 SK 61 Safety of Household and Similar Electrical Appliances The experts of the committee have participated actively both in the european and international work through attending meetings and commenting on numerous international and European standard drafts. Finland delivered to IEC a more detailed draft amendment to the IEC standard on flexible heating elements. It was also discussed at the IEC meeting in the fall. Members of the committee participate also actively in the working groups dealing with safety requirements for solariums and safety issues in refrigeration appliances. The committee met five times. The committee is responsible for more than a hundred safety standards. SK 61Z Sauna heaters The committee dealt with the IEC draft on prefabricated saunas. IEC has the problem that the sauna heater standard deals not only with individual sauna heaters but also combinations of sauna heaters and separate controllers as well as prefabricated saunas and infrared saunas. The focal points of the discussion are the requirements related to remote control, timer control and standby modes, which are quite incoherent because of the diversity of the standard. Finland has leading industry in this field, so the committee follows closely the development of the standards and works actively to ensure the competitiveness of Finnish industry. SK 62 Electrical Equipment in Medical Practice SK 62 is the mirror committee of IEC TC 62 and its subcommittees 62A, 62B, 62C and 62D, as well as CENELEC TC 62. Standards prepared by these committees are used globally for type approvals, and in Europe to demonstrate the safety of medical electrical devices in accordance with the Medical Devices Directive. In Finland there is significant know-how in the product development and manufacturing of medical electrical devices, and it is important for the domestic companies to follow the development of the safety standards in this field, and to participate in their preparation. The international working groups had 11 members from Finland, and they participated in the work of 26 working groups. SK 62 had two meetings during the year, and standard drafts were commented in the meantime also by e- mail. IEC TC 62, its subcommittees and CLC/TC 62 circulated in 2016 more than 300 documents, about a third of which were standard drafts for voting and/or comments. From the committee s point of view, important new topics include the preparation of the next edition of IEC series. Preparation of the main standard and the amendments to the collateral standards was started in the 2016 fall meeting. The new editions are expected to be finalized in SK 64 Electrical Installations and Protection Against Electric Shock The committee is preparing the standard series SFS 6000 Pienjännitesähköasennukset (Low Voltage Electrical Installations). Because the standards are being used by all professionals dealing with the planning, construction and inspection of electric installations, who need to maintain their knowledge of the contents of the standards, the committee has decided to update the whole standard series every five years. The next update of the standard series is planned for The committee and a working group selected from its members prepared the new standard drafts for the public consultation commencing in the coming year. 19 SESKO Annual Report 2016

20 SK 65 Industrial-process measurement, control and automation The committee met twice to address topical IEC standard drafts. One of the more significant events during the year was the publication of the second edition of the functional safety standard series for the process industry, IEC The translation into Finnish of the three-part series that contained plenty of special terms was a considerable effort. The translated standards could not be published yet because of a delay that occurred in the publication of the corresponding EN standards. The newest working group of IEC TC 65, WG 20 Industrial process measurement, control and automation - Framework to bridge the requirements for safety and security, which is considering the interconnections between safety and security, had its first meeting in Helsinki in June. In September, IEC SC 65A/MT convened to update the functional safety standard with regard to software, also in Helsinki. SR 66 Safety of measuring, control and laboratory equipment The standards dealt with in the IEC TC 66 follow-up group are related to the IEC series of standards, which is used for demonstrating safety of measuring, control and laboratory equipment. In Europe, they are used in the context of the Low Voltage Directive, and they enable the free movement of the equipment within the European Union. The follow-up group met once during the year. Standard drafts were mainly commented through . IEC TC 66 circulated about 40 documents, a quarter of which were standard