We understand that SCVURPPP is a co permittee on the Bay Area Municipal Regional Permit (MRP), and the intent of this qualifications package is to demonstrate that we are familiar with both the water quality treatment and hydromodification standards outlined in the MRP, as well as the technical principles that support those standards. In particular, we are familiar with the C.3 provision and the new Low Impact Development (LID) requirements that went into effect at the end of Rather than a rote summarization of those requirements, we think our familiarity is best demonstrated through the project experience noted in this submittal. SWD (est. 2007) is a civil engineering consulting firm located in San Francisco with a focus on sustainable stormwater management and water sensitive design. SWD specializes in developing integrated water, stormwater, and wastewater designs that maintain the natural hydrologic balance in a watershed. Through this approach, we strive to develop economically, environmentally, and socially balanced solutions that protect and enhance our water resources. Our staff have extensive experience relating to the development, implementation, and enforcement of stormwater management requirements in the Bay Area. Additionally, we have designed multiple green infrastructure projects in the Bay Area to meet those standards. We have included information in this package describing some of these projects that demonstrate the value we could add in providing technical consultation to engineering solutions for a better environment

2 215 Kearny Street, Suite A San Francisco, CA (t) SCVURPPP. As relates specifically to your program, one of our staff calibrated the HSPF models that were used to parameterize BAHM. Two staff members completed BAHM training conducted by Clear Creek Solutions. We have also led the design of multiple green infrastructure projects in the MRP jurisdiction to meet the C.3 requirements, including the Packard Foundation in Los Altos, CA. We understand the importance of using continuous simulation modeling in evaluating the performance of stormwater control facilities, especially for hydromodification. Matching the peak flow and volume from pre to post construction conditions does not guarantee that a development will not adversely affect the hydrologic regime and pose a threat to the creeks that drain the Santa Clara River Valley into the Bay, and ultimately to the Bay itself. Continuous simulation allows for comparison of the entire flow duration curve under different scenarios. In combination with proper sizing and hydraulic design of stormwater management facilities, matching the full flow duration curve helps ensure adequate protection of receiving water bodies during storms of different rainfall depths and durations. SWD has long supported the City of San Francisco in the programmatic development and implementation of green stormwater infrastructure, including many key initiatives of the City s urban watershed management program: developing the modeling approach to evaluate green infrastructure performance, developing the Stormwater Design Guidelines, creating facility sizing calculators for both the combined and separate sewer areas, developing the Modified Compliance Policy for new and redevelopment. Projects with limiting site constraints, planning and design for streetscape improvement projects, and developing typical details and specifications for green stormwater infrastructure. SWD would be very excited to grow our professional relationship with others working in support of SCVURPPP. In terms of availability, we will soon complete two of our major projects currently underway with the SFPUC: design of the Early Implementation Projects (green infrastructure demonstration projects) is scheduled to be completed by the end of the year, and the Urban Watershed Assessments (planning for $2.4 billion in collection system improvements) are scheduled to wrap up in the summer of We are also in the process of hiring a new engineer to assist with our San Francisco work, and we would be available and fully committed to work on projects that demanded as much as 1.5 full time equivalents. engineering solutions for a better environment

