2 HARBORNE ACADEMY FIRE EVACUATION POLICY 1. Plicy statement The Regulatry Refrm (Fire Safety Order) 2005 places duties n respnsible persns t the extent that they have cntrl ver premises. On a day-t-day basis the respnsibility fr ensuring that these duties are undertaken will be delegated t individual staff/persns within the Academy t ensure safe and speedy evacuatin f all staff, students, cntractrs and visitrs. 2. Organisatinal respnsibility The fllwing respnsibilities and tasks represent the perfrmance standards required f Academy staff in the management f fire safety. As with ther management respnsibilities it is fr the named/respnsible persn t ensure that the task r utcme is delivered by delegating tasks and functins t thers and mnitring the results. 3. Scpe The plicy applies t all staff members, part time staff members, students, agency staff, visitrs and cntractrs. 4. Prcedure The fire alarm is a cntinuus ring f the bells. The class change signal is 2 shrt rings f the bells. The alert fr the activatin f the lckdwn prcedure plan is 5 successive rings f the bells. The Site Team will establish the cause f the alarm activatin, carry ut a sweep f the building, and reprt back t the Head Teacher using a mbile phne r tw-way radi. Emergency services will be called if necessary by the Head Teacher/Business Manager/Site Supervisr. The Site Team will immediately investigate an unauthrised sunding f the fire alarm and reprt t the Head Teacher. The lift is autmatically grunded in the event f a fire. Any wheelchair users shuld make their way t the safe areas/landings and wait fr evacuatin by a trained member f staff (please see the sectin n PEEPs) Actin in case f fire r ther emergency: If yu discver r suspect a fire, break the nearest fire alarm call pint, call the fire service immediately and infrm the Site Team f the lcatin f the fire Quickly leave the building shutting all drs behind yu, using the nearest fire exit rute and make yur way t the assembly pints Teaching staff will ensure that all students vacate the teaching area prmptly and will then escrt them ut f the building t the designated assembly area D nt use the lift Take particular care n the staircases, external and flat rf evacuatin rutes during inclement weather D nt stp t tidy r lck yur rm D nt g back t classrms/building t cllect yur belngings 2

3 Only use the nearest fire extinguisher, if yu have been trained and it is safe t d s, therwise evacuate the building immediately Stay at the designated assembly area until the Head Teacher has authrised entry back int the building Reprt any prblems that ccurred during the evacuatin t the Business Manager/Site Supervisr Radi Cmmunicatin All staff t carry Radis at ALL TIMES Radi channel 1 SLT and ther staff Radi channel 2 SENCO and Fire Marshalls Radi channel 3 Head Teacher and Site Team 4.3. Evacuatin rutes and exits All fire exits and rutes must be kept clear at all times. All students are supervised during the evacuatin and accmpanied by their teachers. In rder t evacuate the buildings quickly and safely it is necessary t fllw the nearest fire exit rutes if it is safe t d s. General Fire Ntices are displayed in each rm f the Academy giving details f the evacuatin prcedures and the nearest fire exit. All staff must ensure that bth they and any students they are supervising are aware f the nearest fire exit as psted n the General Fire Ntice in the rm they are in. The Fire Assembly pint fr all staff and students is n the REAR playgrund. The muster pints fr staff and students are clearly marked n the FENCING f the rear playgrund. The Emergency Evacuatin Rutes fr all rms within the Academy are shwn in Appendix A Persnal Emergency Evacuatin Plans (PEEPs) A Persnal Emergency Evacuatin Plan (PEEP) MUST be in place fr any persn identified as suffering frm an ill-health prblem and/r a disability that wuld prevent them frm evacuating safely and quickly. Any such PEEP will identify where a persn requires the use f an evacuatin chair t exit the building. Any new PEEP identified must be reprted t the SENCO and Data Manager s that the PEEP list can be kept up t date at all times. Any persn that requires the use f an evacuatin chair t exit the building shuld make their way t the nearest safe refuge areas where a Fire Marshall shuld be there t meet them and assist with their exit frm the building. If a Fire Marshall is nt there they shuld summn assistance either by tw-way radi r by pressing the call buttn n the emergency call panel. The receptinist will mnitr the refuge area call panel and respnd t any request fr assistance. The receptinist will cntinue t mnitr the refuge area call panel until the all clear has been issued by the SENCO, as lng as it is safe t d s. The Fire Marshalls shuld in the first instance make their way t their designated refuge area t check fr any staff r students requiring assistance t exit the building. Once the 3

