Architect Meredith Mitchell, DMG Landscape Architects Landscape Architect Planner: Keith Broersma File No.: Urban Design Planner: Hernan Bello (Presented by Mary Beth Rondeau) Maciej Dembek of Barnett Dembek Architects Inc. and Meredith Mitchell of DMG Landscape Architects were in attendance to present the plans, perspective and landscape plan for the proposed 4-storey apartment building. The Architect made the following comments: On the original proposal, comment was made that the south facade of the building had some confusing entrances. They have modified the private entries to the units themselves to have a series of steps into the front yard areas and have pulled landscaping away from the main entry as it was commented that it was too hidden. It was mentioned that the horizontal band took away from the look of the building and they have modified this by dropping the band down lower to change the rhythm. They have modified some of the materials used including darkening the brick and introducing a window band between the windows. There was a lot of discussing surrounding the proposed water feature and they have decided to retain this. They feel that it is high quality and adds a lot of the entrance to the building. The patio for the amenity area originally had an arbitrary shape and they have gone and regularized it as well as widened the pass along the driveway to be five feet now. The pedestrian pathway through the amenity area used to be tucked against the building and they have now pulled it away from the edge and introduced foundation planting along the edge. h:\adp\minutes\2009 minutes\min adp doc Page 1

2 There was a lot of discussion concerning the hammerhead in the drive aisle and the conclusion is that they simply need it, but they have amended the plans to provide a roll over curb and also included a basketball hoop. Now the area seems more of an amenity area rather than just a turnaround area. They have worked to address the issue concerning the pedestrian connection from the visitor parking area and have also provided cameras in the underground parking and ensured that all elevator buttons are to code. The Landscape Architect made the following comments: The landscaping has been changed considerably on the site. The removed the birch trees, and provided for more open and closed views. They have enhanced the private and public areas by providing unit paving as opposed to just a regular sidewalk. The amenity space has been changed to have a lot more lawn space now and a basketball hoop has been added to the hammerhead as well as pulled back the paving areas. The walkway that goes through the amenity area will have different paving and there will be stepping stones into the amenity lawn areas. The water feature at the front of the site will be retained as they feel this adds a nice touch to the development. ADVISORY DESIGN PANEL STATEMENT OF REVIEW MARY HO, B.C. LTD It was Moved by L. Mickelson Seconded by D. Hamming That the applicant address the following issues to the satisfaction of the Planning & Development Department: Form and Character Much improved. Consider deleting the gusset in the roof and flattening the inside corners of especially at the courtyard and this would also break up the long roof edge. The large panels w battens should be enriched with pattern and texture. Ensure the fire wall is integrated into the roof change at the corner. Review use of perforated metal soffit. Support the way turnaround and pedestrian circulation has been resolved. Landscape Overall, much improved courtyard space continuous lawn area and fewer trees creates a more pleasant space. NEW SUBMISSIONS 1. 4/5 Storey Apartment Buildings 13773, 13783, 13793, Avenue and A Street Baldev Brar Developer Yong Cho, Ankenman Associates Architects Architect Meredith Mitchell, DMG Landscape Architects Landscape Architect Planner: Patricia Lau File No.: Urban Design Planner: Tom Ainscough (Presented by Mary Beth Rondeau) Yong Cho of Ankenman Associates Architects and Meredith Mitchell of DMG Landscape Architects were in attendance to present the plans, perspective and landscape plan for the proposed 4/5 storey apartment building. The Senior Planner provided an overview of the project, and asked the Panel to comment on the following: The site slopes significantly approximately 7 8 meters and the block itself is about 110 meters. There has been a lot of discussion concerning a lane adjacent the site, and the latest decision is that it will remain open. The proposal is for 52 residential units which meets the intent of the proposed zoning. The density is 2.1 and meets the maximum 2.5 designated in the OCP. The application predates the recent City Centre Update policy. The interesting thing about these units is that they have an enclosed walkway with light wells with a roof covering them outside the entrances. The materials being used are primarily brick and hardi panel. The roof of the building is flat, which is in line with the direction the new City Centre is headed. In terms of character, the City is looking for Panel comments on the roof elements as well as how this project works with the slope of the site as there are quite a few retaining walls adjacent to the street. The Panel is requested to also comment on the stepping of the building and whether the Panel feels there is more work is needed in breaking down the length of the building or not. The Architect made the following comments: The building is situated in City Center and is approximately seven kilometres from the Sky Train and is mainly surrounded by multiple residential buildings h:\adp\minutes\2009 minutes\min adp doc Page 3

