1 What is the Cirrus Consortium? The Cirrus Consortium (The Consortium) is a procurement consortium that consists of a number of contracting authorities across England, Scotland and Wales who have joined together to establish EU compliant frameworks for a range of products and services. Members currently include Registered Providers of Social Housing, Local Authorities, ALMOs and NHS Trusts. Additional organisations join The Consortium on a regular basis. Every contracting authority that uses a Cirrus Consortium framework agreement qualifies for free membership to The Consortium. This allows the member organisations to have an active input to the frameworks under The Consortium, while retaining the ability to use framework suppliers autonomously. The consortium is lead directly by member organisations and managed by Cirrus Purchasing Ltd. Who are Cirrus Purchasing? Cirrus Purchasing Ltd is a specialist purchasing and supply consultancy supporting the social housing, public and private sectors. In addition to managing the framework on behalf of the consortium members, Cirrus provides a range of procurement services to clients, from strategic procurement support to value improvement projects, eprocurement, outsourced procurement teams, advice and training on current procurement legislation to hands-on supply chain management support. What is the Cirrus Consortium? The Cirrus Consortium builds on the success of the three previous frameworks. The framework is lead directly by member organisations and managed by Cirrus Purchasing Ltd. The includes a selection of suppliers to the public sector who have been chosen via a tender issued in the Official Journal of the European Union (OJEU). The framework was undertaken as an EU compliant open tender procedure, as detailed in Regulation 27 of the UK statutory instrument Public Contracts Regulations 2015 #102. The resulting framework is available for use by all contracting authorities (as defined by Regulation 2 of the UK statutory instrument Public Contracts Regulations 2015 #102), particularly Registered Providers of Social Housing, local authorities and ALMOs (Arms Length Management Organisations). The framework is also available for use by all current and future members of the Cirrus Consortium. The current framework (framework 4) commenced in May 2016 and is due to be renewed in May The previous framework (framework 3) commenced in June 2013 and expired in June Framework 2 expired in December

2 The purpose of the framework is to provide choice and flexibility to contracting authorities. It is expected that due to the unique characteristics of each buying organisation, explicit terms and specifications will be established locally on a case by case basis by contracting authorities under mini-competition. Based on the experience of both the consortium members and Cirrus Purchasing, we believe that it is essential that individual or groups of contracting authorities have the ability to choose what they want from their supply relationships, not what other third parties think they need. There is no single solution that is best practice for all, and as such under the Cirrus framework contracting authorities have the freedom to choose supply solutions, options and products that best fit their specific organisational requirements. What does the Cirrus Consortium cover? The Cirrus Consortium is focussed upon the supply of goods and services associated with building repairs & maintenance and refurbishment. There are 5 lots covering the following categories of materials and services: Lot 1: General building materials, including paint and tools Lot 2: Plumbing and heating materials, including gas spares and renewables Lot 3: Electrical materials Lot 4: Kitchen materials Lot 5: Managed stores The framework is to cover the full range of building materials required by consortium members including, but not limited to, the following: General building materials Painting and decorating materials Ironmongery Timber, wood and fencing materials Roofing materials Personal protective equipment (PPE) and workwear Plumbing and heating materials Renewable technologies Electrical materials Aids and adaptations items Kitchens 2

3 Highway / civil construction and maintenance materials Tool and plant hire and purchase Consortium members may also access the framework to purchase materials not explicitly named above. For more detail as to the range of goods and the services offered by framework suppliers please refer to the tables included later in this document. What are the benefits of the Cirrus Consortium? The time and resource saved can be used to focus on driving additional value for money from your supply relationships Choose from a wide range of repairs and maintenance materials There is no requirement to use specific financial or billing systems so you have the flexibility to pay the supplier how you choose Free membership to the Cirrus Consortium allowing for active input into the Central Purchasing Body Free to use, therefore no fees will be charged to buying organisations for consortium membership or using the framework The framework is managed by sector leading consultants Cirrus Purchasing who are able to provide advice and guidance on achieving value for money, cost benchmarking and implementation support if required What are the fees/costs for using the framework? There are no upfront or ongoing costs associated with the Cirrus Consortium Materials Framework, it is free to use for all consortium members. There are also no membership fees or costs associated with being a member. Framework suppliers are, however, required to make payment to Cirrus Purchasing Ltd of 0.5% of invoiced turnover from call-off contracts issued via the to cover 3

4 procurement and framework management costs. Cirrus Purchasing Ltd guarantees that the management fee will never exceed this 0.5% rate for the duration of the framework. Additional consultancy support and advice is available from Cirrus Purchasing Ltd and we are happy to develop a specific proposal to meet your procurement needs. How to use the framework The key stages when using the Cirrus Consortium are: 1. Select your supplier or suppliers 2. Register to use the framework 3. Begin trading Supplier selection The selection of a supplier (or suppliers) from the framework can either be undertaken on a direct award basis, or by reopening competition between framework suppliers through the use of a mini-competition. Supplier selection is most commonly undertaken through a minicompetition, either handled directly by the consortium member or optionally with support from the Cirrus Purchasing team. The Cirrus Consortium is designed to allow you to specify exactly what your organisation needs from its materials supply-chain. Each consortium member has their own specific needs in terms of service standards, delivery/distribution options, core ranges and quantities. The Cirrus Consortium allows users to tailor their supply chain and pricing individually to suit their requirements, including supporting different delivery models such as managed stores, delivery only or branch-based supply, alongside different technology solutions and product portfolios. Registration The registration process to start using the framework is very simple: register your details and notify us that you are trading via the Cirrus Consortium by completing the online registration form: /Regform2. You will need the name, account number and date you wish to start trading under the framework for each supplier you intend to use. Completing this form should take no more than five minutes, and automatically gives you free access to use the Materials framework as well as an audit trail to prove when your EU compliance commenced. You can withdraw from the consortium or use of the framework at any time, by contacting Cirrus Purchasing directly there is no notice period required or costs to do so. In order to ensure EU compliance, new users of the Materials framework will be required to complete the Materials registration form even if they are existing members of the Cirrus Consortium. 4

5 Other information Cirrus Purchasing can provide direct support for mini-competitions, benchmarking or mobilisation/implementation if required. This is entirely optional and you can establish your requirements completely independently if preferred. Neither Cirrus Purchasing nor other consortium members require or request sight of what your final terms are with the framework supplier(s) you select, that is your commercially sensitive information. The trading and invoicing relationship will be directly between the relevant framework supplier(s) and your organisation. We will not circulate your details to any of the suppliers listed without your permission. If you wish to speak with any of the framework suppliers please either contact them directly or let the Cirrus Purchasing team know and we can provide you with the necessary contact information. We will not ask suppliers to get in touch nor inform them that you are interested unless you request such contact. The only information we require from contracting authorities using the arrangement is confirmation that they are trading via the framework. We request management information from the framework suppliers detailing who is trading via the framework and the total value of that trade (which we may cross-reference with the relevant consortium members from time-to-time) for billing purposes. We will not request any additional information relating to a contracting authority s arrangements with a framework supplier. 19 A dedicated Project Management team are responsible for resident liaison, producing kitchen surveys, and ordering / scheduling Client approved designs for delivery in line with the installation programme. To reduce Client maintenance costs and environmental impacts, cabinets are fully repairable in-situ. Our Extranet, a secure project and asset management tool, provides the facility to view and track orders in real time.
