1 MEMORANDUM TO: FROM: BY: ARCHITECTURAL REVIEW COMMITTEE TERESA McCLISH, COMMUNITY DEVELOPMENT DIRECTOR SAM ANDERSON, PLANNING INTERN SUBJECT: CONSIDERATION OF PLANNED SIGN PROGRAM ; LOCATION 104 & 108 TRAFFIC WAY; APPLICANT THOM JESS, ARRIS STUDIOS DATE: NOVEMBER 16, 2015 RECOMMENDATION: It is recommended that the Architectural Review Committee (ARC) review the proposed sign program and make a recommendation to the Planning Commission. BACKGROUND: Location Subject Property Project Description The subject property is located at 104 & 108 Traffic Way, is zoned Village Mixed Use (VMU), is located within the D-2.11 Traffic Way Design Overlay District, and requires a recommendation from the Architectural Review Committee to the Planning Commission.

2 ARCHITECTURAL REVIEW COMMITTEE PLANNED SIGN PROGRAM NO NOVEMBER 16, 2015 PAGE 2 ANALYSIS OF ISSUES: Planned Sign Program Arroyo Grande Municipal Code (AGMC) Section A.1.b requires approval of a Planned Sign Program for projects or developments with a total aggregate sign area exceeding one hundred fifty (150) square-feet. The purpose of a Planned Sign Program is to ensure compatibility and consistency within a development, in this case the Village of Arroyo Grande. The existing site currently has one hundred and fifty two (152) square feet of signage on the property serving three (3) existing businesses (Rontal, Runnerstrum Chiropractic, and Lemo s). The applicant is proposing one (1) new monument sign near the intersection of Traffic Way and Branch Street. Monument Sign The applicant is proposing to construct one (1) new monument sign totaling 36 square feet. The sign would serve the four tenant spaces, with one (1) 4.54 sq. ft. space and three (3) 1.65 sq. ft. signs located on the monument sign. The monument sign would be capped on either side by brick columns. The sign is to be identical on both sides. Type: Materials: Message: Size: Colors: Location: Illumination: Monument sign. Two-sided, externally-illuminated high density urethane sign. Support structure will include brick columns and base framed with concrete stone. The base will also provide space for low lying flowers and other vegetation. White acrylic tenant faces with graphics. Tenant messages will differ. Total monument: 4 in height by 9 in width, totaling approximately 36 square-feet. Kelly Moore KM Earth Stone, or similar. Landscaped planter along Traffic Way. External uplights. The 36 square-feet of sign area is the maximum allowed in AGMC Table A, Subsection B.7. However, the AGMC requires a Planned Sign Program for any commercial complex identification within the Village Core and Mixed Use districts.

Runnerstrum Chiropractic meets all requirements. Rontal currently has two (2) wall signs as well as one (1) ground sign. Rontal also has two (2) additional wall signs that are slated for removal. Lemo s currently has three (3) wall signs. As it stands, both Rontal and Lemo s have one (1) additional wall sign that is in violation of the AGMC. Additionally, the Rontal ground sign would be in conflict with the new proposed monument sign. The space allocated for Rontal would bring their ground sign count to two (2), violating the AGMC. Under a Planned Sign Program, strict adherence to the AGMC may be waived; the purpose of a Planned Sign Program is to provide flexibility in cases such as these. The project site is situated off the road by approximately 100 feet, and the signs can be difficult to read from the street. The Rontal ground sign also provides valuable visibility for the business; however, with the new monument sign this ground sign may become unnecessary. Requiring removal of the Rontal ground sign would also prevent the creation of a precedent that would allow two (2) ground signs at that location. Options 1. Approve as submitted, allowing and formally permitting the currently nonconforming 2. Approve monument sign but require removal of some or all of the nonconforming 3.