4 The building itself is single loaded and will have and exterior corridor serving the units. The ground floor units will have direct access to the street. The site slopes approximately 24 feet, and they have stepped the building twice. The building was initially designed as three buildings being four storeys high. The end result is that from one end to the other, the building goes up to 6 storeys. There are two amenity spaces for the site; one is on the north side of the building at grade and the other on the rooftop that will include paving stones throughout. There will be underground parking for the building with both visitors and residents parking that will be separated with a security gate. Bike storage and lockers will be provided for the tenants, across from the main storey lobby area. They plan to use brick on the lower level and a beige panel for the rest of the building. The main entrances will be emphasized with glass elements and they have also provided emphasis to the corner elements of the building. The Landscape Architect made the following comments: The site will include street trees along the sidewalk that will have retaining walls along side approximately two feet high that will be faced with brick. Each individual unit entry will have a metal rail gate, also as per Surrey s specifications. There will be a ramp going to the underground parking for the building, but because of the parking, some existing trees cannot be retained. Because of their size and nature, there would not be a way to keep them. There will be lighting bollards that run along the walkways through the site and also in the amenity areas. The lights are such that they will not shine into the individual units. The amenity space at grade will have a covered canopy area for seating as well as a play structure. The roof top amenity space will have potted plants instead of planters due to maintenance issues. ADVISORY DESIGN PANEL STATEMENT OF REVIEW BALDEV BRAR It was Moved by Sgt. R. Morrow Seconded by D. Hamming That the applicant address the following issues to the satisfaction of the Planning & Development Department and resubmit the project to the ADP for review: Form and Character In general, the resolution of the three stepping building components and roofs should be better resolved: o Better resolution at the steps and bring a sense of hierarchy to the building. h:\adp\minutes\2009 minutes\min adp doc Page 4

5 o Bring out clarity of the three parts. o Simplify roof soffit detail and perhaps bring down roofs to calm them down. o Roof is busy and without hierarchy provide a more organized re-design of facades. o Overly repetitive expression with no approach to organizing or controlling the length of the building. o Stepping at grid line 5 and 8 needs better resolution. o Proportion and scale of rails at grid line 5 and 8 are too narrow and tall relative to building; further development of scale and proportion required. o Consider a more contemporary architectural expression, more urban vs. sub-urban or traditional residential i.e. brackets, cornice and trim. o Consider raising the height of windows on the upper floor. Entry area/lobby needs to be expressed consider double height volume canopy and additional feature material or element. Outdoor space on roof should not feel like it is controlled behind popped-up roof elements. Outdoor amenity space at grade if programmed as child s play space needs to be fully successful. Landscape Interesting use of river rocks this will be intriguing to see, but potentially challenging to keep clean and free of debris. Appreciate rich use of plant material in private patio areas, but would like to see a more clarified use of trees regular spacing, fewer species, a single treatment on each frontage or quadrant on the site. This approach will create a more unified effect to the site and define the public and private spaces. Afraid amenity space on Level 6 will be completely unused and become a covered smoking area. Consider raised planters for urban agriculture circling around a common sitting area. Current lack of programming leaves me unconvinced of its potential success. CPTED and Access L shaped chain link separating the visitor from the main parking areas needs to be either a concrete wall or wire mesh glass to still enable an open visible environment yet provide the needed security. (Chain link must be removed). Ramp at entrance make entrance and ramp element integrated with sidewalk. Outdoor amenities on north side not accessible by wheelchair. Provide wheelchair access in level 1 amenity. 5% of units to be wheelchair friendly. Rezone/Subdivision of Cloverdale Fairgrounds SE corner of 62 nd Avenue and 176 th Street (Parcels not determined) Judith Strega, City of Surrey Developer Mark Hentze and Michael McNaught, CEI Architecture Architects Mark Van der Zalm, Van der Zalm & Associates Landscape Architect Planner: Shawn Low File No.: Urban Design Planner: Mary Beth Rondeau Mark Hentze and Michael McNaught of CEI Architecture and Mark Van der Zalm of Van der Zalm & Associates were in attendance to present the plans, perspective and landscape plan for the proposed rezone/subdivision of Cloverdale Fairgrounds. The Senior Planner provided an overview of the project, and asked the Panel to comment on the following: The proposal is for a new recreation center in the Cloverdale Fair Grounds. The master plan for the Fair Grounds has been completed and this project follows through with what the guidelines are. The building itself has a contemporary image and is situated close to the street to create a presence. This is well supported by both staff and the community. Staff have no specific issues with this application. The Architects made the following comments: This project has undergone a significant public consultation process to address any issues and to confirm the proposed programming for the building. Three open houses have been put on with two for seniors and one for youth groups, and all expressed support for the building concept. Many discussions have also been had with City staff to ensure key issues are being addressed for a project of this magnitude. One of their goals is to create a sustainable building and they plan to shadow LEED silver as best they can. A large part of this project is trying to seek a modern form in building and to help form Cloverdale s development in the future. They have tried to introduce a meaningful use of wood into the project as well as bring a lot of natural light into the building, which are both current design techniques one would want to achieve in a public building. As well, they have been very conscious of CPTED issues, and have ensured that there will be a safe environment throughout the design of the building. As part of the safety features, they have included a separate zone from a fire rating point of view which goes beyond what the code requires but will provide a hour separation for added safety, especially for seniors. Extensive work has been done to see how the building could be sited so its proximity to Highway 15 could be more visible and it become a landmark building. As well, they looked at the design of the site based on the h:\adp\minutes\2009 minutes\min adp doc Page 6