Training has included green infrastructure design approach, SFPUC policy interpretation, water quality treatment performance standards applicable to the MS4 portions of the City, as well as stormwater peak flows and total volumes performance standards in portions of the City served by the combined sewer system. Shauna currently service as an as needed capacity during high demand peaks or during lead staff leaves (e.g. maternity and paternity leaves), while Katie continues to assist with staff review to help ensure the SFPUC meets our target level of Service. Both have provided excellent project review support, as well as provide additional task order support based on their diverse experiences. Additionally, Scott Durbin has provided technical support for the Urban Watershed Management Program as well as specific Stormwater Control Plan review consultation on an as needed basis for the past several years. His expert evaluation and feedback regarding the modeling and interpretation of complicated hydrologic and hydraulic systems has proved extremely helpful to the SFPUC. 9 PROJECT 1: AWARD WINNING LEED PLATINUM URBAN INFILL PROJECT MEETING C.3 REQUIREMENTS The David & Lucile Packard Foundation Headquarters Los Altos, CA Recently awarded a site design award by the Santa Clara Valley Urban Runoff Pollution Prevention Program, the new Packard Foundation Headquarters building exemplifies successful integration of cutting edge sustainable technology with low impact site design. The certified Net Zero Energy and LEED Platinum project was designed with the goal of demonstrating how sustainable design can be replicated throughout downtown Los Altos and the greater Bay Area. The sustainable stormwater management plan includes multiple green infrastructure technologies such as rainwater harvesting, vegetated swales, underground infiltration basins, and a detention pond. To provide a better pedestrian experience and manage stormwater in the adjacent public rightof way, the civil engineers worked with the City of Los Altos to turn the city street into a green street that includes flow through rain gardens in between existing street trees. While with her prior firm, Shauna Dunton served as the civil engineering project manager and technical lead from design through project completion. In this role, she led the alternative water system planning and analysis, designed integrated BMP s that reduced the site imperviousness from 97% to 35%, and designed domestic water, sanitary sewer, and storm drain utilities for the site. She was responsible for the preparation of the civil planning, construction and permit documents, including the stormwater control plan. 10 PROJECT 2: SAN FRANCISCO S STORMWATER EXPERTS PERMITTING, ORDINANCE COMPLIANCE, DESIGN San Francisco s Stormwater Design Guidelines San Francisco Public Utilities Commission SWD led the engineering analyses to develop the stormwater management requirements and guidance materials for redevelopment projects in San Francisco. SWD developed San Francisco s BMP fact sheets, BMP selection tools, and official automated sizing calculators for both the City s combined and separate storm sewer areas (hosted at sfwater.org/sdg). SWD analyzed the cost to the developer of complying with the proposed requirements and how site specific hydrologic and programmatic constraints impact those costs. Based on the results of these analyses, SWD developed modified compliance recommendations for constrained sites, including the application process for redevelopment projects to determine their eligibility for modified compliance. SFPUC is in the process of officially implementing these recommendations. To support public and private sector design teams in developing designs that meet regulatory standards, SWD is currently collaborating with the SFPUC to develop the City s official green stormwater infrastructure details and specifications. In addition, SWD has provided on call technical support to the SFPUC plan review team since the inception of the stormwater management ordinance requirements. Due to this depth of experience within the City, SWD has extensive knowledge of stormwater requirements in San Francisco, and the means of shepherding a project through the permitting process. 11 PROJECT 3: COMPLEX, GREEN INFRASTRUCTURE DESIGN PROJECTS WITH MULTIPLE STAKEHOLDER GROUPS San Francisco Green Infrastructure Projects San Francisco Public Utilities Commission The San Francisco Public Utility Commission (SFPUC) is in the design phase for eight green infrastructure demonstration projects, called Early Implementation Projects (EIPs), that seek to demonstrate the efficacy of green infrastructure in reducing the peak flows and overall volume of stormwater that enter the city s combined sewer system. As lead engineer on four EIPs and senior reviewer on the other four, SWD has collaborated throughout the planning and design process with a multidisciplinary design team, SFPUC, multiple city agencies, and community stakeholders. The EIPs are located on public land and right of way so navigating jurisdictional issues has involved interagency coordination with SFDPW, SFMTA, SFRPD, SFFD, SFDEM, CA DSOD, GGNRA, and The Mayor s Office. Each project has posted an online survey and hosted a minimum of three public outreach meetings to present progress and solicit public input, and additional workshops have been conducted to address particular concerns of local stakeholder groups. During the planning phase, SWD completed technical analyses and modeling to determine the location, size, and form of the green infrastructure. During the design phase, SWD is leading development of detailed facility design and street improvement plans and will complete draft civil construction documents for all four projects this year, as well as associated technical reports. SWD will maintain a role through post construction O&M and monitoring activities. SWD is very much interested in performing inspection services on behalf of SCVURPPP. Our staff has extensive experience in establishing design standards for green stormwater infrastructure, designing LID facilities, and following up our design with construction administration services, including facility inspection. Our experience is project based and has occurred as a natural extension of our design work; we have not completed any formal training classes related to inspecting treatment measures. Key staff who would perform inspections include Shauna Dunton, Robert Dusenbury, Scott Durbin, and Nathan Stormzand. Shauna Dunton has over ten years of experience designing, managing and overseeing the construction of LID and green infrastructure projects in the Bay Area. In her roles as project manager and senior civil engineer, she has led the design of several green building projects starting from the conceptual stage and continuing until the end of construction. Many of these projects, such as the Packard Foundation Headquarters in Los Altos and the UC Berkeley Law School redevelopment, required daily coordination and weekly site meetings with the contractors, design team, and agency officials to ensure that the various green infrastructure elements (e.g., bioretention planters, swales, permeable pavement, and rainwater harvesting systems) were constructed correctly, functioned as intended, and met all agency requirements. In addition to site inspections and general conformance certifications, Shauna has several years of experience reviewing contractor submittals and Request for Information (RFI) documents and has recently been performing Stormwater Control Plan review for the SFPUC. Balboa Park in San Francisco, CA an urban redevelopment project in a large city park to include new playgrounds, accessible paths, and skate park. Robert Dusenbury has eight years of experience designing, managing and overseeing the construction of LID and green infrastructure projects in the Bay Area. He has performed inspections to ensure that facility construction conformed to the intent and specifications of his design. His experience customizing monitoring configurations for different forms of LID facilities has provided Robert with an excellent understanding of different factors that can affect hydraulic performance. Brisbane City Hall LID Retrofit provided design and construction administration services, including inspection, for a large rain garden and a vegetated swale as part of the Brisbane City Hall redevelopment project. San Francisco Green Infrastructure Monitoring Program led implementation of the monitoring program at 11 sites for the SFPUC over the past three years. East Bay Children s Center Stormwater Control Plan, Palo Alto provided design and construction administration services, including inspection, for a system of interconnected bioswales and rain gardens in compliance with C.3 requirements. Scott Durbin has been a key contributor to the SFPUC in establishing their standards for green infrastructure design and performance, providing him with an intimate understanding of how variations in component elements of LID facilities affect hydraulic performance. Scott has also performed inspections to ensure that facility construction conformed to the intent and specifications of his design. San Francisco Stormwater Design Guidelines developed the LID fact sheets, selection tools, and sizing criteria for stormwater compliance in the combined sewer and MS4 service areas. Caltrans BMP Pilot Projects, Lake Tahoe provided inspection services during the construction of an advanced detention basin and media filter to ensure that design specifications were being met and that embedded monitoring equipment would accurately capture facility performance. engineering solutions for a better environment

Muddy River Restoration Project in Boston, MA implemented a field investigation program to evaluate the performance of BMPs along the River. Nathan Stormzand, the newest member of our team, has over 1,000 hours of field experience including contractor oversight and construction quality assurance. We indicated in our previous SOQ submittal that we are available and fully committed to work on projects that demanded as much as 1.5 full time equivalents. SWD just hired a new project engineer (Nathan Stormzand) and are now interested and available to assist SCVURPPP with up to 2.0 full time equivalents for tasks including facility inspection.
