Elements 1. Accountability is required for operational safety of all personnel 2. Fire department accountability system B. Methods a. Part of the Incident Management System b. Incident command is responsible for the safety all personnel c. Standard operating procedures provide uniform application d. Purpose 1. Tag System 1) Rapid accounting of all members at an incident scene for: a) Routine operations b) Emergency operations such as a structural collapse, etc. 2) Location and function each company or unit at the incident 3) Prevents or inhibits freelancing by individual members 4) Provides method of tracking members entering and leaving hazardous or confined space a. All members have a tag with their name on it b. When reporting for duty the tag is placed on the apparatus to which assigned or
4 LESSON OUTLINE c. Tags may be left at a specified location at the incident scene, such as the command post, safety officer, driver/operator, control board d. When leaving the incident scene the tag is collected by the owner e. This system provides a method of knowing who is present at the incident 2. SCBA Tag System a. Similar to Tag System except that the tags are attached to each SCBA unit b. Personnel entering a structure or hazardous area surrender their tag to a control officer who records time of entry and expected time of exit c. Control officer monitors time and sends rapid intervention crew if too much time has elapsed d. When exiting the structure or hazardous area the tag is collected by the owner 3. Passport System 1.) Name tags Velcro, go on status board a. System developed and used by the Seattle Fire Department b. Uses name tags, passports, helmet shields, and status boards to account for personnel 2.) Helmet shields Velcro or magnetic-backed, and go on helmets 3.) Passport Velcro and plastic, and IDs a company or team 4.) Status boards Velcro and plastic, and holds name tags c. Procedure 1.) Arriving Personnel place helmet shield on helmet and name tag on passport 2.) Staging officer records when teams enter staging area on passport 3.) Passport is placed on status board 4.) Personnel report to staging officer when leaving 5.) When all personnel are accounted for, staging officer gives all passports to team leader

Demonstrate each step in the personnel accountability system used by the fire department at a simulated incident scene 3. Conduct exercise.