4 Fire Marshall has checked their designated refuge area they shuld check whether their assistance is required elsewhere. The SENCO is respnsible fr ensuring that all staff/students with a PEEP have been evacuated safely frm the building befre issuing the all clear and releasing the Fire Marshalls. Once the SENCO has issued the all clear fr all staff/students with a PEEP the Fire Marshalls shuld make their way t the muster pints fr Supprt Staff and register with the Business Supprt Assistant. All staff/students with a PEEP must register with the SENCO at the designated muster pint at the rear f the schl unless they exit frm the frnt f the Academy (Maths crridr Fire Exit r Main Drs Fire Exit) in which case they shuld register with the Admissins Officer at the bttm f the drive. The Admissins fficer will infrm the SENCO f all staff/students with a PEEP that have mustered at this lcatin Rles and respnsibilities Head Teacher The persn with day-t-day respnsibility fr fire safety in the Academy is the Head Teacher Additinal supprt is prvided by the Site Supervisr and Business Manager The Head Teacher will ensure that a fire risk assessment is carried ut annually The Head Teacher will ensure that suitable and sufficient arrangements are made t ensure the health and safety f Academy staff and students The Head Teacher will ensure that Academy staff and students are aware f the evacuatin prcedure The Head Teacher will ascertain the authenticity f the alarm with the Site Supervisr The Head Teacher will liaise with the Site Supervisr and attending fire Officer The Head Teacher will authrise entry back int the building when it is safe t d The Head Teacher and Site Team t cmmunicate n Radi Channel 3 Senir Leadership Team SLT are t ensure that their Linked Department Leaders are aware f the Fire Prcedures SLT shuld supervise crridr evacuatin SLT shuld ensure that they are aware f any member f staff r student that have a PEEP in place SENCO is respnsible fr ensuring that all staff/students with a PEEP have been safely evacuated frm the building and issuing the all clear t the Fire Marshall fr the designated refuge areas SENCO and all Fire Marshalls t cmmunicate n Radi Channel 2 The Business Manager will make sure that that any actin pints raised in the fire risk assessment are cmpleted by the Site Supervisr The Business Manager will ensure that the fire lgbk is kept up-t-date The Business Manager will ensure that these prcedures are reviewed and updated where necessary n a regular basis Teaching Staff/Teaching Supprt Staff: Teaching staff/teaching supprt staff are t ensure that their student grups are inducted n the fire evacuatin prcedures 4

5 Teaching staff/teaching supprt staff must ensure that they are aware f any student with a PEEP and its cntents On hearing the alarm, teaching staff/teaching supprt staff shuld ask the students t line up in pairs, in SILENCE and evacuate the building by the nearest fire exit in an rderly manner Persnal belngings are nt t be cllected n the way ut. Cats may be taken where they are readily at hand and where ding s will nt hinder the safe evacuatin f any individual Teaching staff/teaching supprt staff must ensure that the classrm dr is clsed but nt lcked n leaving Teaching staff/teaching supprt staff shuld accmpany the teaching/frm grup t the fire evacuatin psitins n the rear playgrund Frm tutrs shuld then meet their frm at the agreed psitin and line them up in register rder When the registers arrive, they shuld be checked as quickly as pssible The Prgress Leaders fr each year grup will cllect cmpleted registers frm Frm Tutrs and reprt t the Head Teacher, immediately after registers have been checked cnfirming all present r detailing any absences Teaching staff/teaching supprt staff wh have been designated t cver the Registratin Perid, shuld als register the frm grup during any evacuatin Supprt staff that are nt allcated t a frm grup, shuld assist with pupil behavir r registering f grups if required Student grups are supervised at all times during and at the assembly area Reprt any students missing t the Head Teacher immediately Stay with the students at the Assembly area until tld t enter the building by the Head Teacher Assist students return int buildings in a quiet and rderly way Reprt any issues encuntered during the evacuatin t the Business Manager/Site Supervisr. Site Team Ensure that Site team are aware f the evacuatin prcedure Ensure that all magnetic dr release mechanisms have pened crrectly; therwise they will use the manual verride buttns t release the drs Investigate the fire alarm t identify activatin lcatin and ascertain whether there is a fire r a false alarm and in the case f a fire, ntify the Fire Service immediately. The site team will then infrm the Head Teacher f the situatin Site team t cmmunicate with the Head Teacher n Radi channel 3 Act as a fire marshal Ensure that apprpriate fire safety ntices are displayed at the right lcatins Ensure that escape rutes are maintained and kept clear at all times Ensure that external fire escape rutes including flat rf are examined regularly fr safe evacuatin and prperly maintained Make sure that emergency lighting is regularly tested and maintained Arrange regular maintenance f fire alarm systems and firefighting equipment Arrange fr fire alarm statutry testing Maintain the fire lg bk Carry ut regular fire drill and keep recrds Ensure that cntractrs are prvided with the Cntractrs Cde f Practice t ntify them f the Academy prcedures. 5

