4 2 Nowadays, research is considered a source for national development and advancement of countries and hence to promote the level of research - qualitatively and quantitatively- it is necessary to be informed about the obstacles and to look for solutions. Dedication to research and increasing research activities in any country would bring development, advancement, self-sufficiency and real independence for that country. The 21st century can be called the century of cities, whereas above half of the world population are city dwellers. On this basis, most experts on humanities and social sciences believe that the fate of people today and tomorrow will be decided in cities. Undoubtedly research about urban environment and improving its conditions has been considered by thinkers on urban studies. For the same reason, urbanization and urban issues are always considered one of the fundamental research fields in different countries. Therefore experts and policy makers have considered advance planning in order to modify and improve the situation in cities and for urban development. In this regard, urban environment research has become a major field in social sciences and planning and its need has been underlined to ensure a healthy city and society. As confirmed by experts and researchers, modern urban management based on knowledge and active citizen participation, has been successful in the developed countries and brought constructive and sustainable development to their cities. To achieve and maintain sustainable and knowledge-based development, establishing bilateral, equal and continuous communication with all citizens specially the elites, theorists and innovators in various urban management fields is required. To this end Research and Innovation Festival in Urban Management was considered to be held for two days on the Research Week in order to draw active citizens participation. With the help of the Almighty and in line with the general policies and outlooks of the Islamic Republic of Iran and in order to adhere to the Supreme Leader s guidelines about scientific development in the country and also to facilitate realization of the Outlook Plan for the city of Tehran, the Tehran Municipality is honored to commit it self to the following scientificresearch guidelines and strategies designated as Tehran s Municipality Scientific Charter : 1. Establishment of required mechanisms in order to benefit continuously and institutionally from citizens collective wisdom particularly in inventions and innovations;

Establishment of scientific and research based activities and utilization of up-to-date technologies with scientific jihad in urban management approach and continuous supervision over the process; 3. To benefit from knowledge management system as a knowledge-based institution in order to achieve the first scientific place in the region ideal. 4. Cultural development and motivation creation for utilizing scientific and reliable models, and avoiding personal and superficial measures with regard to utilization of urban sustainable development model design; 5. Prioritizing practical and problem-based research that results in qualitative improvement of urban life in Tehran; 6. Qualitative and quantitative empowerment and development of research centers and institutions in the field of urban management and providing the required equipment and budget. 7. Communication with thinkers, scientific communities, universities, and domestic and foreign research centers in order to gain ultimate benefit from their capabilities and achievements through holding sessions, conferences, festival, etc. and appreciate their efforts and achievements. 8. Permanent education and continuous improvement for authorities in urban management, in order to succeed in scientific activities and appropriate application of research achievements and better urban services. 9. Documentation of successful experiences in urban management in all organizational levels of Tehran Municipality and exchange and accessibility of those experiences for authorities and interested people. 10. 26 24 SUMMARY Research and Innovation in Urban Management Festival is a program by Research and Planning Center of Tehran in order to Tehran Municipality s scientific charter being accomplished. Tehran s municipality formulated the charter for the aim of national scientific development and Tehran s prospect act accomplishment. This charter is consisted of studied and researched strategies and guidelines of the municipality. The charter is built considering some issues such as necessity of scientific and researched-based activities of organization, cultural foundation and motivational factors in their implementation, recent technologies, prioritizing applied researches, and qualitative and quantitative reinforcement and development of research centers in the urban management field. Tehran s Research and Planning Center - considering its nature as a scientific and intellectual supporter for Tehran city municipality and also as a role model for other cities municipalities organized different programs to fulfill the objectives. Research and Innovation in Urban Management Festival is one of those programs and its objectives are: Creating a space for scientific and empirical identification, presentation, and procedure reinforcement, localizing achievements, utilizing research results, and finally interactive communication with experts and researchers, and municipalities managers and experts empowerment. From 2007 until now, 4 festivals have been organized and scientific works in various formats such as research projects, scientific papers, theses, and books have been received. 173 projects are introduced as well-qualified projects and 4 pioneers are being

