1 NOTICE FOR BASIC IMPACT ASSESSMENT FOR PROPOSED UPGRADE OF MAIN ROAD 332 (MR332), STILL BAY EIA Ref. No: 16/3/1/1/D5/18/0003/14 Date: 10 February 2014 Exemption Ref. No: 16/3/1/4/D5/18/0000/14 INTRODUCTION - Sharples Environmental Services cc (SES) has been appointed to conduct the Basic Impact Assessment for the proposed upgrading of Main Road 332 (MR332), Still Bay. LOCATION DESCRIPTION MR332 starts at the N2 intersection (approximately 11km east of Riversdale, and 25km west of Albertinia) and ends in Still Bay (at the Goukou River Bridge) and is a total of 26km in length. See Figure 1 for the location map. DESCRIPTION OF PROPOSED ACTIVITY The proposed upgrade will include the reseal of the road, from km0 (at the N2 junction) to km26 (at the Goukou River Bridge), with the following minor geometric improvements, depending on funds available: 1. Realignment of the road between km13.5 and km14.5 it is proposed that this section be realigned to eliminate the sharp curve between km14 and km14.5. It is also proposed that the current vertical alignment in the vicinity of km14.6 be improved. 2. Realignment of the road at km23 to km24.3 it is proposed that this section be reconstructed to a 100km/h design standard for both vertical and horizontal alignments. The broken-back condition and sharp curve between km23 and km23.5 should also be removed. 3. Widen the hard surfaced area of the road in order to provide: (i) surfaced shoulders for the entire stretch of the road from km0 (N2 junction) to km26 (Goukou River Bridge), (ii) passing lanes at strategic locations to provide safe passing opportunities on steep grades, and (iii) an exclusive northbound right turn lane at the DR1528 intersection to Melkhoutfontein and Gouritsmond. 4. Constructing a surfaced footpath between km22 and km Rehabilitate the base of the sections of road between km4.6 and km13.4 and between km24.4 and km Repair and replace the damaged/problematic drainage structures (i.e. such as pipe and box culverts) with new 600mm pipe culverts, as needed. 7. Re-evaluate and reinstate road markings, roadstuds and road signage as needed. Damaged and unserviceable guardrail systems will be replaced. The warrants for possible additional guardrails to be installed will also be considered. Refer to the proposed layout plans included with this notification. LEGAL REQUIREMENTS - In terms of Government Notice No. R. 543, R. 544, R. 545, R. 546 and R. 547 promulgated under Chapter 5 of the National Environmental Management Act (NEMA, Act 107 of 1998) of 18 June 2010, a BASIC IMPACT ASSESSMENT PROCESS must be conducted for this application. The need for such a process is triggered by the inclusion of the following activities listed: GN R 544: 11 - The construction of infrastructure or structures covering 50 m 2 or more where such construction occurs within a watercourse or within 32 m of a watercourse, measured from the edge of a watercourse. GN R 544: 18 - The infilling or depositing of any material of more than 5 m 3 into, or the dredging, excavation, removal or moving of soil, sand, shells, shell grit, pebbles or rock of more than 5 m 3 from a watercourse. GN R 544: 22 - The construction of a road, outside urban areas, (i) with a reserve wider than 13,5 meters. GN R 544: 39 - The expansion of (ii) channels; (iii) bridges; (v) bulk storm water outlet structures; within a watercourse or within 32 m of a watercourse, measured from the edge of a watercourse, where such expansion will result in an increased development footprint. GN R. 544: 40 - The expansion of infrastructure by more than 50 m 2 within a watercourse or within 32 metres of a watercourse, measured from the edge of a watercourse. 1

2 GN R. 544: 45 - The expansion of facilities within a distance of 100 m inland of the high-water mark of an estuary for (vi) infrastructure by more than 50 m 2, where such expansion will result in an increase in the development footprint of such facilities. PUBLIC PARTICIPATION - Public participation plays an integral part of the environmental impact assessment process and is required in terms of NEMA. Public participation is initiated by notifying potential Interested and Affected Parties (I&APs) of the proposal and by inviting potential I&APs to register as an I&AP and/or submit initial comment, if they wish to do so. This notice serves as the initial notification and allows for a 21-day registration and initial commenting period. Hereafter, further public participation will be conducted during the course of the processes as follow: Draft Basic Assessment Report will be available for a 40-day review and commenting period. Final Basic Assessment Report will be available for a 21-day review and commenting period. OPPORTUNITY TO REGISTER AS AN I&AP - You are given opportunity to register as an I&AP by responding to this notice or by completing the attached Comment Form and resending it to SES within the 21-day period. By registering as an I&AP, you will be updated as the process continues and will be given opportunity to review and comment on reports and documentation that will be submitted to the DEA&DP. BESKRYWING VAN VOORGESTELDE AKTIWITEIT: Die voorgestelde opgradering sal die herseël van die pad, van km0 (op die N2-aansluiting) tot by km26 (die Goukourivier brug) behels, asook die volgende geometriese verbeteringe, afhangende van die beskikbaarheid van fondse: 1. Die herbelyning van die pad tussen km13.5 en km Daar word voorgestel dat hierdie gedeelte van die pad herbelyn moet word (verskuif) sodat die skerp draai tussen km14 en km14.5 uitgeskakel word. Daar word ook voorgestel dat die huidige vertikale belyning in die omgewing van km14.6 verbeter word. 2. Die herbelyning van die pad by km23 en km Daar word voorgestel dat hierdie gedeelte herbou moet word om 'n 100 km/h ontwerp standaard vir beide vertikale en horisontale roetes moontlik te maak. Die gebreekte rug toestand en skerp draai tussen km23 en km23.5 moet ook verwyder word. 3. Verbreed die harde oppervlakte van die pad om voorsiening te maak vir: (i) geteërde skouers vir die pad vanaf km0 (N2 kruising) tot km26 (Goukourivier brug), (ii) verbysteeklane op strategiese plekke om voorsien te maak vir veilige verbysteek geleenthede, en (iii) 'n eksklusiewe noordwaartse regs draai baan by die DR1528 kruising te Melkhoutfontein en Gouritsmond. 4. Konstruksie van voetganger pad met harde oppervlak tussen km22 en km Rehabiliteer die basis van die pad tussen km4.6 en km13.4 en tussen km24.4 en km Herstel en vervang die beskadigde/problematies stormwater dreinering strukture (dws soos pyp en beton duikers) met nuwe 600mm pyp duikers, soos dit nodig is. 7. Her-evalueer en herstel padmerke, weerkaatsers en tekens soos dit nodig is. Beskadigde en onbruikbare veiligheidsrelings sal vervang word. Die noodsaaklikheid vir moontlike bykomende veiligheidsrelings sal ook oorweeg word. Sien die voorgestelde uitleg planne aangeheg by hierdie kennisgewing. 2

