12 Divisions FIELD OPERATIONS DIVISION The Field Operations Division is the pillar of the Fire Department and is in charge of providing emergency services to the citizens of Cherokee County. All administrative functions of the department ultimately are directed to support the operations division. This division consists of three Battalions, Emergency Medical Department and Special Operations Department, each of which is managed by a Battalion Chief. Cherokee County Fire & Emergency Services Field Operations Division is a combination of 294 committed career firefighters/emts/paramedics and over 100 volunteers housed in 25 fire stations throughout Cherokee County. All field personnel work on the traditional 24/48 schedule. They report to their fire station at 7:30 a.m. and are in service working for 24 hours. At the end of their 24 hours, they are relieved the following morning at 7:30 a.m. by the oncoming shift. This particular schedule ensures that we have the citizens of Cherokee County protected 24 hours a day, 365 days a year. The Field Operation Division manages the resources of 21 staffed first out fire engines, 11 staffed ambulances, 2 day ambulances, 3 staffed Battalion Chief Vehicles, 2 staffed Ladder Companies, 1 staffed Medical Control Officer, 1 Air/Light Utility Truck, and 1 staffed Tender around the clock. In 2015, Cherokee County Fire & Emergency Services responded to 22,274 incidents ranging from but not limited to, commercial/residential fires, medical and non-medical emergencies, hazardous material incidents, motor vehicle accidents, water rescues, large animal rescues as well as many other incidents. In the past year, we have had multiple accomplishments that could not have been attained without the support and devotion of all department personnel, Board of Commissioners, County Manager and our citizens. Because of this overwhelming support, Cherokee County Fire & Emergency Services was able to obtain and place into service 4 new E-One Engines, 1 new Ladder Truck, graduated 1 new recruit class and placed them into field operations. Additionally, we were able to implement a new staffing management system and placed in service a Mobile Data Terminal (MDT) system for all first out fire and EMS apparatus. 12

16 Divisions TRAINING DIVISION The primary mission of the Cherokee County Fire Training Division is to provide on-going training, education and certification to fire service personnel necessary to insure a competent, efficient and effective emergency response organization. It is the further mission of this division to provide the necessary research, evaluation and recommendations for new products and procedures necessary to maintain a state-of-the-art emergency response organization. The department s training facility is located at 3985 Holly Springs Parkway. The Cherokee County Fire Department Training Center is a state of the art facility that houses a classroom and various breakout venues for instruction. 17 Divisions LIFE SAFETY DIVISION - FIRE MARSHAL S OFFICE The Cherokee County Fire Marshal s Office is responsible for fire prevention and fire protection activities related to both new and existing occupancies for the citizens of Cherokee County. The Fire Marshal s Office provides a full range of technical services including but not limited to: technical review of future building projects; review of land development plans; code review and enforcement, plan review and inspections of new and existing buildings; analysis and plan review of new and existing fire protection systems; and evaluating public and private water supplies for effective municipal fire protection. Cherokee County is dedicated to the prevention of death, injury and loss of property by fire or other disasters through community outreach programs designed to promote safe behaviors for children and adults of all ages. Cherokee County Fire & Emergency Services continues to proudly serve as Lead Agency for Safe Kids Cherokee County. 18 Divisions SUPPORT SERVICES The Support Services Division (SSD) is the pulse of Cherokee County Fire & Emergency Services. It provides the much needed supplies, equipment, and services to over 27 fire stations, Fire HQ, Training Center, Fire Marshal, the Support Services building, and over 300 personnel in support of the primary mission, firefighting. The SSD has six personnel to support the department: a division level manager, a Logistics Manager, a Material Control Specialist, a Facility Maintenance Specialist, an Equipment Specialist, and an Administrative Assistant. It is comprised of two primary functions: Logistics and the department s financial function. Logistics includes material, storage and distribution; facilities maintenance; and equipment repair. The Logistics function prepares invitations for bids (IFBs) or requests for proposals (RFPs); drafts, coordinates, and finalizes contracts and service agreements for the department in close coordination with County Purchasing; procures administrative vehicles, ambulances, and fire apparatus in close coordination with Fleet Management; and coordinates most of the department s daily purchases, including warehouse replenishment, uniforms, protective clothing, equipment, supplies and materials. Logistics obtains quotes and bids, and coordinates requisitions to obtain purchase orders. The financial function coordinates the Fire & EMS annual budget with all Fire & EMS budget managers; finalizes and provides budgetary management and recommendations for the department s budget; and obtains and prepares budgetary reports. 18

19 Support Services Fire Headquarters Located at the Public Safety Facility located at 150 Chattin Drive, Canton, GA Houses the Offices of the Fire Chief, Assistant Fire Chief, Fields Operations Chief, EMS Chief, Fire Investigator, Information Technology Manager and staff. Training Center Located at 3985 Holly Springs Parkway The new training facility features a concrete live fire structure, a multi-story concrete training tower to assist with search and rescue training evolutions, an apparatus classroom containing showers, fitness room and a small medical room. Fire Logistics Located at 884 Univeter Road, Canton GA Fire logistics is responsible for the ordering and distribution of fire uniforms, tools and equipment for Cherokee County Fire and Emergency Services. Fire Marshal Located at 1130 Bluffs Parkway, Canton, GA The Cherokee County Fire Marshal s Office is involved in fire prevention and fire protection activities related to both new and existing occupancies. They enhance fire and life safety for all persons through effective public education and cooperation in the review of land development, building construction, and analysis of fire protection systems. 19