30 appreciated during 4 sets of festival. To highlight the importance of issue, festivals are being held in public halls of municipalities in the most appropriate way. Head of Tehran City Council, Tehran s mayor, and head of Center of Research give speech and after that award the winners. The program is being broadcasted in national network TV and it is also being streamed online through Center of Research website. All the received works are also being exhibited in a virtual space. Communication revolution and technological achievement are effecting urban life aspects continuously. Urban management is also confronted with numerous issues. In many societies the urban management has proposed powerful mechanisms to take control over the flows and prevent damages that rose from wrong actions.

31 ESTABLISHMENT OF PRIORITIES Tehran city municipality started to provide a scientific charter in accord to general developmental policies in the country. This charter consists of research-based policies of Tehran city municipality. Achievement of these cases are being emphasized in the charter: 1.Providing necessary mechanisms in order to get continuous and institutionalized benefit from collective wisdom, specially in the field of innovations. 2.Utilizing scientific achievements in every activities, making obligation to create every activity research-based and utilizing latest technologies with an effortful approach and monitoring it continuously. 3.Considering the knowledge management system as a pathway to achieve higher grades in the region. 4.Cultural development and motivation in order to utilizing reliable scientific models, Avoiding personalized measures and superficial attitudes in order to urban sustainable development. 5.Prioritizing applied and problem-based research, which follows continuous improvement in Tehran s life quality. 6.Reinforcing and developing the research centers in the field of urban management,qualitatively and quantitatively, providing necessary facilities and financial credits. 7.Experiencing, empowering, developing and deepening economical and social capacities of poor and marginalized groups in order to decreasing poverty. 8.Obtaining successful experimentation of structure correction and renovation in 29

35 urban and local governing, increasing legitimation influences and efficiency of urban management in order to enhance economical, social and skeletal aspects of cities. 9.Identifying and utilizing novel and effective methods and instruments to supply credits for urban projects, and making fundamental changes in financial structures and functions of the city. 10.Obtaining successful experiences of integrative methods in public management. FORMULATION OF OBJECTIVES AND STRATEGIES One of the formulated programs is a program for interaction with urban management experts and scholars. It is formulated in order to accomplish the objectives of scientific charter of Tehran city municipality with title of Research and Innovation in Urban Management Festival and additional objectives such as; To identify scientific and empirical achievements in urban management field To reinforce the localization process and utilize the researched subjects in scientific achievement To reinforce collaborative research and research policies in urban management To ground for identification, presentation and promotion of scientific methods, and to empower municipalities managers and experts. The program continuity was necessary for those objectives achievement and thus the festival was set to be held annually. 33 MOBILIZATION OF RESOURCES This festival was initiated by Dr. Mohammad-Taghi Amanpoor, who was the former

41 head of Research and Planning Center of Tehran. According to Center s objectives and in order to achieve a knowledge-based urban management, costs of different sets of festival was paid by the Tehran municipality. The chief organizer of the festival was Engineer Mohammad mojabi, who is the vice-chancellor of science and technology department in the center. The faculty and arbitration of festival were selected among urban management university scholars and experts. 4 sets of festival are held until now in 2007, 2008, 2009 and 2011 respectively. Informing about festival organization and call for papers is widely circulated newspapers duty such as Hamshahri daily newspaper. In addition to that, invitations are being announced in the center s website and other relevant website. Moreover the required information about festival and invitations are being advertised by installing billboards around the city. 39 PROCESS To identify scientific and empirical achievements in urban management field, 10 major topics were defined for festival. Every topic had its own sub-chapters and some of the sub-chapters are as follows: 1.Crisis management: Recent technologies in building construction and urban crisis management, GIS&RS application in urban crisis management, Metropolitan threats, alarms and informative systems for cities. 2.Architectural and urban: empowerment of informal residencies, elderly, disabled and urban space, new cities and disjointed development, children and the city

