1 Community Development Department SUBJECT: Update on the Navy Park fountain Agenda: Manager s Report DATE: September 6, 2016 TO: Village President and Board of Trustees FROM: Jerry Burke, Director of Public Works, (847) Jeff Brady, Director of Planning, (847) THROUGH: Todd Hileman, Village Manager PURPOSE AND ACTION REQUESTED: Staff requests Village Board review of the information presented regarding the fountain at Navy Park in The Glen Town Center (the GTC ) and provision of direction on the replacement of the facility. The attached information includes three potential options: Option A Retrofit existing structure and replace with sculpture Option B Remove existing structure and replace with a medallion or decorative pavers Option C Replace existing structure with a new fountain If the Village Board direction is to proceed with Options A or B, staff will coordinate with Village s landscaping consultant, Hitchcock Design Group, and submit these replacement options for consideration by the Appearance Commission. Following Appearance Commission approval, a contract for the installation of the final design will be presented for the Village Board s consideration. If the Village Board direction is to proceed with Option C, staff would include a Resolution for consideration on the September 20, 2016 Board meeting agenda to authorize a contract to replace the existing structure with a new fountain. BACKGROUND: The Navy Park fountain is located just east of Tower Drive along Navy Boulevard in the GTC, and west of Gallery Park. The fountain was part of the original GTC construction in 2004 and was intended as an interactive focal point in the park that memorializes the service of military personnel at the Glenview Naval Air Station. The useful life of a fountain of this style and type in the Midwest climate is typically years. Various repairs have been made to the fountain over the past several years to keep it operational, but Village staff believes the fountain has reached the end of its useful life and it needs to be replaced. DISCUSSION: In lieu of replacing the fountain in kind, staff has been working on preliminary design concepts with the Hitchcock Design Group, who also coordinated with staff on the GTC streetscape redesign. Following an initial review of various options, the choices for consideration were narrowed down to the alternatives listed in Options A and B. All other options reviewed were cost prohibitive or out of scale with existing features included in Navy Park, and as such not included. 1
2 Option A Retrofit existing structure and replace with sculpture - this option would remove most of the interior fountain components, but save the frame of the existing fountain structure. Hardy landscaping would be placed around the base of a new sculpture with a cost-estimate of $35,000- $40,000. Ongoing annual maintenance costs would be dependent on the final landscaping and lighting design, but would be minimal and blended into existing maintenance contracts. Option B Remove existing structure and replace with a medallion or decorative pavement - this option would include removing the existing fountain and replacing the disturbed area with decorative pavers and/or a decorative medallion with a cost-estimate of $35,000-$40,000. Ongoing annual maintenance costs would be dependent on the final design, but is expected to be minimal as materials would be stamped concrete or metal. Option C Replace existing structure with a new fountain - this option would include the replacement of the existing structure with a new fountain of similar size, material, and specifications as the current fountain for a cost of $36,494. Ongoing annual maintenance costs would be approximately $6,000, which includes the cost to start the fountain in the late spring and winterize the equipment in the fall, with an expected full replacement needed before If this option is determined to be appropriate, staff will bring forth a Resolution for consideration at the September 20, 2016 meeting to authorize a contract to replace the existing structure with a new fountain. BOARD DIRECTION: Staff requests the Village Board provide direction on the Navy Park fountain replacement. ATTACHMENT: 1. Options 2
