2 MISSION STATEMENT The Mission of the Lombard Fire Department is to protect the lives and property of the citizens and visitors of the Village of Lombard, Illinois. This shall be accomplished through fire prevention, public education, fire suppression, advanced life support, emergency medical services, and maximum use of available resources in the mitigation of all disasters, both man-made and natural. 3 From the Chief s desk... It is with great pride that I present the 2018 Lombard Fire Department Annual Report. In 2018, the Fire Department responded to over 7400 emergency incidents, making Lombard one of the busiest Fire Departments in DuPage County. In 2018, we initiated new programs, replaced outdated vehicles and equipment, and hired and promoted new members to replace vacancies created by retirements. As we look forward to 2019, we will continue to adapt our practices to meet the needs of our ever changing environment and be proactive in our use of technology and equipment. I am proud to lead the dedicated members of the Fire Department that work tirelessly every day to serve and protect our fine community. 4 OVERVIEW OF THE DEPARTMENT The Fire Department serves a population of approximately 44,000 residents and protects approximately eleven (11) square miles of incorporated and unincorporated areas of the Village. The Department responds to emergency and non-emergency incidents out of two strategically located fire stations that are staffed 24 hours a day by sworn full-time firefighter/paramedics. Fire Station 45 (Headquarters) is located at 50 East St. Charles Road, and deploys two front line Advanced Life Support (ALS) ambulances and one front line (ALS) engine. This station also houses staff vehicles and other reserve vehicles. Fire Station 44 is located at 2020 South Highland Avenue. This station deploys one front line (ALS) engine, one front line (ALS) tower ladder, one front line (ALS) ambulance and one front line battalion vehicle. All of the Department s apparatus are staffed with advanced life support equipment and firefighter/paramedics. This ensures that the first arriving crew is equipped and prepared for all emergencies. The minimum daily staffing of both stations combined is sixteen (16) personnel. The Lombard Fire Department is one of the busiest in DuPage County. In 2018 the Department responded to 7,425 calls for assistance. The Department also provides fire safety programs to our schools, public education for our citizens, and fire inspections for our residents and business community through our Bureau of Fire Prevention. 10 DEPARTMENT STATISTICS TOTAL CALLS 2018: 7, : 6, : 6, Summary In 2018, the Fire Department saw an increase of 797 total calls, which is an increase of 12%. 444 Calls were EMS related incidents, which is an increase of 9%. 353 Calls were Fire related incidents, which is an increase of 21%. Page 10
11 FIRE PREVENTION BUREAU The Fire Prevention is overseen by the Fire Marshal, and also includes one part-time Administrative Secretary and six part-time Fire Inspectors. The Bureau handles a variety of duties which include: Annual Fire Inspections Fire Alarm, Detection and Suppression Systems Inspections Occupancy Inspections School Fire Safety Inspections Plan Reviews Responding to Inquires Regarding Fire Codes and Regulations Fire inspectors conduct inspections of commercial and public occupied buildings on a regular basis to encourage and confirm code compliance of the fire and life safety codes. There are approximately 2,300 businesses, commercial and public occupancies located within the Village and inspected on an annual basis. During 2018, the Fire Prevention Bureau conducted 1763 inspections and 543 re-inspections. Many variables determine the number of inspections required during the year. The number of inspections may change due to a change in building use, occupancy, remodeling, new buildings, as well as the willingness of the owner/occupant to comply with the violation. The Fire Prevention Bureau reported 4741 violations during PLAN REVIEW Plan review activity is based on factors that may be attributed to economic growth or stagnation and the amount of changes to existing buildings. Plan reviews of sprinkler and fire alarm systems continued to be steady through the year. The Fire Prevention Bureau reviewed 31 Sprinkler Plans, 44 Fire Alarm Plans and 42 other specialized systems. ALARM SYSTEMS The Fire Prevention Bureau plays a significant role in addressing problems with fire alarms. The transition to wireless alarms continues and businesses are encouraged to install wireless systems that