drafts for voting or comments. The chairman of IEC TC 66 is Jorma Rutanen from Finland. SK 69 Electrical road vehicles and industral trucks The committee continued working actively in its eighth year. Five meetings were held in The committee is following, and through its experts, participating in the preparation of standards on the charging system for electrical vehicles (IEC 61851) by commenting on the proposals. The draft of the third edition of the basic safety standard for charging systems, IEC , was approved in the final voting. The work has expanded to also cover wireless charging (IEC 61980), so the developments are followed closely. The committee participated also in the work on the standard for charging stations, which is under preparation in IEC, and the work on the national standard concerning electrical installations for the charging station supply, SFS , which is due for updating in SK 77 Electromagnetic Compatibility (EMC) SK 77 is the mirror committee for IEC TC 77 (EMC), and it is also taking care of voting for CENELEC TC 210 standard drafts for other than CISPR-based projects, for which SK CISPR is responsible. The committee met three times in 2016, and standard drafts were also dealt with by between the meetings. TC 77, its subcommittees A, B and C, and CLC/TC 210 circulated almost 100 documents, half of which were standard drafts for voting or comments. The basic EMC standards prepared by IEC TC 77, and the testing methods described therein for immunity and lowfrequency emissions are in use in all product EMC standards, and familiarity with them is essential in equipment design and testing. In addition, TC 77 prepares generic EMC standards for different operating environments, and the test levels and requirements presented in them form the basis for requirements for equipment standards of product committees. These are in turn utilized in the placing of all electrical products on the European market in accordance with the EMC directive. There were five Finnish working group members in the international working groups, participating in the activities of five different working groups. One significant standardization project by the committee was the updating of the standard IEC on EMC compatibility levels, which was started during the previous year. In the update the compatibility levels for the frequencies khz will be added to the standard. This is a frequency range, in which few devices have emission limits yet. SESKO Annual Report

21 SK 79 Alarm Systems Members of the committee participated in the standardization work for alarm and electronic security systems in IEC TC 79 and CLC TC 79. The scope of SK 79 includes the standardization of electrotechnical security and surveillance systems used in buildings, as well as alarm transmission systems and alarm receiving centres. Current issues in 2016 were the updating of standards on alarm receiving centres and alarm transmission systems, remote use of surveillance systems, quality criteria for surveillance cameras and the new EU General Data Protection Regulation 2016/679 and the related standardization request from EU commission (M/530) and its impact on e.g. camera surveillance. SR 80 Maritime navigation and radiocommunication equipment and systems The follow-up group for IEC TC 80 did not meet in 2016 but all commenting and voting took place via . IEC TC 80 circulated about 40 documents, a third of which were standard drafts for voting or comments. Hannu Peiponen from Finland is acting as the chairman of IEC TC 80. Three Finnish experts participated in the activities of eight TC 80 working groups. IEC TC 80 standards are used for type approvals in the framework of the SOLAS agreement on safety of life at sea by the International Maritime Organization, IMO. SR 82 Solar photovoltaic energy systems Members of the follow-up group participated in the development of solar photovoltaic standards by commenting on the drafts from IEC TC 82 and CLC/TC 82 and by participating in the activities of working groups. SESKO organized a discussion forum on solar photovoltaic standardization for Finnish actors. The main publication IECRE 04:2016 for the certification system for solar photovoltaic systems based on IEC standards, IECRE-PV, was finalized. IEC TC 82 work programme comprises 64 projects. Also, the new network code regulation 2016/631 and the updating of the electrical installation standard have a major impact on the operational environment of solar photovoltaics. SK 86 Fibre Optics SK 86 is following the standard drafts for optical fibres, connectors and fibre optic active components prepared by IEC TC 86 and its subcommittees and CENELEC TC 86A and TC 86BXA, and commenting them when necessary. There s plenty of documents to follow, as TC 86 with its subcommittees is one of the most productive IEC committees judged by the number of standards. 21 SESKO Annual Report 2016

