5 Site Description PGCC is an existing +/ 22.1 acre Community Park. It is located at the southwest corner of the intersection of Ryegate Drive and Alliance Church Road. The Park s physical address is 5024 Alliance Church Road. The location is within.25 miles of Volunteer Park, Town Hall Park and the Pleasant Garden Municipal Building. The existing facilities include six baseball fields, gravel and asphalt parking, playground, picnic shelter, concession stand and 5,680 s.f. community building as well as a 1,000 s.f. brick structure locally known as the Turkey Shoot Building. Proposed park improvements include renovation and expansion of the six existing baseball fields, renovation of the Turkey Shoot Building for ADA restrooms, ADA parking and sidewalk to restroom and fields, playground renovation, picnic shelter renovation, batting cage, and sand volleyball courts. Field renovation involves lengthening ball fields where possible, replacing current infields with clay infield mix, lighting, signs and fencing. The park expansion is to provide additional activities for any age group including walking trail, playground expansion, and picnic shelter refurbishment. The proposed improvements will address safety concerns for pedestrians and vehicular circulation patterns. The surrounding land use is predominantly single family homes. Site Analysis Natural, Historic, and Man made features Topography The site has a gentle slope from north to south with approximately 50 of grade change over the 1400 linear foot axis of the site for an overall slope of 3.5%. The highest elevation is at Rygate Drive and Alliance Church Road where fields #5 and #6 are located. An area is reserved for future development of the Miracle League Field in this area along Ryegate Drive. From this area the fields step down as terraces with 3:1 slopes or a retaining wall to negotiate the change in topography. Field #1 is defined by a wall along both first and third baselines. Soils The site is predominantly sandy loam that is a well drained soil with slopes that vary between 2 to 10%. Soils are broken down as follows. CcB, Cecil sandy loam, 2 to 6% slope. This is a well drained soil typically found on broad to very broad, smooth ridges on uplands. Fields #5 and #6 occupy this area of the site. A site for the Miracle League field is proposed in this area of the park. EnC, Enon fine sandy loam, 6 to 10% slopes. This is a well drained soil typically found on long narrow side slopes on uplands. The majority of the site is comprised of Enon fine sandy loam. Fields 1, 2, 3, and #4 are located on this soil type. These are the fields that step down with the topography. McC2, Madison clay loam, 6 to 10% slopes. This is a well drained soil typically found on long, fairly narrow upper side slopes on uplands. This area of the site is not disturbed and consists of mature vegetation. McKim & Creed Adopted February 6,
6 Vegetation The site is open and has been used for privately owned and operated commercial recreation for over 50 years. There are limited areas of existing vegetation. The master plan continues to preserve this area of vegetation and the vegetation is to be protected during field expansion and construction. No protected species are known to occur in the project area, and none were observed during field investigations. No suitable habitat for protected species exists on the site. Hydrology The site is not impacted by any streams and there are no stream buffers or FEMA floodplain to impact development. There are no wetlands on site. There is no plan for a stormwater management pond because there is no additional impervious surface proposed in the master plan. The proposed master plan will make improvements to the stormwater system to minimize erosion and reduce runoff. Significant natural communities There are no significant natural communities on site. Wetlands There are no wetlands on the site. Existing structures There are two existing structures on site. The Pleasant Garden Community Center building consists of 5,680 s.f. of heated space. The Turkey Shoot Building is approximately 1,000 s.f. of unheated space. This building is proposed to be renovated as an accessible restroom building. Public access The 22.1 acres of the existing Pleasant Garden Community Center has been used as a privately owned and operated commercial recreation venue for over 50 years. Prior to purchasing the property the town completed an environmental review without finding any irregularities. The Town has cleaned up the site, removed debris, improved stormwater runoff, and planted turfgrass to stabilize the site. Since acquiring the property in 2017 the Town has added a paved parking area for 30 cars including eight handicap accessible spaces as well as an ADA compliant concrete walkway leading to fields #5 and #6. Recreational Needs A system wide recreation plan was adopted by the Town of Pleasant Garden on November 12, The comprehensive plan identified unmet recreation needs that can be satisfied through the acquisition of the Pleasant Garden Community Center. The unmet needs include multipurpose rooms for instructional classes and clubs, playground, volleyball and walking trails. The community has been using the Pleasant Garden Community Center for decades as a private venue to play baseball, softball, and Fourth of July celebration as well as a community gathering place. The acquisition of PGCC will provide recreation facilities that are appealing to a more diversified and underserved population of the community including the adolescent, senior population and physically challenged. 