Proceeding with the Work in accordance with these instructions indicates your acknowledgment that there will be no change in the Contract Sum or Contract Time. Description: The st floor building plan has been revised per the Fire Marshall s comments/requirements for permitting. These changes include the addition of an egress corridor on the west side of the building and the removal of storage areas. Additionally, we are attaching the Fire Marshall s cautionary codes to which the project must abide. The building permit has been issued based on these changes, and is also attached. These requirements need not be addressed back to the reviewer, however should be addressed prior to construction and inspection scheduling. Failure to comply with or otherwise address these items may affect final occupancy and use of the structure. Scope of Work: This review is for an,700 sf renovation and a 450 sf addition to an existing 3 story building for an hotel occupancy with 8 guest rooms. The building has a supervised automatic sprinkler system and a fire alarm system. Hotel Occupancy, Group R-. LAC 55:305 Insulation and insulation assemblies shall meet the requirements of Section 70, International Building Code, 0 Edition. ~ Concealed and exposed insulation shall have a flame spread of 0-5 and a smoke developed of in accordance with IBC 70. ~ Cellulose fiber thermal insulation shall meet the applicable requirements of IBC 70. ~ Foam plastic insulation shall meet the applicable requirements of IBC 70 and 603. ~ Thermal barriers shall protect foam plastic insulation in accordance with IBC ~ Thermal barriers are not required if ignition barriers complying with IBC protect foam plastic insulation used in attics or crawl spaces, where entry is made only for service of utilities. 3 LRS 40:7 Provide safety glazing in hazardous locations. 4 LRS 40:73-(Effective 0/0/) Provide access for persons with disabilities in accordance with the ADA-ABA Accessibility Guidelines, July 3, 004 (also known as the 00 Standards). (See IM 06-0 for clarification on low frequency signal requirement). 4 LRS 40:574 Submit fire alarm system shop drawings with plan review application and fee prior to installation of any work of this section. Such work shall not commence until shop drawings have been found to be in compliance with applicable codes by this office. The submittal shall include a copy of this letter and shall be in accordance with the submittal requirements outlined in the memorandum dated June 4, 993 which was distributed from this office to all state licensed fire alarm contractors, architects and engineers. Specify the "Type of Signaling System" to be utilized, identify the monitoring station, describe the evacuation system ("zoned" or "general"), and include information concerning the means of protecting fire command centers, circuitry, and other essential equipment, such as may be required for high-rise buildings, as applicable. 43 LRS 40:574 Submit automatic sprinkler system shop drawings, complete application and fee on our online portal ( prior to installation of any work to this system. Note: See Interpretive Memorandums 03-0 and for submittal requirements. Sprinkler shop drawing submittals are required to be reviewed by the professional of record/owner before being submitted to the Office of State Fire Marshal plan review section where a Professional of Record is required by RS 37 Chapter 3 Section LAC 55:V:307 Periodic observation of construction shall be made by a licensed architect or civil engineer. The enclosed Certificate of Completion containing the signature(s) of the responsible design professional(s) shall be presented to the Inspector at time of final inspection for occupancy. 45 A REVIEW FOR COMPLIANCE WITH THE FIRE PROTECTION AND EGRESS REQUIREMENTS OF CHAPTERS 9 AND 0 OF THE INTERNATIONAL BUILDING CODE IS INCLUDED IN THIS REVIEW. Review for compliance with all other requirements of the LOUISIANA STATE UNIFORM CONSTRUCTION CODE, in accordance with Act of the 005 First Extraordinary Session of the Louisiana Legislature, IS NOT INCLUDED IN THIS REVIEW. Contact the building official of the applicable political subdivision to coordinate compliance with these requirements. LRS 40:730.3 mandates the enforcement of building codes by municipalities and parishes in Louisiana, as described by LRS 40: Note: In accordance with LRS 40: A, this office may establish contract agreements with municipalities and parishes in order to provide uniform construction code enforcement on their behalf, as provided in LRS 40: Please visit our web site at for a current list of jurisdictions requesting plan review by this office, a fee schedule, and a checklist of information required for review. PROVIDE A DUPLICATE SET OF PLANS AND SPECIFICATIONS TO THE BUILDING OFFICIAL (OR THIRD-PARTY) FOR REVIEW AND/OR PERMITTING, THE STATE FIRE MARSHAL REVIEWED AND STAMPED DOCUMENTS SHALL NOT BE USED FOR THIS PURPOSE. ADDITIONAL MARKING OR ALTERATIONS MADE TO THE APPROVED STAMPED PLANS MAY CAUSE DELAYS IN FINAL ACCEPTANCE FOR OCCUPANCY. 46 HVAC system shall be constructed in accordance with 0: :9.., 90A: and 90A:6.4..