42 40 3.Financial and Investment: poverty and inequality, sustainable urban investment sources, informal economy in cities, foreign investment and city development 4.Urban services: waste management, organizing jobs, climate and urban development, urban beautification. 5.Social and cultural: women, social problems, participation, citizenship rights, neighborhood-orientation, urban life quality, leisure and urban space 6.Technical, construction and standardization: risk assessment methods in urban construction, vulnerability and seismic retrofitting, management of standardizing urban construction 7.Management, technology, and standardization: electronic citizens and municipalities, methods to attract citizens participations in urban administration, women participation in urban management, role of information technology and communication in urban management 8.Traffic and transport: Traffic culture education and improvement, intelligent systems in transportation, public transportation and sustainable development, demand and supply management in transportation 9.Environment and sustainable development: citizens participation in environmental planning, role of public education in environmental pollution reduction, climate change challenges in urban space 10.The special issue of festival is being selected based on on country s current problems. For instance the 3rd set was dedicated to modification of consumption pattern, and the 4th set to sustainable urban economy. The admittable formats for received works are research plans, research papers,

43 theses, and books, and finally well-qualified works selection is based on these 4 formats. The festival secretariat has received 610, 6132, 1926 and 2868 works respectively in first, second, third and fourth set of festival. In first festival 37 works, in second set 59 works, in third set 34 works, and finally in fourth set 53 works were recognized well-qualified and have been awarded. In addition, in the third round, four outstanding figures were honored and activities of four veterans (pioneers) were being appreciated. Various professional and scientific sessions are held during the festival, based on festival s theme. In 1st and 2nd sets, received works were exhibited in a public exhibition. This actual exhibition transformed to an electronic one in the 3rd set, in which the necessity of electronic city creation was highly emphasized and continued to survive in 4th set and will be continued in the future. 41 RESULT ACHIEVED Research and Innovation in Urban Management Festival functions as an instrument which gradually achieve its objectives. This issue can be proved by observing effects of festival on some of considered issues during these 4 sets time period. Professional sessions and investigating received works provide the opportunity for utilizing research results, and it effects the urban management of Tehran in the first place. To bring an example that shows this effect is the 3rd festival, in which the necessity of electronic city design was emphasized and in result of that the actual exhibition was transformed to an electronic version of it. Electronic exhibition and online streaming of festival results in the RPC s website were continued in the 4th

47 festival. The festival closing was being watched by 3000 concurrently through online streaming. Perhaps it can be said that this festival is the sole professional place for presenting research results of researchers and professionals, which is being held by urban management body. This festival is an opportunity for researchers and managers interaction to approximate their ideas and intellectual opinions and to utilize the results. About works have been sent to the festivals, which shows to what extend such events are required and how researchers welcomed such opportunity. Many managers, scholars and students are participating in the day which the results being announced. In the opening, head of Tehran City Council and Tehran s mayor, and some of vice mayors are giving speech about the necessity of reliable researches and the effect of research-based mentality on society. At 4th festival about 2000 were participated and the program was being broadcasted by one of the national TV channels. 45 SUSTAINABILITY Financial: To find a connection between urban management and the researches in this field, to empower localization procedures and interaction between urban management and experts and researchers are the objectives of the festival organization. Mentioned objectives will increase effectiveness and accuracy in research and projects within the organizations and consequently this will decrease costs and prevent waste of energy and unprincipled plans operation.

50 48 Social and economical: this festival highlights the role of research and researchers considering current social situation in Iran. It emphasizes on applying researches results into practical programs and finally it calls for introspection and accuracy in activities against hasty and unprincipled operations. If research is being considered as a part of every executive project, this will positively effect researchers financial life, and as a result more students and young people will be encouraged to research in general. Cultural: To encourage researchers and to introduce their real social status to the society are of those important issues that strongly effects the public culture. In addition, emphasis on research-based operations, and principality and reliability of researches will result in improvement in urban management culture. Whereas knowledge-based operations positively result, it can bring introspection and logical understanding into the public culture. Environmental: One of the important results of applying research into urban management is environmental organization in urban space. It also leads to necessary coordination between city and environment in a way that city development doesn t cause serious damage to environment. Organizational: This festival is a continuous program that emphasizes the role of research and researcher in urban management. It also attempts to establish scientific-based operations in urban management organizations and to extend it to all over the country.