3 REGSVEREISTES - In terme van Goewermentskennisgewing (GN) No R. 543, R. 544, R. 545, R. 546 en R. 547 afgekondig ingevolge Hoofstuk 5 van die Nasionale Wet op Omgewingsbestuur (Wet 107 van 1998) van 18 Junie 2010, moet 'n Basiese Impak Studie uitgevoer word vir hierdie voorstel. Die noodsaaklikheid vir so 'n proses word voorafgegaan deur die insluiting van die volgende gelyste handelinge: GN R 544: 11 - Die konstruksie van infrastruktuur of strukture wat 50 m 2 of meer groot is waar sodanige konstruksie plaasvind binne 'n waterloop of binne 32 m van 'n waterloop, gemeet van die rand van 'n waterloop. GN R 544: 18 - Die opvulling of storting van enige materiaal van meer as 5 m 3 in, of die uitgrawing, verwydering of verskuiwing van grond, sand, skulpe, skulpgruis, spoelklippe of rots van meer as 5 m 3 uit 'n waterloop. GN R 544: 22 - Die bou van 'n pad, buite stedelike gebiede (i) met 'n pad reserwe breër as 13,5 meter. GN R 544: 39 - Die uitbreiding van (ii) kanale, (iii) brûe; (v) grootmaat stormwater uitlaat strukture binne 'n waterloop of binne 32 m van 'n waterloop, gemeet van die rand van 'n waterloop, waar sodanige uitbreiding sal lei tot 'n groter ontwikkelingsvoetspoor. GN R. 544: 40 - Die uitbreiding van infrastruktuur met meer as 50 m 2 binne 'n waterloop of binne 32 meter van 'n waterloop, gemeet van die rand van 'n waterloop. GN R. 544: 45 - Die uitbreiding van fasiliteite binne 'n 100 m afstand, binneland van die hoogwatermerk van 'n riviermonding vir - (vi) infrastruktuur, met meer as 50 m 2, waar sodanige uitbreiding sal lei tot 'n toename in die ontwikkelingsvoetspoor van sodanige fasiliteite. Publieke deelname word geïnisieer deur potensiële Belanghebbende en Geaffekteerde Partye (B&GPe) van die aansoek in kennis te stel en deur hulle te nooi om te registreer as 'n B&GP en/of aanvanklike kommentaar te lewer, indien hulle wil. 3

4 Hierdie kennisgewingsbrief dien as die aanvanklike kennisgewing. Vervolgens maak die proses ook voorsiening vir die volgende geleenthede om kommentaar en insette te lewer tot die omgewingsaansoekproses. Hierdie kommentaar geleenthede sal soos volg plaasvind sodra die aansoek by die DO&O geloots is: Registrasie periode n 21-dag-registrasie en kommentaar periode Konsep impakbeoordelingsverslag - 'n 40-dag-hersiening en kommentaar periode Finale impakbeoordelingsverslag - 'n 21-dag-hersiening en kommentaar periode GELEENTHEID OM TE REGISTREER AS 'N B&GP - U kan as 'n B&GP registreer deur te reageer op hierdie kennisgewing of deur die aangehegte kommentaar vorm te voltooi en weer terug te stuur aan SES. Deur te registreer as 'n B&GP, sal u op hoogte gehou word soos die proses vorder en sal u geleentheid gebied word om die dokumentasie te hersien en kommentaar te lewer daarop. U versoek om geregistreer te word of die aanvanklike kommentaar moet ons nie later as 6 Maart 2014 bereik. Verskaf ook u naam, kontakbesonderhede (voorkeur metode van kennisgewing bv. e-pos adres of faksnommer) en 'n aanduiding van enige direkte sake-, finansiële, persoonlike of ander belang wat u in die aansoek het.
