BKF brings the necessary expertise gained from designing, reviewing and inspecting numerous storm water projects within Santa Clara County that have required the implementation of Best Management Practices for storm water treatment as well as water quality protection. Our offices in Redwood City and San Jose enable us to easily coordinate projects with our clients in Santa Clara Valley. We have completed many projects that have successfully implemented stormwater treatment and hydromodification, including several of which have won awards from SCVURPPP. We have reviewed Stormwater Management Plans, including SCVURPPP forms, for many projects within Santa Clara County. We have successful worked with other Engineers, including conveying the complexities of the Section C.3 process. EXPERIENCE The BKF Project Manager for this contract, Mr. Edward Boscacci, has been with BKF for over 20 years. His experience provides continuity between our clients and staff and assures the implementation of our corporate policies and goals to provide premium service to our clients. Ed is a General Permit Trainer of Record, having trained over 200 QSP/QSDs in the last four years at Qualified SWPPP Developer/Practitioner Training courses in Redwood City and San Jose. Also, because of his reputation in the field for developing innovative solutions, he has been invited to speak at many seminars on storm water quality management. Firm Workload: For over 99 years, BKF technical staff has been working in the Bay Area communities and on the Peninsula as part of our day-to-day operations. 12 FIRM UNDERSTANDING URBAN STORM WATER MANAGEMENT A Storm Water Pollution Prevention Plan (SWPPP), a Water Pollution Control Program (WPCP), a Storm Water Management Plan (SWMP) and/or a Standard Urban Storm Water Management Plan (SUSMP) have become vital requirements for almost all transportation, land development and industrial projects during design, construction and operational phases. Because control of pollutants in storm water runoff discharges from construction and industrial activities is a key environmental concern, awareness of the importance of surface water and storm water quality is rapidly increasing and more stringent regulations and requirements have been imposed on all projects. A storm management program must be developed and implemented for almost all construction project sites which follows the US Environmental Protection Agency (EPA), National Pollutant Discharge Elimination System (NPDES), and State and Regional Water Quality Control Boards permit regulations addressed to all owners, developers and contractors. The penalty for not conforming to these rules can be severe and unaffordable. BKF Engineers has a mission to provide clients with a broad spectrum of consulting expertise necessary to improve storm water and surface water quality during planning, design, construction and maintenance of infrastructure and land development projects. Working on small and big scale projects and with EPA, State and Regional Water Quality Control Boards experts, BKF Engineers offers ingenious, yet cost effective solutions in the form of studies, documentation and on-site consulting for storm water pollution prevention and related surface water quality issues (SWPPP-construction & industrial, NPDES permit requirements, storm water monitoring, training and more). Our ultimate goal is to keep water in our local communities and region clean in order to both, improve and protect human and aquatic life, as well as to comply with related State and Federal regulations and laws. Our engineering experience allows us to provide quality service for both the public and private sector. Our clients range from Federal, State and Local governmental agencies to architectural, landscaping, and general construction firms. We provide in-house Qualified SWPPP Developer / Practitioner (QSD/QSP) Training. This course is taught by Ed Boscacci, General Permit Trainer of Record, who has trained over 200 consultants, agency staff, and contractors as QSP/QSDs. CONTINUOUS SIMULATION HYDROLOGIC MODELS The BKF team is well versed in conducting continuous hydrologic simulations for calibrating models. BKF team utilizes HECGeoRAS and HEC-GeoHMS on a day-to-day basis to supplement data required for hydrologic and hydraulic modeling on several projects. Over the course of their carreer, BKF staff has used HEC-GeoRAS to build several miles of stream. In addition to HEC-GeoRAS and HEC-GeoHMS, BKF staff has used GIS based custom built automation tools to efficiently incorporate large segments of streams into the FLO-2D grid domain. BKF staff is also experienced in using the ArcGIS hydrology tool set and GISHydro2000 for developing hydrologic and hydraulic datasets. ccurately depicting model results. GIS databases were also developed for other drainage area features such Alameda County Flood Control and Water Conservation District - Request for Qualifications Drainage Master Plan Study as creeks, levee/embankments, land-use, soils, hydraulic structures, drainage areas, and precipitation and stream gages. In some cases, the attribute information was used to develop a basic model layout in HEC-HMS, HEC-RAS, FLO-2D, and XPSWMM using the GIS import functionality. Our team is also experienced in using ArcSDE technology to create, edit, query, and maintaining datasets. Our staff has experience handling large sets of LiDAR (LAS) files. Digital Elevation Models (DEMs) were created for several hundred square miles of the California Central Valley as part of the CVFED project from the LAS files. The DEMs created along with other watershed feature created on the SDE server were used in developing the two-dimensional FLO-2D models. Post-processing of the one-dimensional and two-dimensional analysis results were also prepared in GIS formats. The extent of flooding and the depth and time of flooding were exported from the modeling tools as a shapefile or raster file to prepare illustrations in GIS.