22 SR 88 Wind Turbines Members of the follow-up group participated in the development of wind turbine standards in the working groups of the committee IEC TC 88. Wind power technology is a significant method of producing renewable energy. Wind turbine generators are being manufactured from a couple of kilowatts up to megawatt-class power plants and wind power parks. IEC standards give requirements on the safety and performance of the equipment and guidelines on the design of the equipment and present simulation and measurement methods. IEC standards are used in the certification of wind power equipment and suppliers (IECRE). In Finland there is a significant on-going effort to install more wind power capacity. Topical issues in wind power standardization in 2016 were the updating of the main standard IEC 61400, the measurement of wind conditions, EMC and work safety. SK 91 Electronics Assembly Technology SK 91 is coordinating the standardization matters from three IEC standardization committees; TC 91 Electronics assembly technology, TC 113 Nanotechnology standardization for electrical and electronic products and systems, and TC 119 Printed electronics. The standards of IEC TC 91 are used within electronics assembly technology and burying components in circuit boards. The committee IEC TC 113 standardizes the properties of and measurement methods for nanotechology materials such as graphene. The standardization is being sped up by a EU Commission funded 10-year programme, Graphene Flagship, to commercialize applications using graphene. The committee IEC TC 119 is preparing standards for printed electronics terminology and measurement methods, including conductive inks and printing equipment. The Finnish committee has emphasized that also paper-based structures should be taken into account in addition to polymer and glass based ones. SR 97 Electrical installations for lighting and beaconing of aerodromes The new work item proposal submitted by Finland to IEC on standardizing the connectors used for transformers and lights was approved, and the preparation of the standard IEC started. The international project team, which is under Finnish leadership, convened in Helsinki in September. The topic is important for Finland, as both the lights and the transformers used at aerodromes are manufactured in Finland. SK 101 Electrostatics (ESD) SK 101 is the mirror committee of IEC TC 101 in Finland. The standards of TC 101 are widely used in the electronics industry and everywhere where static electricity can cause damage or hazardous situations. SK 101 arranged two phone conferences during the year, and some documents were also handled through . More than 20 documents were circulated, a third of which were standard drafts for voting or comments. Five Finnish experts participated in the activities of two IEC TC 101 working groups. The standardization effort that was started at a Finnish initiative in 2015 on the control of static electricity in healthcare facilities progressed under the leadership of a Finnish project leader. One of the group s meeting was in Finland in October. The objective of the standard under preparation is to reduce the commonly observed problems with medical equipment sensitive to electrostatic discharges. SESKO Annual Report

23 SK 104 Environmental Conditions Classification and Methods of Test SK 104 is the mirror committee of IEC TC 104 in Finland. The committee met three times during the year. About 50 documents were circulated by the committee, a fifth of which were standard drafts for voting or comments. The drafts dealt with the environmental stresses to equipment during storage, transport and use, which are important to control when designing the equipment and its packaging. TC 104 standards are utilized everywhere in manufacturing and logistics. Two Finnish experts participated in six TC 104 working groups. SK 106 Electromagnetic Fields in the Human Environment SK 106 is the mirror committee of IEC TC 106 and CENELEC TC 106X in Finland. These committees prepare important safety standards, which are used in Europe to demonstrate compliance with the safety requirements of the Radio Equipment Directive and the Low Voltage Directive as it pertains to non-ionizing radiation. The committee circulated about 50 documents, more than 20 of which were standard drafts for voting or comments. There are six Finnish experts participating in IEC TC 106 and CLC/TC 106X activities, in total in 15 working groups. Three of the working groups have a Finnish expert as the convener. One significant on-going standardization project is IEC/IEEE series, which deals with the determination of SAR values using FDTD and FEM simulation methods. As computational power increases, these methods are being introduced as parallel methods for measurement