20 Support Services FIRE INVESTIGATION OFFICE Investigation Department & Office of Professional Standards It is the goal of the Investigation Department to provide fire cause determination/arson investigation to Cherokee County Fire & Emergency Services, the judicial system of Cherokee County and its citizens. Office of Professional Standards provides assistance to the Fire Chief in regards to personnel matters concerning allegation and inquiries pertaining to departmental and Cherokee County policies Investigation Department Accomplishments Develop crystal reports library Investigator obtained Certified Fire Investigator certification through International Association of Arson Investigators examination Investigator obtained Fire Investigator Technician certification through International Association of Arson Investigators examination Investigator obtained State certification in Fire Investigation Professional development as outlined in NFPA 1033 (Standard for Professional Qualifications for Fire Investigators) Background investigations completed on two hiring cycles Investigation Department Statistics Number of Origin and Cause investigations: 60 Number of Professional Standards Investigations: 2 Number of Background Investigations:

21 Year in Review Cherokee County Fire and Emergency Services won the 2015 Guns and Hoses Run that was held on February 28th at Hobgood Park. Cherokee County Fire and Emergency Services had the most runners to sign up for the event, plus the overall runner for the event was a member of the Hoses team, too. According to a representative with the Cherokee County Recreation and Parks Agency, 360 runners signed up for the fire department, while 269 signed up with the sheriff s office. The Goshen Valley Boys Ranch will receive a check in the amount of $3,600. The Northwest Georgia Region 1 EMS Council held its annual EMS Awards Banquet Thursday, March 12th, at Wellstar Paulding Hospital in Dallas, Georgia. Cherokee County Fire & Emergency Services personnel attended the banquet where Danny West (pictured left), Chief of EMS Operations was honored and presented the Stanley Payne Memorial Region 1 EMS Leadership Award. This award is named after Stanley Payne who was a recognized leader in the Emergency Medical Service and was one of the three original employees of Floyd Medical Center EMS where he served as the director for decades until his untimely death. Cherokee County Fire & Emergency Services added an additional ambulance recently to the southern end of Cherokee County. The ambulance will be located at Station 19, which is located in southwestern Cherokee County, off Highway 92. According to EMS Chief, Danny West, That area of Cherokee County continues to grow and the calls for emergency services have increased, so we realized that it was necessary for us to place another ambulance in that area to respond to those calls. Station 19 is also the closest station to the small section of I-75 that crosses through Cherokee County. 21

22 Year in Review The Cherokee County Saddle Club presented Cherokee County Fire & Emergency Services with a new Becker Sling on Saturday, March 21st, at the Garland Mountain Horse and Hiking Trails. The Becker Sling assist firefighters during a technical large animal emergency rescue and is a simple vertical lift system designed for short rescue evolutions extracting large animals that may have fallen into holes, ditches, swimming pools, and any other location where it is necessary to lift the animal in order to place them in a safer location. Cherokee County Fire and Emergency Services held a grand opening for phase 2 of the Chief Eddie Robinson Fire and EMS Training Center that was held on Friday, June 26th, at the facility, located at 3985 Holly Spring Parkway, in Holly Springs. The latest phase of the training center contains large and small classrooms, offices, library and meeting room. The first phase was opened on December 10th, 2013 and includes a burn building, training tower and apparatus building. Cherokee County Fire and Emergency Services received four new fire engines, a new ladder truck and four new squads. According to Cherokee County Assistant Fire Chief, Eddie Robinson, The four new engines will be stationed at Station 7, on Barnes Road, Station 20 and 22 on Bells Ferry Road and Station 23 in Hickory Flat. The fire department has also placed 4 new squads into service during the past couple of weeks. EMS Chief, Danny West, said that the new ambulances will be located at Station 1, on Bells Ferry Road near Woodstock, Station 7, located on Barnes Road, Station 19, located on Highway 92, and Station 23, located on Vaughn Road in Hickory Flat. 22

23 Year in Review Cherokee County Fire and Emergency Services Field Operations Chief, Greg Erdely, and Battalion Chief, Shane West, were both honored in 2015 at the Leadership Cherokee graduation that was held on September 18 th. Erdely and West were selected to participate in the 27 th Anniversary Class. Members of the Leadership Cherokee Class of 2015 select two of their peers to receive special annual recognitions. This year, both awards went to employees with the Cherokee County fire department. The Cristal Stancil Leadership Award honoree this year was Greg Erdely. This award was named after Cristal Stancil who was a charter member of Leadership Cherokee in 1987 and is given to a member of each year s Leadership Class that exhibits the true qualities of a leader. The Bob Frongillo Magic Spark Plug Award was presented to Shane West. The Bob Frongillo Magic Spark Plug Award is dedicated to the memory of Robert L. Frongillo, Jr. who passed away Bob was a dedicated member of the Leadership Cherokee Steering Committee and a graduate of the Leadership Cherokee Class of Following Bob s death in 1996, the prestigious Bob Frongillo Magic Spark Plug Award was created by the Leadership Steering Committee. Chad Arp (right), Deputy Fire Marshal for Cherokee County Fire and Emergency, received the Outstanding Coordinator Award 2015 during the annual Safe Kids Georgia Awards Breakfast that was held on the morning of October 16th at the Fox Theater in downtown Atlanta. Former Atlanta Falcon, Buddy Curry, was the keynote speaker. Safe Kids Georgia supports 29 local coalitions throughout Georgia that provide multiple programs aimed at keeping children safe and injury free.
