1 DATE: October 25, 2016 TO: FROM: RE: Park, Recreation and Open Space Advisory Committee (PROSAC) Jordan Harrison, Planner III, RPD Planning Division Possible Action on Potential Acquisition at Potrero HOPE SF Introduction The Potrero HOPE SF Project is a master planned revitalization of the Potrero Terrace and Potrero Annex public housing sites. The project proposes a new mixed income housing development with affordable and market rate housing, new streets and utility infrastructure, new open spaces, and community and retail space. The current project site and buildings are owned and operated by the San Francisco Housing Authority (SFHA) and contains 619 units of public housing on approximately 38 acres. [See Attachments A and B] The project will be developed in phases over 10 years once approved. The proposed master plan includes new open spaces throughout the site, including the 0.75 acre 24 th Street Central Park (Central Park), the largest new park within the development. The developer, BRIDGE, and RPD have negotiated terms by which the park may be acquired, operated, and maintained by the San Francisco Recreation and Parks Department after it is constructed in roughly th Street Central Park Description The proposed 0.75 acre rectangular park would comprise one full block in the middle of the new development near a small retail corridor. The park would have street frontage on three sides and a pedestrian path with stairs on one side between the park and a proposed community center and senior housing building. The conceptual design in the DSGs for the south facing, sloped park includes terraced retaining walls and a steep lawn. The upper tier of the park would be level with the adjacent sidewalk and opposite the retail corridor, and includes picnic tables and public art. The current design does not include any active uses such as a children s play area, sport courts, adult exercise equipment, or dog play area. The park will have expansive views of the east and south bay. Other park improvements The Potrero HOPE SF Project also includes other new parks, including pocket parks, a community garden, and landscaped terraces. The project also proposes improved connections to the existing Potrero Hill Recreation Center property from the project site at the end of the new Connecticut Street (roughly mid block on the southern property boundary) and on the northeast corner (Missouri and 22 nd ). RPD will coordinate with the developer to ensure the new connections integrate with the existing facilities.
2 Park Needs Analysis As shown in Attachment E, High Needs Map, the new park will be located within an area of greater need according to Map 7, High Needs Areas, of the Recreation and Open Space Element. The Potrero Hope SF Project will increase the number of housing units on the project site from 691 to up to 1,700. In addition, the Potrero and Dogpatch areas, part of the Eastern Neighborhoods Area Plans, are anticipating an increase of up to 60% more households by 2040, significantly increasing the density and need for more park space in the area. Acquisition Terms An outline of the proposed terms for acquisition is provided below. The Exhibit to the Development Agreement is currently under review by the SF City Attorney s Office. 1. Modification to / Approval of Park Designs RPD will lead a design review process to finalize the park design 3 5 community meetings with assistance from a design professional Design review will promote integration with, and consistency to, adjacent RPD parks and open spaces, particularly the Potrero Hill Recreation Center property Process funded by the developer Approval of final conceptual design by the RPC 2. Construction of parks Developer is responsible for the cost of design and construction of the park. Construction is anticipated in the final phase of development, roughly Acquisition of Park Park to be acquired after construction and upon execution of a Maintenance Agreement that specifies terms for provision of maintenance funding. 4. Operations and maintenance of park Developer will fund RPD operations and maintenance of the park for 25 years after dedication. 5. RPD obligation RPD will be obliged to acquire the parks provided the developer completes construction according to the approved design and the Maintenance Agreement is executed. Next steps The Capital Committee of the Recreation and Park Commission is scheduled to consider the acquisition terms on November 2 nd. The proposed park is within an area of moderate to greater need on Map 7, High Needs Areas, of the Recreation and Open Space Element (ROSE). Is this site in an Open Space Deficient Area? The site is not in an open space deficient area is illustrated on Maps 4A 4D of the ROSE. However, it is located near areas with proposed new residential growth. Is this site located within a Neighborhood Plan Area? Yes, the proposed park is within the Showplace Square/Potrero Hill planning area, one of the Eastern Neighborhoods Plan Areas. Is the site located adjacent to existing RPD property? No, however the proposed park is less than a quarter mile from the Potrero Hill Recreation Center property. Potential Funding Sources: What are the funding sources for the acquisition of this property? There is no cost for the acquisition of the property. What are the funding sources for capital improvements to this property? The project developer, BRIDGE Housing, is responsible for all costs associated with park development, including design and construction. What are the funding sources for maintenance of the property? Developer will fund RPD maintenance of the park for 25 years after dedication. Are there any revenue opportunities for RPD on this site? No, there are no revenue opportunities, however the park would be a popular destination for picnics and small outdoor community gatherings, which while not revenue generating, do provide a valued outdoor experience. Possible Uses for the Property (Please refer to Park Uses Suitability Design Criteria and Definition of Terms) Is the property suitable for Passive Recreation? Yes, the property would include a grassy area and seating suitable for passive recreation.

Yes, the property would be suitable for some active recreation activities that don t require a substantial amount of space, such as a children s play area, dog play area, or adult fitness equipment. Does the property have any significant natural resources that require protection? Please explain. No, the property is located on land that is currently being used for housing and would be fully changed by the proposed Potrero HOPE SF Project. Does the property have any special or unique features (such as water access or scenic views)? Yes, the property would provide scenic views of the San Francisco Bay and south eastern waterfront. Does this site provide an opportunity for unique recreational uses and / or experiences? Yes, the scenic views for picnics and other passive recreation would be a unique experience for park users. Site Accessibility Is the site accessible from a public street or public property? Yes, the proposed park would be accessible from the proposed realignments within the project site of 24 th, Missouri, and Connecticut Streets and the new 24 ½ Street. Is the topography of the site adequate to the proposed use of the site as well as to accessing the site? (Please refer to Park Uses Suitability Design Criteria) Yes, the rearrangement of the street grid will increase access to the proposed park and the steep topography is suitable for the proposed passive recreational uses and smaller active uses, such as a children s play area, dog play area, or adult fitness equipment. Historic and Cultural Resources Are there any historic or cultural resources located on property? No Are there significant costs related to the presence of historical or cultural resources on site? No Connectivity and Trails Does the property provide linkages between existing parks and open spaces? Yes, the property will have convenient access to the Potrero Hill Recreation Center because the project will include new stairs and accessible pathways up the realigned Connecticut Street leading past the new park to the existing Potrero Rec property. Is this property part of an existing or proposed local or regional trail alignment?

The Developer will provide funds to RPD for 25 years after the dedication of the park. Who are our potential community partners for this property? As part of the community outreach process for the Rebuild Potrreo process, BRIDGE worked with residents, community organizations, schools, and local stakeholders to establish ongoing community building activities such as a walking club, community garden, and peerbased support networks. RPD anticipates partnering with BRIDGE and their partners to activate the new park. Challenges to Acquisition, Development and Maintenance Is it known if the acquisition of this property requires Eminent Domain? No, the park property will not require eminent domain. Are there significant costs associated with the acquisition or development of this property known at this time? No, there are no significant costs anticipated at this time. Would the property size present challenges to maintenance considering limited resources (limiting access to site for maintenance equipment)? No, the size will not limit access or create maintenance challenges. Health and Safety Is the property located near a notable and significant source of pollution? No, there are no significant point sources of pollution within the immediate vicinity of the park site. Are there any known hazards on and / or around the property? The property is not located within a Tsunami Zone, however, it is within a seismic hazard zone.