will help to eliminate false alarms. As more occupancies adopt wireless alarms, the problematic events with false alarms should continue to decrease. Fire Inspectors investigated 234 follow-up report/incidents in PLANS FOR 2019 Continue to provide professional service and code enforcement to assist our business partners in maintaining a safe community. Provide and refine existing public education programs for the Fire District to get the word out on Fire Safety through the schools and the Fire Department Open House. Institute new technology by way of the Pulsepoint; a mobile app available to the public to locate AED locations within the Village of Lombard. The Fire Prevention Bureau works diligently to continue to keep our community a safe place to live and work. With the continued support of the Village officials and continued training of staff, we shall achieve our goals. Page 11
12 EMERGENCY MEDICAL SERVICES In 2018, the Fire Department responded to a total of 5,412 EMS calls and had a total of 5,798 EMS patient contacts. In 2017, we responded to 4968 EMS calls with a total of 5213 EMS patient contacts. This exceeded the 2017 patient contacts by 585 for emergency medical services. The Department s EMS Coordinator is Lieutenant Frank Gallione. In April 2018, a new ambulance was put into service. Medic 44 is a 2018 Ford/F450 from Horton Emergency Vehicles of Grove City, Ohio and is stationed at 2020 S. Highland Avenue. In 2018, seven new Zoll X Series Cardiac Monitor/Defibrillators were purchased and placed into service on November 1 st. These new cardiac monitors replaced the 10 year old plus Philips MRX cardiac monitors on all four ALS ambulances and 3 ALS non-transport vehicles. Page 12
13 TRAINING DIVISION Led by Training Coordinator Lieutenant Mike Ringa, the Training Division is responsible for the development and delivery of training for members of the Lombard Fire Department. Lombard Fire Department members are trained to the highest level in order to perform a wide range of both emergency and non-emergency functions. Members of the Lombard Fire Department participated in nearly 750 drills in 2018 following standards set by entities such as the Office of the Illinois State Fire Marshal, the National Fire Protection Association, the Illinois Department of Labor, the Federal Emergency Management Agency, the Illinois Department of Public Health, and the Occupational Health and Safety Administration. These drills are a combination of hands-on practical drills, along with drills that occur in a classroom setting. Practical drills occur at area training centers, at the training facility at Lombard Station 44, and acquired structures within Lombard that have been donated to the Department prior to their demolition. Classroom drills take place at Lombard s Fire Stations, and at various locations not only locally, but nationally as well. The Lombard Fire Department strives to ensure its members have the best training available to be able to provide outstanding service to residents and visitors alike HIGHLIGHTS Three new members were hired, and three members were promoted (two Lieutenants, and one Battalion Chief). All three received specialized training related to their new positions. Placed new Scott Self-Contained Breathing Apparatus in service after Department inservice training. Utilized single family and commercial acquired structures for training in search and rescue, fire suppression, and ventilation. Partnered with Benedictine University Masters of Dietetics program to provide performance nutrition guidance for Department members. Continued to develop succession plan training by allowing members to train for advancement and promotion. Page 13
14 TECHNICAL RESCUE TEAM The Lombard Fire Department s Technical Rescue Team (TRT) is made up of seven members, and led by Lieutenant Tony Sally. Members are required to attend at least eight drills per year to remain active on the MABAS Division 12 team. Of the 88 members of the Division 12 team, 20 members are identified as deployable and two of those on the deployable roster are from our Department. In 2018, five members completed classes in the following four disciplines of technical rescue: Rope Rescue, Trench Rescue, Confined Space Rescue, and Structural Collapse Rescue. It takes approximately three years to complete the eight classes required to be fully trained and deployable. The Technical Rescue Team responds to rescues that are beyond the training of fire companies, such as trench collapse, high angle rope rescue of window washers/construction workers, injured sewer or tank workers, or a building collapse due to weather or man-made events. In the summer of 2018, LFD hosted a Division 12 drill in which rescuers practiced rappelling off of a 120 water tower. Page 14