7 The PGCC master plan has been presented in public meetings with various groups within the community including Pleasant Garden Lions Club and community seniors at the monthly Senior Luncheon. Results of these public meetings directed the master plan to enhance the recreation offerings. The initial plan indicated consolidating the six fields into four. Following input from the public meetings and conversation with elected officials and the Recreation Board, the plan was simplified to reflect economic realities. The final plan indicates a wide variety of recreation offerings for a more diverse group of residents. Program Description The park currently consists of +/ 22.1 acres and is primarily used for baseball and softball. The Town has held its popular annual Fourth of July celebration at this facility for many years. The addition of PGCC into the Town of Pleasant Garden park and recreation venues allows the Town to program the facility for the community. Improvements to the venue will promote greater participation of a more diversified population to meet the unmet recreation needs of the community. Improved facilities provide opportunities for enhanced programing that includes use of the community center building for a variety of community groups, greater participation of area athletic leagues for tournament and league play for softball and baseball, and improved recreation offerings by the Town Parks and Recreation Department. The Town will be able to promote the venue to serve the recreation needs of the community. Physical Needs The Town has acquired three parcels that comprise the 22.1 acre facility through donation from the Pleasant Garden Community Center, Inc. Because of the local interest and excitement generated by the Comprehensive Master Plan, members of the community have come together to support improvements to PGCC. McKim & Creed Adopted February 6,

The PARTF application includes leveraging current land acquisition for baseball field expansion and improved playing surface as well as providing sand volleyball courts, ADA accessible restrooms and walkways. Public Involvement Public meetings were held with various groups within the community including the Pleasant Garden Lions Club and senior citizens at the monthly Senior Luncheon. Results of these public meetings directed the master plan to enhance the recreation offerings. The initial plan indicated a reduction of baseball fields from six to four. The final plan indicates utilization of the six existing playing surfaces with an addition of a Miracle League Field as well as sand volleyball courts, walking trails, batting cage and improved playground, restroom and convenience facilities. The final master plan creates a wide variety of recreation offerings for a more diverse group of residents in direct response to public input from meetings. 21 November 2017 Public Comment Support of PGCC Master Plan Concept I have reviewed the proposed PGCC Master Plan Concept and feel it is an effective fit for our community. The renovation and expansion of the six fields enhances our ability to satisfy baseball and softball recreational interest for multiple age groups. Both of these programs have long/rich traditions in PG that is actually being reinvigorated by actions such as the establishment of the Cross Roads league which is pulling together the communities of PG, Level Cross, New Market and Sumner. The addition of ADA restrooms, ADA parking and ADA accessible walkways fills a long missing hole in the facility. Completion of these assets opens up our ability to serve an expanded number of residents within our population. This concept of being inclusive to the greatest possible range of our population also applies to the proposed renovations to the Nowlan building. It is one of the very few public use buildings in the SE community. Already we are seeing demand for senior programs, relocation of the Howard Coble Center which helps special needs families, community and social activities that are bringing an expanded mix of people to the facility. And with the addition of volleyball courts and use of the fields for activities such as kick ball, we also increase the recreation inventory for the area. So I began by saying this proposed plan is an effective fit for the community. It extends our ability to meet established baseball/softball interest, expands our ability to address the varied interest of an evolving population, adds recreational inventory for the area and demonstrates fiscal responsibility as the proposed developments will be economically phased in.