6 Nn-Teaching Supprt Staff Receptin and ffice staff shuld perate a staggered lunch break (12:20-12:50 and 12:50-1:20) s that in the event f a lunchtime fire evacuatin there is always a trained member f staff wh can prduce registers, PEEP list and pick up signing in / ut bk. Business Manager will pen the main playgrund gates t enable access t the rear playgrund Year 7 13 registers and current PEEP list will be printed ut by the Data Manager and taken t the evacuatin pint fr distributin t Frm Tutrs by the designated Prgress Leader fr each year grup and SENCO The Student Signing In/Out bk and ff site trip registers fr the day will be handed t the Pastral Manager by the Receptinist and taken t the evacuatin pint t enable the designated Prgress Leader fr each year grup t cnfirm any students leaving the Academy fr whatever reasn after being registered The Visitrs and Staff Signing In/Out register will be prduced frm the system and will be handed t the Pastral Manager by the Receptinist and taken t the evacuatin pint t enable the Business Supprt Officer t cmplete a rll call and ensure all visitrs/staff t be accunted fr The Business Supprt Office and Head Teacher s PA will take the clipbard frm their ffice cntaining the Head Teacher checklist and current PEEP listing. The Data Manager will update the PEEP listing fllwing the WSB each week. The Business Supprt Assistant will maintain up t date lists f bth teaching and supprt staff, taking accunt f daily absences t enable a rll call t be carried ut The Business Supprt Officer will cnduct a rll call f all teaching staff and reprt t the Head Teacher, all clear r missing The Admissins Officer will take a radi and g t the vehicle barrier and enable access fr the Fire Service and als t ensure that n vehicle r pedestrian is allwed access. The Admissins Officer shuld als register any staff/students with a PEEP that have exited the Academy frm the frnt f the building. The Admissins Officer will infrm the SENCO f all staff/students that have mustered at that lcatin. All supprt staff and visitrs must reprt t the designated fire evacuatin psitin and register with the Business Supprt Assistant. She will then reprt t the Head Teacher, all clear r missing Behaviur Mentrs wh are supervising r mentring students at the time f an evacuatin must transfer thse students t the care f a teaching member f staff befre reprting t their designated refuge area in rder t evacuate any staff/students that require assistance. Once the SENCO has cnfirmed that all staff/students with a PEEP have been safely evacuated frm the building they shuld reprt t the Business Supprt Officer fr rll call. Once they have registered with the Business Supprt Officer they shuld then assist with the supervisin f students Reprt any issues that ccurred during the evacuatin t the Business Manager/Site Supervisr Stay at the assembly pint until tld t cme back t the building. Kitchen Manager T ensure that kitchen staff are aware f the Academy evacuatin prcedures Switch ff appliances and evacuate the area (kitchen staff and any maintenance wrkers in the kitchen) Meet at the designated assembly area Take wn register and give the Head Teacher the all clear tr missing Reprt any issues regarding evacuatin t the Site Supervisr 6

7 Stay at the assembly pint until tld t cme back t the building by the Head Teacher. Student actins When the fire alarm sunds: When yu hear the evacuatin signal, line up in pairs in yur classrm silently and evacuate in an rderly manner with yur teacher Listen t yur teacher carefully Shuld the Fire Alarm sund when yu are nt supervised by a member f staff, make yur way ut f the building using the nearest exit D nt cllect yur belngings n yur way ut D nt run D nt use the lifts Fllw yur class t the designated assembly pint When yu arrive at the designated assembly pint, jin yur frm and stay calm. Yur name must be checked ff n the register quickly by yur teacher Stay at the designated assembly pint until tld t cme back t the building Shuld the fire alarm sund utside f nrmal lessn times yu shuld make yur way ut f the building in a calm, rderly and very quiet manner by the nearest exit t the designated assembly pint n the back playgrund. Please ensure that yu fllw any instructins given t yu by a member f staff. 5. Infrmatin, instructins and training: Infrmatin, instructins and training will be prvided t staff as and when necessary 7
