He has written and/or reviewed over 50 Resource Management Plans, Grazing Management Plans and various energy plans, including NEPA documents. Mr. Martin was the State Economist for the BLM in both Idaho and Colorado taking the lead for the social and economic program and developing procedures to comply with bureau policies. In addition, Mr. Martin has taught economics courses at the University level for several years. Selected Relevant Experience Community Economic Profiles for Idaho, Bonner, Twin Falls and Fremont Counties, Idaho Lead in the preparation, presentation and documentation of community economic profiles for Idaho, Bonner, Twin Falls and Fremont Counties in Idaho. The reports consisted of social economic data and an analysis of the past and present economic condition. These reports assisted counties and communities where BLM has land management responsibilities to understand the relationship between public land goods and services and local community economic health. Presentations where made to local community leaders with documentation to assist in future planning analysis. 3 P age
4 Owyhee Resource Management Plan and Environmental Impact Statement for the Owyhee Field Office, Idaho Lead economist for the resource plan and environmental assessment. This included social and economic data collection, economic modeling and analysis in preparation for the final documents. The economic modeling consisted of a modified input output analysis of the regional economy with emphasis on local impacts. The plan covered 1.2 million acres managed by BLM in a rural portion of Owyhee County. Federal Energy Regulatory Commission (FERC) Hells Canyon Project, Idaho Over a 15 year period represented the BLM in various capacities in the development and review of documentation regarding the relicensing of the Hells Canyon Complex of Dams on the Snake River in Idaho, Oregon and Washington. As the economist on the team I reviewed several planning proposals with documentation to FERC. I also lead a workgroup of professionals and concerned citizens in making recommendations to analyze the impacts of hydropower facilities on local communities, tribes and commercial interests. This is the largest privately operated dam complex in the Western United States with energy capacity of 1,400 megawatts. Cumulative Impacts Task Force (CITF) Intergovernmental Coordination of Energy Development in Western Colorado Represented BLM on the task force and served on policy and procedures committees to develop economic and demographic models to assess local and regional impacts from energy development, in particular oil shale. This was a joint Federal, State and local initiative. The cooperative arrangement utilized a computer model called PAS (Planning Assessment System) to evaluate demographic trends and economic outcomes when energy development was introduced into the system. At the time this was a unique venture for a federal agency to work in concert with other agencies at the State and local levels to evaluate projects of this magnitude. Green River-Hams Fork Coal Environmental Impact Statement (EIS) Round 1, Colorado and Wyoming Contracted for the development of input output economic models to assess the impacts of coal development within the region. The project was one of many throughout Western Colorado, Eastern Utah and Wyoming at the time that was impacting local communities with unprecedented population growth which in turn was impacting the infrastructure of these communities. Once the models where developed an assessment could then be made in projecting the length and magnitude of the impacts to the infrastructure. Glenwood Springs Pilot Resource Management Plan/Environmental Impact Statement, Glenwood Springs, Colorado A member of the planning and environmental coordination staff that developed interim planning guidance for resource management plans. Glenwood Springs was one of five pilot projects to initiate the new planning process what is now the BLM planning system. The guidance directed how public resource values would be determined and the methods to evaluate alternative scenarios for managing the resources. The process also involved the transition of information from the plan to the environmental impact analysis. 4 P age
