Officer arrested Richard P. Franz (53 yoa, 7 Silver Oaks Ln, Apt. 12, Edwardsville, IL) for D.U.I. and transported him to the SIUE PD where he was fingerprinted, photographed, and processed. Franz posted his Illinois D/L and $100 cash bond and was released. Franz was also issued a state citation for Disobeying a Traffic Control Device. His vehicle was towed. Hilmes was issued a state citation for Failure to Yield to Pedestrian in a Crosswalk and a written warning for Driving without Lights. The caller stated she recognized it as a scam and did get involved with it. IL Reg Q Student advised that upon closer inspection he found that his tire was not damaged. FIRE ALARM 07/23/ :58: Location: 400 COUGAR LAKE DR, Edwardsville Officer responded to the 400 side of Cougar Village and reset all of the alarm panels in the buildings as they had all been activated at the same time during the thunderstorm. FIRE ALARM 07/23/ :50: Location: 412 COUGAR LAKE DR 2A, Edwardsville Officer and Housing responded to apartment 2A. Apartment was vacant and everything was normal. Alarm likely activated due to storm. FIRE DEARTMENT CALL 07/23/ :06: Location: BIKE TRAIL NEAR SUPPORTING SERVICES DR Officer responded to the bike trail on Supporting Services drive near the substation for a downed live wire on the south side of the bike trail. The wire was creating smoke and fire where it was downed. Edwardsville Fire and Ameren responded to the scene. Ameren advised they would post signs indicating the trail was closed until they were finished repairing the problem. St. Louis PD was contacted as it occurred in their venue. Subject was conscious and breathing and stated that he did not want or need any assistance.