15 PUBLIC EDUCATION The Public Education Team, led by Lieutenant Tony Sally, continue to deliver fire and life safety programs to schools and the community of Lombard. Firefighter/Paramedics Bob Hopper, Tim Gorvett, Chris Wilmot, and Dale Farris provide the fire and safety program to kindergarten and 3 rd grade students. The above members, in addition to Lieutenants Greg Vazquez and Jeff Abruzino, provide fire and life safety programs at community events and tours at the fire stations. Firefighter/Paramedics Juan Placencia and Adam Bonnan are available to provide a multilingual fire and life safety in English and Spanish, when needed. The team helped to facilitate the Fire Prevention Week Open House and deliver this year s theme of Look. Listen. Learn. Be Aware. Fire can happen anywhere. The Open House event also involved the Pink T-Shirt campaign, organized by Firefighter/Paramedic Bob Hopper. Page 15
16 FIRE INVESTIGATION UNIT The Fire Investigation Unit (FIU) investigates fires of any significance, whether they are initially deemed suspicious or not. Thorough fire investigations provide the Fire Department with a better understanding of the causes of fires, the ways in which they spread, and strategies to prevent future fires. Fire investigations have discovered defects in home appliances and other devices, and subsequent product recalls can help prevent similar fires in the future. In 2018, the FIU investigated 29 fires. Some fires were attributed to negligence; however, none were determined to be intentionally set. There have been several changes to the FIU in the past year. Battalion Chief Brian Stuart retired from the Lombard Fire Department after 27 years of service and in doing so the position of Commander was left open. That position has been filled by Lieutenant Mark Sepe, a member of the FIU for the past 13 years. Lieutenant Sepe is certified both as a Fire and an Arson Investigator. In addition to current members Lieutenant Gabe Suto and Firefighter/Paramedic Tim Gorvett, Police Detective Sergeant Benny Ranallo, and Police Detective Tom Balsitis, the FIU has added three new members: Lieutenant Joe Shark, and Firefighter/Paramedics Joe Kaforski and Matt Weibler. The three new members have attended all the necessary training and classes mandated by the Office of Illinois State Fire Marshal and are now certified by that office as Fire Investigators, as are all of our FIU members. Objectives taught in class include securing scenes, interviewing all parties possibly involved such as homeowners and witnesses, photographing the scene, reading fire patterns, examining scenes to determine cause and origin, collecting evidence, and testifying in court. As Fire Investigators we are obligated to recertify every four years through continuing education and time logged performing actual fire investigations. The Lombard Fire Department established the FIU over thirty years ago and it is through the dedication and commitment of its members, both past and present, that we proudly serve the Village of Lombard. 17 HAZMAT TEAM The Hazardous Materials team is one of the specialty teams within the Lombard Fire Department with seven members led by Battalion Chief Doug Cail. The team is trained to respond to hazardous material incidents within the Village of Lombard as well as when called upon by MABAS Division 12. In 2018, Lombard Team members were called out to one MABAS Division 12 incident. Technicians also participated in a specialty sampling process training with US Environmental Protection Agency, Illinois Emergency Management Agency along with State and County Departments of Health concluding with a successful validation exercise displaying the readiness of the Division to meet the needs presented. The team members attend monthly Division 12 training on a variety of topics throughout the year. In September 2018, Haz-Mat Team personnel trained the remaining department members on full scale decontamination, one of their important roles in a hazardous materials incident. TACTICAL EMERGENCY MEDICAL SERVICES Tactical Emergency Medical Services (TEMS) is a new specialty team added to the Lombard Fire Department in TEMS work within the FIAT SWAT team to support the medical needs of the police operators on the SWAT team during call outs and also provide immediate advanced life-saving aid to citizens trapped or injured during violent situations. TEMS do not carry any firearms and train side by side with the SWAT team. Training takes place at various locations on the second and fourth Tuesday of every month. Firefighter/Paramedics Chris Brasile and Nathanael Noon were selected for the TEMS position in early 2018 participating in multiple drills and training sessions throughout the year including active shooter, barricaded subjects, and officer down. The FIAT SWAT received one call out in 2018 to serve and assist a search warrant for a potentially violent individual. Page 17