59 LESSONS LEARNED Tehran city municipality is a role model for other cities municipalities in Iran, in terms of its urban management methods. Many programs and projects of Tehran municipality are being replicated by other cities municipalities. This matter explains why Tehran municipality s operations must be designed with high levels of accuracy and emphasizes on necessity of infrastructure actions. Research and Innovation in Urban Management Festival aims identification, presentation and promotion of scientific methods, and empowerment of municipalities managers and experts. Its achievements -such as other programs- will be replicated by other cities municipalities and it will allows them to improve their performance. On the other hand, the festival and its special themes, professional sessions and received works directly effects the municipality s management issues. One of those effects is the electronic city idea; in 3rd festival the actual exhibition transformed to an electronic one which was being emphasized in previous festival. This electronic exhibition was separated to another website. This new website consists of municipality s cultural programs information and displays photo collections of Tehran with very special themes. Programs such as this festival approximates researchers and managers mentality in long-term and consequently the trust issue between them. 65 The massage of Dr. Joan Clos, Under-Secretary-General of the United Nations and Executive Director of UN-Habitat, On the occasion of the 4th Research and Innovation Festival on Urban Management With more than half of the world s population now living in urban areas, cities are undoubtedly the key to social and economic advancement. From time immemorial, cities have been our reservoirs of culture, centers of commerce and spires of learning. But all too often, they have come to represent alarming concentrations of environmental degradation, poverty and growing social inequalities. The pace of urbanization is simply too fast to provide an adequate quality of life for all. To overcome these challenges, it is indeed important to note that these fundamental bottlenecks to sustainable development are not necessarily because of a lack of technology, know-how, finance or even international agreements. Rather, it is often simply a question of implementing agreed local planning strategies based upon principles of good urban governance. This event could be a fortune for collecting the concepts and the projects that would help to promote the life quality in Iran as well as environmental development in the Middle East. I therefore applaud this initiative undertaken by Research and Planning Center of Tehran Municipality to provide a field for collecting the researchers and intellectuals idea to analyze, prioritize and address key urban challenges. And also I would like to congratulate Tehran municipality in supporting this initiative and wish Iranian every success in turning the selected researches into reality. 63

Currently this program as one of the Research and Planning Center programs, identifies, presents and promotes scientific methods and empowers municipalities managers and experts. On the other hand, to generate a place for sharing researchers experiences and achievements with urban management body and consequently to transfer Tehran s experience to other cities are the pragmatics of this festival. The idea of festival also can be transfered to other countries. The scientific results can be applied by the countries who have the similar problems in urban management. RELATED POLICY/IES OR LEGISLATION Tehran municipality follows scientific development policies and attempts to accomplish Tehran s prospect act. Therefore it created a scientific charter that consisted of guidelines and required mechanisms policies in order to benefit from scientific achievements. Research and Planning Center, considering its duties also planned many programs in order to realization of objectives. Research and Innovation in Urban Management Festival is one of these programs, which is planned for the aims of scientific methods identification, presentation and promotion and empowerment of municipalities managers and experts. The center financially supports the program. The results announcement of festival is being held in public hall of municipality. Head of Tehran City Council, Tehran s mayor, vice-mayors of regional municipalities give speech in festival. The prizes are being awarded by head of Tehran City Council, Tehran s mayor, head of Research and Planning Center and a country s leading authority (in 4th festival, the authority was the head of research fraction in parliament). The organization management of festival is directly supervised by science and technology vice chancellor of Research and Planning Center. 65
