1 Dear Madam Dear Sir Within the framework of the Belgian EU Presidency we would like to invite you to the first «Multilevel governance Conference» on methods for urban integrated development strategy at all levels. This conference will take place on the 1st and 2nd of December 2010 in the Palais de Congrès in the city of Liège. The event will be organised by the Public Program Service for Social Integration and its Urban Policy Section in particular as well as in collaboration with the Walloon Region, the Flemish Community and the Brussels-Capital Region. On the European level the importance of an integrated urban policy, including the involvement of all policy levels, has well been emphasized by the Leipzig Charter, which has been approved in 2007 by the ministers of all member states in charge of Urban Policy. According to this Charter, every level of government local, regional, national and European has a responsibility for the future of our cities. The multilevel governance concept clearly occupies a central part in this. The Toledo Declaration, issued in 2010, goes even beyond that and recommends the development of methods and instruments for an urban multilevel governance. Therefore, our conference aims to meet the proposals made in the Toledo Declaration. This conference gives the opportunity to all parties involved in urban policy and representing different policy levels within Europe to meet and debate with each other and to exchange their knowledge and experiences. Various speakers, experts and moderators will express their views on urban multilevel governance from different thematic angles such as climate policy, social inclusion, poverty approach, You will also have the opportunity to share your experiences and knowhow on this matter in different working groups. MULTILEVEL URBAN GOVERNANCE CONFERENCE Wednesday 1st December 2010 From 11am 1pm From 1.45 to 6 pm Reception of participants Lunch Visits and presentations : you may choose one of three visits and one presentation organised at Palais des Congrès in Liège. 1) Visit by coach to the C-mine site in Genk: This year, Genk was awarded the prestigious CityStar prize in the category innovative use of industrial wastelands in an urban context with the C-mine project. C-mine, built on the foundations of the former Winterslag mine, involves the conversion of listed buildings and installations (from Genk s old collieries) into a platform for entrepreneurs and tourists. Two concert halls, an exhibition gallery and a design centre were inaugurated in September ) Bus routes in the Saint-Léonard district in Liège Saint-Léonard, a neighbourhood under regeneration The St-Léonard district lies between the Meuse and the Coteaux de la Citadelle, the slopes of the Citadel a stone s throw from the historic centre of Liège. Developed in the 19th century, it was then severely affected by industrial decline. The regional and local authorities have been focusing their attention on this neighbourhood since the late 1990s. Today, the district has over 12,000 inhabitants. The regeneration here can be seen through the reconstruction of the public areas, accesses and pathways that have been developed through the green walkway of the slopes, the construction and development of new housing, the creation of sites and areas catering for economic activities, new public services, revegetation operations and projects focusing on energy saving, social motivation, etc.
3 3) Walking routes in Liège city centre: At the dawn of the 21st century, the centre of Liège is changing Against the backdrop of new development, many actions are being established in the centre of Liège to renovate the heritage, improve public spaces and accommodate new facilities. A new multi-faceted modern architecture is a central part of this regeneration: place Saint-Lambert and extensions to the courthouse, Saint-Michel island, Saint-Lambert galleries, Sauvenière cinema, the museum of Walloon Life, Grand Curtius museum and finally Saint-Léonard esplanade. The walk will take us on a discovery of these examples of Liège s regeneration, which are placed back into the historical and urban context so particular to this city on the Meuse. 4) Presentation at Palais des Congrès in Liège: The second turning point in town planning in Brussels In 1978, a book called Le tournant de l urbanisme bruxellois retraced the chronology of the urban transformation of Brussels. Twenty-eight years later, town planner Benoît Moritz presents the hypothesis of a second turning point in town planning in Brussels. With the help of a diagram depicting a timeline from the post-war period to the present day, he presents the hypothesis of a new transformation under way in public policies, both in terms of regional development and the development of urban projects. A discussion between different experts illustrated by concrete examples will help to understand the situation in Brussels.