() Smoke detectors and smoke dampers shall be installed in systems over 5,000 cfm. To isolate air handling equipment, dampers shall automatically close when system is not in operation as per NFPA 90A: Interconnect to buildings smoke detection and alarm systems when alarm system is required by NFPA NFPA 90A:4.3.. and IBC 08.5 Corridors shall not be used to supply, return or exhaust air to or from adjoining spaces, other than toilet, shower or bath rooms, sink closets or similar spaces opening directly to the corridor. 49 RS 3:536 Boilers, Pressure Vessels, and water heaters of 50 gallon capacity or larger and/or 00,000 BTU/HR heat input shall conform with the provisions of the Louisiana Boiler Inspection Law in accordance with adopted rules and regulations. (Contact our Boiler Section at with any questions concerning this requirement). 50 0:9. Exit (protected) passageways, stairs, ramps and other exits shall not be part of a supply, return or exhaust system serving other parts of the building. (NFPA 90A:4.3..) 5 0:8.5.3 Elevators, escalators, and conveyors shall comply with the provisions of Section : New elevators shall conform to the Fire Fighter's Service Requirements of ASME A7./CSA B44, Safety Code for Elevators and Escalators. Elevator recall shall be activated by smoke detection in each elevator lobby and in associated elevator machine rooms. 53 0:9.. Install smoke detectors to automatically stop the fan in HVAC duct systems over 000 cfm in accordance with NFPA 90A:6.4..(). 7 55 0:8.3.4 and IBC 907 Provide a fire alarm system in accordance with Section 9.6 and IBC In facilities required to be fully accessible, alarm notification shall be by both audible and visual means in accordance with NFPA :8.3.5 and IBC 903 Provide supervised automatic sprinkler protection in accordance with 0:9.7 and the IBC. 57 0:8...3 Fire compartments shall be formed with fire barriers that comply with Section 8.3 and are continuous in accordance with Section from outside wall to outside wall or from one fire barrier to another, or a combination thereof, including continuity from the floor through all concealed spaces, such as those found above a ceiling, including interstitial spaces. Continuity is permitted to terminate at a ceiling, if the construction assembly of the ceiling has a fire resistance rating not less than that of the fire barrier. 58 0:8..3 Fire resistive-rated building assemblies shall be of a design that has been tested and listed by an approved testing laboratory for the intended application. (NFPA 5:.3.7 does not permit variations from test assemblies). ~ IDENTIFY the listed assemblies that are properly tested by Underwriters Laboratories (UL), Factory Mutual (FM), or other approved testing laboratory, in writing to this reviewer PRIOR TO CONSTRUCTION (include the project (P0#) number assigned to this review that is referenced at the beginning of this letter). Please be advised that a failure to provide this information in a timely manner may cause substantial delays at final inspection and may adversely impact subsequent occupancy. 59 0:8.3.5 Penetrations through rated construction shall be sealed by approved firestop systems or devices tested in accordance with ASTM E-84 or ANSI/UL 479. a. Notify the District Office identified at the end of this letter for inspection of all completed fire and/or smoke barrier walls before any construction is installed that would conceal such construction and prevent a proper inspection. Access to randomly selected areas may be required by the inspector at time of final inspection if this notification is not given. b. Provide detailed instructive cut sheets of the fire penetration sealing system used to the inspector at time of inspection. Random selective sampling by the contractor will be observed by the inspector. 60 LAC 55:V:303.D Provide listed portable fire extinguishers in accordance with NFPA 0. (Refer to Appendix E for distribution information.) ~ NFPA 0:5. Classifications for fires: Class A fires-fires in ordinary combustible materials, such as wood, cloth, paper, rubber and many plastics. Class B fires-fires in flammable liquids, combustible liquids, petroleum greases, tars. oils, oil-based paints, solvents, lacquers, alcohols and flammable gases. Class C fires-fires that involve energized electrical equipment. Class D fires-fires in combustible metals, such as magnesium, titanium, zirconium, sodium, lithium, and potassium. Class K fires-fires in cooking appliances that involve combustible cooking media (vegetable or animal oils and fats.) (FOR USE ONLY AFTER ASSOCIATED FIRE SUPPRESSION SYSTEM HAS ACTIVATED AND ELECTRICAL POWER TO THE COOKING APPLIANCES HAS SHUNTED) 6 0: Separate guest rooms, guest suites, and dormitory rooms from each other with one-half hour (½ HR) fire resistance rated construction. 6 LRS 40:58 Provide elevator keys, to allow all elevators to operate in fire emergency situations with one master elevator key, in accordance with all provisions of this statute, including the following: ~ Issue master elevator keys ONLY to authorized personnel, including the fire department in whose jurisdiction the building is located. ~ Master elevator keys shall NOT be issued to any emergency response agency, other than the authorized fire department personnel. ~ Master elevator keys shall NOT be duplicated without specific authority and approval. ~ Every master elevator key shall be marked "DO NOT DUPLICATE". 63 0:8.3. Separate LAUNDRY from other parts of the building by hour fire resistive construction with self-closing 45 minute labeled door/frame assembly in accordance with Section 8.7.
