4 Territorial level European / Transnational regions Report: Aim of the event: At the final conference, all the FosterREG results from three countries: Spain, the Netherlands and Croatia were presented, as well as the EU-wide impact of project training activities. Lessons learned and materials for future use in the planning, financing and implementation of integrated urban regeneration were offered to the gathered audience. Numerous lecturers gave speeches at the conference: from the representatives of national clusters and Croatian public authorities to the representatives of European level bodies: EASME, DG Regio and Energy Cities initiative. FosterREG worked on the alignment of interests, strengthening of relations and knowledge exchange with existing networks relevant to energy efficiency in urban regeneration, as means to effectively plan the integration of the FosterREG national clusters within existing relevant networks at national and European level. Project provided a strategy for continuity, definitely assessing and providing different integration options with the existing networks at national and European level. This will be articulated in a Network Integration Plan to ensure the best ground for integration and continuity of the FosterREG working groups. Specific SEC ADAPT Partners activity (presentation, participation to workshop, poster etc.) SEC ADAPT Partners representatives of IDA and municipality of Rovinj, participated at conference listening subjects from EU support for energy efficient urban regeneration presented by Philippe Moseley of European Commission to proposals for the energy transition of cities and towns, sustainable integrated multi-sector planning and lessons learnt from Fosterreg national clusters. Networking with round table panellists and organisation proposer, International Centre for Sustainable Development of Energy, Water and Environment Systems - SDEWES Centre in order to get their concept for involving key drivers for implementing EE measures at nneighborhood level: engaging stakeholders, renovation plan managing and financing. Lesson learnt to spread with LIFE SEC ADAPT partners: Lessons learn from the Fosterreg National Clusters: 4

5 137 participants in collaborative analysis and 172 participants to CB activities. 1. Analysis of barriers a. Policies/legislations (rapid regulatory change, property rights in buildings, protected cultural heritage, complex procedures for large-scale projects) b. Management (lack of appropriate planning instruments, citizens lack of interest short term mentality, lack of expertise in preparation of EE projects, partial implementation of EE measures due to lack of funds) c. Financial (lack of well-prepared projects, insufficient financial resources, low budget funds in cities and counties) 2. Solutions for identified barriers a. Workshops had a good impact: national level (gov. agencies, nat. stakeholders with any kind of interaction with urban planning, constructions, etc. creation of common understanding); regional (presentations, discussions on opportunities, funding schemes that are relevant and were explained 3. Strategies for the solutions implementation definition of an urban regeneration programme Dissemination actions: educational WSs >> 225 employees form buildings Major findings: 1. Urban planners need additional information on continuous basis regarding energy planning and modelling 2. Final users would benefit from the dissemination of new funding models 3.
