5 QUALIFICATION STATEMENT Capital Studio Architects LLC, which began in 1998 by David G. Holmes and Patrick A. Mancuso, has served numerous municipalities throughout the state of Connecticut on various project types and sizes. We ve worked with departments of public safety, planning and development, public works and parks and recreation, among others, to enhance the communities they serve and create better experiences for their residents. With over 25 years of service to many of the municipalities in Connecticut, we ve met the challenges set forth by our clients by producing thoughtful and responsible Architecture with a hands on approach. One, or both partners actively participate in all phases of projects and execute many of the duties required to complete the project, such as project organization, design consideration, document production and coordination and administration. It is this system that allows us to be competitive with our fees as well as deliver the work in a timely manner and within budget. Some of the municipal projects we are working on, or have completed give us the required experience we need to make the Town of Ledyard s new Police Department a great success. Currently we are working with the Town of North Haven to make improvements to their Police Department Facility. In the past we ve worked with the Town of East Hartford Police Department in the design and construction documents of their 80,000 sf Public Safety Complex. It is our experience providing towns, such as the Town of Ledyard, with fully encompassing services that guide them through every aspect of the project. A list of Municipal Projects we ve been contracted to complete has been provided under the Similar Projects section. You ll see within this extensive list that we ve provided many of our municipal clients with repeat service. 6 SCOPE OF SERVICES It is the goal of Capital Studio Architects to provide the Town of Ledyard with complete Architectural and Engineering services as outlined in the RFQ/P and to take this project from its inception through to its completion. Below is a detailed response which addresses each element of work described in the RFQ/P. General: Provide comprehensive architectural and engineering services for the preparation and completion of architectural drawings, specifications, contract administration, inspections, review of shop drawings and related services. These services shall include, but are not limited to; site and civil, hazardous materials, structural, architectural, plumbing, mechanical and electrical engineering. Other Consultants, such as a LEED AP may be required, but are subject to the programmatic requirements of the project and the Town of Ledyard s request for such services. 1. Design: (Phase I) a. Initial meetings with various Town of Ledyard Officials, Council Members, Permanent Municipal Building Committee and Town Boards and Commissions b. Site visits including documentation of existing conditions c. Pre-demolition and site preparations d. Preliminary budgets, fees and schedules e. Code analysis for the building and site f. Research required for each particular work item g. All phases of design - submitted to the Town of Ledyard for review and approval h. Outline specifications and cost estimates i. Revisions to preliminary and schematic design j. Preparation of applications to Boards and Commissions 2. Construction Documents: (Phase II) a. Additional meetings with various Town of Ledyard Officials, Council Members, Permanent Municipal Building Committee and Town Boards and Commissions b. Drawings and specifications required for bidding, permit and construction c. Construction schedules d. Cost estimates 3. Bidding Phase: (Phase II) a. Assist in reproduction of bid sets, as required b. Attendance at pre-bid walk through c. Be available to answer questions or provide addenda to the bid documents d. Review bids received e. Assist in the selection of a contractor 4. Contract Administration: (Phase II) a. Assist the Town of Ledyard in generating the Contract for Construction b. Be present at contract signing and hold a pre-construction conference c. Organize and run regular job meetings, including producing and distributing meeting minutes d. Review of the work in place, with reports if required by the Town of Ledyard e. Review and approval of the Construction Schedule f. Review and approval of Schedule of Values g. 7 i. Assist in project close-out and final acceptance of the work. 5. LEED Certification: (Deduct Service) a. Meetings with various Town of Ledyard Officials, Council Members, Permanent Municipal Building Committee and Town Boards and Commissions to determine level of LEED Certification b. Provide LEED Consulting services throughout the design, construction documents and construction phases This scope of services can be expanded or revised as needed to meet the requirements of the Town of Ledyard. This may include monthly reports and coordination with sub-consultants and other consultants hired for this project. 8 STAFFING PLAN We propose the following Staffing Plan, to be implemented for the purpose of seeing this contract to its successful completion. CURRENT STAFFING Capital Studio Architects, LLC, currently has a staff of six. David G. Holmes - Partner/Architect David will be organizing and coordinating the work of the firm on this project. He has been a licensed Architect in Connecticut since 1986, and is currently licensed in Massachusetts as well, and was a founding partner of the firm in David also has had a major involvement for all of the projects that are listed. Patrick A. Mancuso - Partner/Architect Pat heads the production efforts of the firm. He brings thirty years of experience in the technical aspects of construction to each project. In addition, Pat is in charge of the firm s Computer Aided Drafting and Design efforts. Pat is a licensed architect and a co-founder of the firm in Ken Guido Architect Ken has been with the firm since November of 2011, and handles the Contract Administration duties for various ongoing projects. He also is a prime contributor to the specification writing at Capital Studio Architects. Ken excels at building design and in resolving technical issues involved in the correct assemblage of buildings. Mike Morello Intern Architect Mike joined the staff effective November 1, 2001, and handles CADD working drawing duties. He also has expertise in documentation of existing conditions and as-built drawings. Jason Pitts Intern Architect Jason has been with the firm since November of 2004, and handles working drawing duties, both hand drafted and CADD. He also has expertise in documentation of existing conditions and asbuilt drawings. Jason also serves as the firms IT Manager. Lisa H. Brey Office Manager Lisa handles secretarial duties including, but not limited to; reception, word processing filing and the production of specification manuals. Lisa also handles the bookkeeping, accounts payable and receivable along with her other secretarial duties. We are certain that based on our experience, we have sufficient staff to meet the needs of this project. We recognize that should this project require additional staffing, we will have to increase our personnel to meet your needs. Over these many years of successfully completed numerous projects, we have never failed to meet established deadlines for our clients. 