methods. SK 108 Safety of Electronic Equipment within the Field of Audio/Video, Information Technology and Communication Technology SK 108 is the mirror committee of IEC TC 108 and CENELEC TC 108X in Finland. The TC 108 standards that CENELEC has published as harmonized EN standards are very widely used in demonstrating the safety of audio, video and IT equipment, and thus also radio equipment (e.g. WiFi and Bluetooth) in accordance with the Low Voltage Directive and the Radio Equipment Directive. SK 108 met twice in About 40 documents were handled, a half of which were standard drafts for voting or comments. The main attention of SK 108 was aimed at the development of the standard IEC There are two Finnish experts in TC 108 working groups. SK 111 Environment SK 111 got a new chairperson, Kaisa-Reeta Koskinen from Energy Authority. The work on drafting standards on horizontal environmental aspects of electrical and electronic equipment continues at a hectic pace both in IEC and CENELEC. The committee met three times to deal with topical standard drafts. Based on IEC 62430, IEC and ISO are in collaboration preparing the standard IEC Environmental Conscious Design (ECD) - Principles, requirements and guidance, which is suitable for environmentally conscious design also in other fields than electrotechnology. The working group had a meeting in Helsinki in July. Material efficiency is the latest topic that has attracted significant interest. The standardization work has just started in the joint working group of CENELEC and CEN, JWG 10. Finnish experts are involved in both projects. 23 SESKO Annual Report 2016

24 SK 121B Low-voltage switchgear and controlgear assemblies The committee finalized the SFS handbook 640 on the construction of switchgear and control gear, which includes the key standards and application guidance for the standards. SK CEN 169 Lightning Technology The committee met once. Towards the end of the year, a new edition of the standard on energy efficiency of lighting was circulated for voting. What is significant is the extension of the scope of the standard from public and commercial buildings to cover also buildings that are in private use. The Finnish experts in the committee have actively participated in the road and security lighting working groups of CEN by attending meetings and commenting on drafts. SK 205 Home and Building Systems (HBES) The scope of SK 205 includes the standardization of general requirements (EN series) for home and building automation systems (HBES/BACS), and the open communication systems used therein (EN 50090/KNX-system). The focus of the corresponding European committee, CENELEC TC 205, has been on the standardization mandates M/441 and M/490. The mandates are related to the Smart Metering and Smart Grid concepts, the latter of which is being responded to by drafting a standard on the interface between the grid and the building (a consumer energy management system). SK 209 Cable networks for television signals, sound signals and interactive services SK 209 (which used to be known as SK 100) is the mirror committee of IEC TC 100 TA 5 and CENELEC TC 209 in Finland. The standardization of shared antenna networks promotes competition in the market for network devices and components. The safety and EMC standards published by the committee are being used to demonstrate compliance with the requirements of the Low Voltage Directive and the EMC Directive in Europe. SK 209 met twice in More than 20 documents were handled, 12 of which were standard drafts for voting or comments. Five Finnish experts participated in the activities of 14 IEC and CENELEC working groups. Finland held the secretariat and chairmanship of IEC TC 100 TA 5 in SK CISPR Special Committee on Radio Interference SK CISPR is the mirror committee of IEC CISPR, the radio disturbance committee, and it is also taking care of voting for radio disturbance related drafts from CENELEC TC 210, which are usually based on CISPR standard drafts. The committee met three times in 2016, and documents were also handled through between the meetings. CISPR and CLC/TC210 circulated almost 200 documents, a third of which were standard drafts for voting or comments. The CISPR subcommittee A (Radio-interference measurements and statistical methods) was clearly the most active in the preparation of standard drafts. The status of CISPR standards and the standards that have been published as CENELEC harmonized standards under the EMC Directive is significant, as they are being used in the placing on the market of all electrical equipment. Four Finnish industry and testing experts participated in the work of 13 different CISPR working groups. A Finnish expert is also taking care of the duties of the secretary of the working group standardizing measuring equipment in subcommittee A. SESKO Annual Report

