4 ATTACHMENT A2 FLAMMABLE AND COMBUSTIBLE LIQUIDS CODE COMMITTEE SCOPE STATEMENTS Technical Correlating Committee on Flammable & Combustible Liquids This Committee shall have primary responsibility for documents on safeguarding against the fire and explosion hazards associated with the storage, handling, and use of flammable and combustible liquids; and classifying flammable and combustible liquids. Responsible for NFPA 30, Flammable and Combustible Liquids Code, and NFPA 395, Standard for the Storage of Flammable and Combustible Liquids at Farms and Isolated Sites. Technical Committee on Fundamentals of Flammable & Combustible Liquids This Committee shall have primary responsibility for documents or portions of documents on the basic requirements for safeguarding against the fire and explosion hazards associated with the storage, handling, and use of flammable and combustible liquids. This Committee shall also have responsibility for definitions related to flammable and combustible liquids and for criteria for the classification of flammable and combustible liquids. Responsible for Chapter 1 of NFPA 30, Flammable and Combustible Liquids Code. Technical Committee on Operations This Committee shall have primary responsibility for documents or portions of documents on safeguarding against the fire and explosion hazards associated with operations that involve the handling, transfer, and use of flammable and combustible liquids, either as a principal activity or as an incidental activity. Responsible for Chapters 5 and 6 and Appendix F of NFPA 30, Flammable and Combustible Liquids Code.

5 Technical Committee on Storage & Warehousing of Containers & Portable Tanks This Committee shall have primary responsibility for documents or portions of documents on safeguarding against the fire and explosion hazards associated with the storage, warehousing, and display merchandising of flammable and combustible liquids in containers and in portable tanks whose capacity does not exceed 2500 liters (660 gallons). Responsible for Chapter 4 and Appendices D and E of NFPA 30, Flammable and Combustible Liquids Code. Technical Committee on Tank Storage & Piping Systems This Committee shall have primary responsibility for documents or portions of documents on safeguarding against the fire and explosion hazards associated with the storage of flammable and combustible liquids in fixed aboveground and underground tanks of any size, including tanks in buildings, except as specifically covered by other NFPA documents, and with the installation of piping systems for flammable and combustible liquids. This Committee shall also have primary responsibility for documents or portions of documents on safeguarding against the fire and explosion hazards associated with the storage of flammable and combustible liquids in portable tanks whose capacity exceeds 2500 liters (660 gallons). 6 ATTACHMENT A3 Technical Committee on Tank Storage & Piping Systems This Committee shall have primary responsibility for documents or portions of documents on safeguarding against the fire and explosion hazards associated with the storage of flammable and combustible liquids in fixed aboveground and underground tanks of any size, including tanks in buildings or vaults., except as specifically covered by other NFPA documents, and with the installation of piping systems for flammable and combustible liquids. This Committee shall also have primary responsibility for documents or portions of documents on safeguarding against the fire and explosion hazards associated with the storage of flammable and combustible liquids in portable tanks whose capacity exceeds 3000 liters (793 gallons). This Committee does not have responsibility for the installation of storage tanks for flammable and combustible liquids where specifically covered by other NFPA documents. Responsible for Chapters 4 and 5 and Annexes B and C of NFPA 30, Flammable and Combustible Liquids Code.

12 30- Log #82 FLC-TAN Tanks shall be permitted to have combustible or noncombustible linings. The choice selection, specification and type of the lining material and its required thickness shall depend on the properties of the liquid to be stored. Should there be a change in the characteristics of the liquid to be stored, a management of change hazard analysis shall be conducted to assure that the lining and new material are compatible. This change provides more specific requirements for choice of lining and provides for a hazard review when stored materials change 97

15 30- Log #27 FLC-TAN Jon Nisja, Northcentral Regional Fire Code Development Committee Add a new section to read as follows: Atmospheric storage tanks shall be vented to prevent the development of vacuum or pressure that can distort the roof of a cone roof tank or that exceeds the design pressure of other atmospheric tanks when filling or emptying the tank or because of atmospheric temperature changes. This requirement shall apply to primary tanks, and each primary tank compartment of a compartmented tank. The code does not specifically indicate where the normal vents are to be installed, and it has been reported that some jurisdictions are requiring normal vents to be provided in the interstitial space of secondary containment tanks. The requirement is being proposed for this section so it can apply to both aboveground and underground tanks. 100

17 30- Log #83 FLC-TAN Where tanks are not designed in accordance with standards of the American Petroleum Institute; the American Society of Mechanical Engineers; ASTM International; or Underwriters Laboratories, Inc; or if corrosion is anticipated beyond that provided for in the design formulas or standards used, degradation shall be compensated for by providing additional tank material thickness or by application of protective coatings or linings An engineering analysis shall be conducted to determine the proper requirements for said compensation. This change provides for clarity that it is the tank material and not the lining or coating that needs to be thicker and also requires an engineering analysis to determine the correct remedy.. 102