13 SPECIALIZED EXPERTISE Capital Studio Architects, LLC. has a long and successful history illustrating the completion numerous projects with many municipalities throughout Connecticut. By partnering with lead designer Mark A. Comeau, RA, CME Associates, Inc. and M E Design Associates, we ve assembled a very strong Design Team fully capable of successfully completing the New Police Station for the Town of Ledyard. Mark A. Comeau, RA Project Lead Designer Mark will serves as the project s lead designer. Mark grew up in the beautiful town of Ledyard, just a quarter mile from the project site over on Iron Street. He knows the town of Ledyard intimately and is highly enthused about working on a project for his home town. Just a couple of years ago Mark served on the Town of Stonington s Building Committee for their new police station and Mark is currently the Chairman for the Town of Stonington s Architectural Design Review Board. As Program Coordinator for the Architectural Design Technology Program at Three Rivers Community college, Mark overseas and instructs his students during the public safety design project in their Architectural Design courses. Mark participates as a lecturer for the Criminal Justice Program at Three Rivers Community College. Mark has an extensive knowledge of the details and requirements of public safety complexes. Ken Guido, RA Project Specifications Writer Ken has practiced architecture for over 25 years and has been with Capital Studio Architects since November, Prior to joining our firm, Ken was Principal Architect of his own firm Fredricksen & Guido P.C. In 2003, Ken was the Project Architect for the Addition and Renovations of the Town of North Haven s Police Headquarters. Capital Studio Architects is now working with the police department in North Haven to make further improvements to the existing building. Ken will be a prime contributor in the selection of materials, products and other specialty items which are required for the New Police Station in the Town of Ledyard. Patrick A. Mancuso, RA Project Architect Pat is a registered architect and principal partner and designer at Capital Studio Architects and has expertise in the detailing of construction documents for all types of projects. Pat will lead the Design Team s production staff in creating detailed construction drawings, assist with construction administration and submittal reviews. In 2001, Pat was responsible for the design of the building exterior and interior public spaces for the East Hartford Public Safety Complex and 80,000SF facility. 14 PROJECT MANAGEMENT As part of a joint-venture with Mark A. Comeau, AIA & Associates, Capital Studio Architects, LLC. has assembled a talented Design Team fully capable of managing this project for the Town of Ledyard. Our consultants will be required to manage their particular trade, but will be overseen by the Design Team members listed below. David G. Holmes, RA Principal Project Architect David will be the direct contact for the Town of Ledyard and will handle all contract duties required for the duration of the project. As one of the two principals at Capital Studio Architects, David plays a role in every aspect of the firm s operation. Patrick A. Mancuso, RA Project Architect Pat will manage the day to day activities of the project, including design, coordination of consultants, construction documents, specifications, construction administration, etc. It ll be the responsibility of Patrick to make sure the project schedule and budget are always adhered to. Mark A. Comeau, RA Lead Designer Mark will take the project from inception through design paying particular attention to the program requirements and space needs specifically required for a police department project. Mark will meet with the Town of Ledyard Officials, Council Members, Permanent Municipal Building Committee and Public Safety Official to ensure the design requirements are met. Mark will also attend meetings, including approval meetings for this project. He will also attend construction meetings and create progress reports of the work performed during the construction phase of this project. Ken Guido, RA Specifications Writer Ken will assist on this project by providing an outline specification as required during the Design Phase. Ken will be critical in the selection of products, materials and other specialty items required for a project of this type. During the Construction and Bidding Documents Phase of the project, Ken will be the main contributor for technical specifications required for bidding and construction. He will also assist with construction administration in the review of submittals. 36 Quinebaug Valley Emergency Communications Center, Danielson, CT In looking for a solution to their need for additional and updated space, Quinebaug Valley Emergency Communications (QVEC) decided to renovate and add onto a circa 1943 former church that the company purchased in Killingly to house their expanding operations. CME provided a number of services in response to this reuse including base mapping, environmental site assessment, an existing conditions evaluation of the building and infrastructure and cursory review for hazardous materials. Additionally, CME provided architectural and structural design for needed upgrades to the building to improve code compliance and efficiency including a 5,000 s.f. addition which doubled its floor space. MEP engineers from a sub-consulting firm provided systems engineering for electrical, mechanical, plumbing, life safety, communications, information technology and climate control. The completed facility houses offices, training rooms, and state of the art dispatch facilities that serve 14 communities in eastern Connecticut. CME coordinated the bidding process in compliance with USDA funding parameters and provided oversight and administration during construction. 40 Department of Public Works Facility Improvements Woodstock, CT CME provided the environmental and design services needed to bring the site into environmental compliance and to prepare for an extensive proposed expansion. Our staff of engineers and planners performed all environmental testing and analysis, conducted a thorough physical evaluation of the site, mapped wetlands, surveyed and mapped the site, and developed detailed site plans for the expansion. We also developed a comprehensive remedial design that saved the Town over half a million dollars and prevented further contamination. For the expansion, CME accommodated all of the space and infrastructure needs by specifying flexibility in design allowed the steel structures to be tailored to the site needs which will be utilized to store trucks, heavy equipment, plows, sanders and other equipment, as well as sand management and wastewater discharge systems were designed in accordance with Connecticut regulations and guidance. Interior areas were designed to accommodate repairs, parts and chemical storage, parts washing, waste storage, lavatories, staff facilities and office functions.