25 Standards and Handbooks 2016 There was a new practice implemented in 2015 so that now all the European EN standards are published also as SFS-EN standards in English, and they will be made available by the Finnish Standards Association SFS. Within the past year SFS implemented and included 380 (564) new electrical SFS-EN standards in English in the SFS catalogue. 20 (16) standards were published in Finnish out of which 16 (12) were translations of the SFS-EN standards and the rest purely national standards. The figures for the previous year are represented in brackets. Standards which have national parts or have a large number of users or are otherwise significant were selected to be published in Finnish. Compared to the previous year, the demand for standards and handbooks increased in 2016 as SFS sold also standards in English throughout the year. There was decline in demand for the standards SFS 6002 on safety at electrical work and SFS 6001 on high-voltage installations published in However, the demand for the handbook on electrical installations remained on a stable level. The editions of the handbooks for educational institutions as well as publications in Swedish and English are included in the figures. 28 International Standardization International Electrotechnical Commission (IEC) IEC and its Members Finland is represented in IEC by the National Electrotechnical Standardization Association, SESKO. The main authority of the IEC is the Council being the general assembly of the National Committees meeting once a year at IEC s General Meeting. For 2016 the General Meeting was held in Frankfurt, Germany. IEC Institution Uwe Kampet from Germany was awarded Lord Kelvin Award during IEC General Meeting in Frankfurt. IEC Lord Kelvin Award is the highest tribute in the international electrotechnical standardization. The Council Board (CB) with its 15 members endorse agendas for the Council. Under the supervision of the CB, there are several decision-making bodies which are in charge of different topics such as marketing strategies, technical standardization and conformity assessment matters. The Market and Strategy Board (MSB) comprises of 15 top leaders in technology industry. The MSB aims to improve the IEC s ability to meet the challenges of innovative and fast-moving markets within the electrotechnical field. The 15 members of the Standardization Management Board (SMB) coordinate the technical standardization work within the organization. Under its authority lie the Technical Committees (TC), Advisory Committees (AC), Strategic Groups (SG) and Systems Committees (SyC). There are seven Advisory Committees reporting to the SMB: ACART on applications of robot technology, ACEA on environmental aspects, ACEC on electromagnetic compatibility, ACEE on energy efficiency, ACOS on safety, ACTAD on electricity transmission and distribution and ACSEC on security. Systems Committees focus on Active Assisted Living (SyC AAL), Low Voltage Direct Current (SyC LVDC), Electrotechnical aspects of Smart Cities (SyC Smart Cities) and Smart Energy (SyC Smart energy). The Conformity Assessment Board (CAB), having 12 members, is responsible for the overall management of the IEC s conformity assessment activities. The IEC has four active conformity assessment systems: IECEE on Electrotechnical Equipment and Components, IECQ on Electronic Components, IECEx on certification of standards relating to Equipment for use in Explosive Atmospheres and IECRE for certification to standards relating to equipment for use in Renewable Energy applications. 29 Standardization within IEC Technical Committees (TCs), which can have Sub Committees (SCs) and Working Groups (WG, PT, MT), carry out the standardization for IEC. At the end of the year, the number of TCs and SCs was 178 while there was nearly WG, PT and MT teams. In all, more than experts from around the world worked on technical standardization. In 2016 Finland was a P-member in 130 committees 73% (75%) and an O-member in 41 committees. There were 592 (480) new international IEC standards published and overall 6148 (6195) standards were valid at the end of the year. The previous year s figures have been presented in parentheses. 31 European Committee for Electrotechnical Standardization (CENELEC) CENELEC and its members SESKO acts as a Finnish national committee in the European Committee for Electrotechnical Standardization (CENELEC) which has members from 33 countries. Additionally, 13 other countries, with an affiliate status, and 72 cooperating organizations participate in its work. The governing body of CENELEC, the General Assembly (AG) had a joint meeting with the European Committee for Standardization (CEN) in Skopje, Macedonia. The Technical Board (BT) held three assemblies having the responsibility for confirming new EN standards along with other roles.