22 30- Log #87 FLC-TAN This section shall apply to the commonly recognized management techniques and fire and hazardous exposure control methods used to prevent or minimize the loss from fire or explosion or hazardous release in tank storage facilities. The wide range in size, design and location of tank storage facilities shall preclude the inclusion of detailed fire and hazard exposure control methods applicable to all such facilities. This change provides for management of hazardous liquid and vapor releases 107

23 30- Log #88 FLC-TAN Revised text to read as follows: Tank storage facilities shall have establish and implement fire and hazardous material prevention and control procedures and measures for life safety, for minimizing property loss within and outside of the facility, and for reducing fire exposure to personnel inside and outside the facility and adjoining facilities resulting form fire or explosion or hazardous releases.. This change covers requirements for hazardous material releases as well as requiring procedures and measures for control of fires, explosion and releases. 108

24 30- Log #89 FLC-TAN Management of Fire, Explosion and Exposure Hazards. The extent of fire, explosion and hazardous release prevention and control procedures and measures provided for tank storage facilities shall be determined by an engineering evaluation of the installation and operation, followed by the application of sound recognized fire, explosion and release prevention and process engineering principles. The evaluation shall include, but not be limited to the following: (1) Analysis of fire, exposure and explosion hazards of the facility. (2) and (3) NO CHANGE This change covers requirements for explosions and hazardous material releases as well as requiring procedures and measures for control of fires, explosion and releases. 109

25 30- Log #90 FLC-TAN An emergency plan, consistent with the available equipment, resources and personnel, shall be established and implemented to respond to fires, explosions, hazardous releases and other emergencies. The plan shall address the following: (1) Procedures to be use in case of fire, explosion or hazardous release, such as including, but not limited to, sounding the alarm, notifying the fire department, evacuating personnel, controlling and mitigating the explosion or release and controlling and extinguishing the fire. (2) Appointing and training of personnel to carry out fire safety emergency response duties. (3) Maintenance of fire protection, spill control and containment and other emergency response equipment. (4) Conducting holding fire emergency response drills (5) ( (6) Alternate measures for the safety of personnel while any fire protection or other emergency response equipment is shut down or inoperative. This change covers requirements for explosions and hazardous releases as well as requiring emergency response requirements 110

26 30- Log #91 FLC-TAN Personnel responsible for.the inspection, maintenance, use and operation of fire protection and emergency response equipment shall be trained and qualified, in the use of and be able to demonstrate knowledge of the inspection, maintenance, use and operation of that equipment. Refreshed training in the use or operation of fire protection and emergency response equipment shall be conducted at least annually. This change covers requirements for inspection and maintenance in addition to use and operation. It adds emergency response equipment in addition to fire protection.. 111

27 30- Log #92 FLC-TAN Planning of effective fire and hazardous exposure control measures shall be coordinated with local emergency response agencies and shall include, but not be limited to, the identification of all tanks by location, contents, size, type, and hazard identification as required by This change adds control of hazards in addition to fire and adds type of tank to the identification requirements as fire fighting measure will differ depending on the construction of the tank.. 112

28 30- Log #93 FLC-TAN Procedures shall be established and implemented to provide for safe shutdown of tank storage facilities under emergency conditions and for safe return to service following the emergency. These procedures shall provide requirements for periodic training of personnel and scheduled inspection and testing of associated alarms, interlocks and controls. This change adds implementation of procedures and provides for safe return to service. 113

32 30- Log #97 FLC-TAN Maintenance and operating procedures and practices at tank storage facilities shall be established and implemented to control leakage and prevent spillage and release of liquids. This change provides for establishing and implementing procedures (in addition to practices) and to prevent release of liquids (other than a spill) 117

33 30- Log #98 FLC-TAN Accessways established for movement of personnel shall be maintained clear of obstructions to permit evacuation and access for manual fire fighting and emergency response in accordance with regulatory requirements and the emergency plan. Unsupervised isolated aboveground storage tanks shall be secured and shall be marked to identify the fire and exposure hazards of the tank and the tank s contents to the general public. 36 30- Log #101 FLC-TAN Operating Instructions. Operating instructions or procedures to be followed in a flood emergency shall be established and made available for implementation by personnel identified in This change required establishing the procedures so they can be implemented 121

39 30- Log #104 FLC-TAN Facilities with aboveground storage tanks shall establish and implement a procedure for checking and removal of water from the bottom of storage tanks that contain nonmiscible liquids or water reactive liquids. This provides for implementation of procedures not just establishment and also provides for water removal from tanks containing liquids that are water reactive. 124

Recent overfill incidents that have led to serious fires, e.g., the Dec 11, 2005 spill, explosion and fire in Buncefield UK, and more recent incidents, demonstrate the need for proper maintenance and oversight of automatic tank gauging systems and overfill protection systems so that they can function as intended with called upon to do so. 125