18 NEW SCBA EQUIPMENT Thanks to an Assistance to Firefighters Grant and a 10% Village cost share, the Fire Department received $350,000 worth of brand new Scott Self-Contained Breathing Apparatus (SCBA) and related equipment. The equipment was put into service on June 1, The SCBAs are used when personnel enter hazardous environments. These SCBAs will serve the Department for many years to come. Page 18
19 AWARDS AND RECOGNITIONS On May 17, 2018, Edward- Elmhurst Hospital recognized the Lombard Fire Department for Run of the Month for delivering a baby en route to the hospital. Recognized were: Firefighter/ Paramedics Nathanael Noon, Kevin Wnek, Matthew Weibler, Chris Wilmot, Nick Soprano, and Tim Moran; Lieutenants Mark Laffrey and Frank Gallione; Battalion Chief Doug Cail. On May 24, 2018, Good Samaritan Hospital recognized the Lombard Fire Department for the Dr. Joseph Hartmann Award for Run of the Year. This was for a call in which a 16 year old Lombard resident suffered sudden cardiac arrest and was resuscitated. Recognized were: Firefighter/Paramedics Matthew Orseske, Adam Bonnan, Alex Johnson and Mike Fetzer; Lieutenants Mark Sepe and Joe Kielczynski; Battalion Chief Al Greene. 20 TOY DRIVE AND PARADE For the past 18 years, the Lombard Fire Department has conducted a Holiday Toy Drive and Parade to provide toys, gift cards, and baby supplies for families in need. New children s toys and baby supplies are collected at each station for the month before the parade. During the parade, citizens line Main Street braving the cold wintry weather and contribute children s gifts to firemen and volunteers walking along side fire apparatus; adorned with Christmas lights and decorations featuring Santa Claus and his Elves. Up until 2005, the Fire Department partnered with Chicago DJ Dick Biondi who hosted a 36-hour Radiothon at Yorktown Mall. The combined gifts, from the Radiothon and Toy Parade, were distributed to the Ulrich Children s Advantage Network. While the Radiothon no longer exists, Dick Biondi did make an appearance and broadcast live at Yorktown Mall in As in years past, this year s Parade was a huge success. The gifts that were collected by the Department were then delivered to York Township for distribution to local charities and families in need. The parade continues to be successful each year due to the generous gifts and the assistance from Yorktown Mall, Glenbard East High School, York Township, and the past and present Fire Department Coordinators Battalion Chief Mike Heimbecker, Lieutenant Dan Ekhart, and Firefighter/Paramedics Josh Hays, Ben Speck, Joseph Kaforski, Dieterich Herndobler and Kevin Matthews. 21 NEW DEPARTMENT MEMBERS Firefighter/Paramedics Steven Kemnetz and Blake Talip started on February 5, Both attended the Romeoville Fire Academy for eight weeks. Upon completing two weeks of in-house training, they began shift work the week of April 25, Fire Marshal/Bureau Chief Perry Johnson started on June 4, Perry served as a member of the Carol Stream Fire Protection District for over 30 years and rose up through the ranks to Deputy Chief before joining the Lombard Fire Team. Firefighter/Paramedic Matthew Rutten started on September 17, Matthew attended the Romeoville Fire Academy for eight weeks. Upon completing two weeks of in-house training, he began his first day on shift December 2, Page 21
22 RETIREMENTS GLENN SCUDDER Firefighter/Paramedic Glenn Scudder retired on January 25, 2018 after almost 28 years with the Lombard Fire Department. GALEN CARDOTT Firefighter/Paramedic Galen Cardott retired on February 2, 2018 after 20 years with the Lombard Fire Department. WILLIAM MARKS Fire Inspector Bud Marks retired on March 1, 2018 after a successful career with the LPD and then joining the Fire Prevention Bureau. BRIAN STUART Battalion Chief Brian Stuart retired on April 3, 2018 after 27 years with the Lombard Fire Department. JERRY HOWELL Fire Marshal/Bureau Chief Jerry Howell retired on June 1, 2018 after serving almost 15 years with the Village between being the Fire Marshal/Bureau Chief and Assistant Fire Chief.