7 understanding of trying to do the programming in terms of the speed at which people pass the site. The site currently is just a barren parking lot with the works yard which is also being moved as part of this project. They plan to have the entry to the center off the north east corner and will have the amphitheatre as well as the fitness centre highly visible to make a statement as people approach. The entry to the building is a lantern shape elliptical glass feature which will be a high profile show piece housing a multipurpose room. The underside of the cap on top of the elliptical shape will be wood. The east side of the building will have more passive programmatic components along with child areas and multipurpose rooms. For the west side, there will be a cow wall or a more translucent material to help bring light into the building. The south face has a strong facade where the gymnasium will be. For the center of the building there will be change rooms and a wellness center, and upstairs will primarily consist of multipurpose rooms as well as a 2 nd level of the fitness center. The roof of the building is a standing seam system and rolls over where the roof becomes the wall or the skin of the building. The roof will be an offwhite colour for the majority and where it rolls over the walls it will be a darker grey colour. The glazing proposed for the building will be a combination of green and blue laminate glass which will have a safety film on all the lower levels of the building. There will be a nice expression of wood carefully played out throughout the design of the building, and in particular on the columns and roof structure. They have worked to reduce the circulation to a minimum and to maximize the programming so there will be no blind corners on the site. The programming is relatively simple with the big masses on the busy street side and the smaller ones on the east side of the property. However, a master plan is intended to create the entire streetscape. The service access to the building will be at the back of the building off of the parking lot and they will be screening the elements on the roof top so it will not be easily visible. In terms of parking, the lot will be tucked in behind the building toward the inside of the site and have added additional stalls for the preschool pick up and drop off and additionally have a drop off area in front of the daycare and preschool. The handicapped parking will be adjacent the main entry sidewalk to the building. The Landscape Architect made the following comments: The overall landscape concept was to take a modest approach. The plan is a monochromatic one that plays with the idea of flow and deliberate changes in elevation. The building is situated along Highway 15 which people will experience at higher speeds so the idea was to create a rhythm and pattern as you pass by. They are working with the existing streetscape and creating a deliberate berm h:\adp\minutes\2009 minutes\min adp doc Page 7

8 along a clean concrete edge. Their goal is to create social activity along the edge with a pathway along the amphitheatre. As well, they hope to create an inviting and interesting environment but ensure that it is not overplanted. They have worked to create landscaping that is intentionally evolved from the lantern entrance and skinnied up the landscaping to have a nice elegant profile as they work along Highway 15 leading up towards the elliptical entrance. At the base of the building, they have tried to keep the landscaping very simple with warm and cool grasses of different colours. Coming around to the north and north east of the building, the activity will be interesting and the grasses will be played down and allow opportunities for art, site furnishings and other plantings. Depending on what happens to the rest of the Fair Grounds in the future, there is the potential for a final built berm which could include part of the arch entrance to the Fair. This could be a statement of art and history and could be a good interpretive opportunity depending on the future plans. Along the east facade there will be delineated pathways with decorative paving to create different textural experiences. Included will be a series of bollards to mark off and create and urban environment along the main entry. Along the south face, there will be fencing to enclose the children s play areas as well as opportunities for picnic areas. A seat wall is created with the retaining wall and there will also be fairly dense planting throughout and in the loading area adjacent. They have put consideration into a lighting plan for the site and will include both standard and bollard level lighting with a hierarchy of lighting throughout the site. With respect to site furnishings, the will be including a rich variety of simple and elegant monochromatic forms that will be used sparingly by effectively. ADVISORY DESIGN PANEL STATEMENT OF REVIEW JUDITH STREGA, CITY OF SURREY It was Moved by D. Hamming Seconded by R. Ciccozzi Opposed by Sgt. R. Morrow That the applicant address the following issues to the satisfaction of the Planning & Development Department: Form and Character The Panel considered the building a commendable and well executed design with a good response to context, a playful use of materials and forms and good expression of the plan and functions into the elevations. The south end of multi-room east wing should develop a more deliberate response to south facing condition. h:\adp\minutes\2009 minutes\min adp doc Page 8

9 Significant outdoor space with recreation programming should be considered. This could include break-out space for internal events put community activity out in the community. The southeast corner building at the loading, refuse enclosure area needs further design development; better coordination with second entry and child care play area. The child-care out-door space appears to be an afterthought and should be better integrated and enhanced. Consider upper washrooms entrance closer to fitness area. Silver (shadow) is inadequate for a building of this type. Highly recommend LEED Gold. Landscape Bring berms and public sidewalk together to encourage public to use berms. An excellent presentation of detailed, organized and easy to read drawings. CAD line work/pen weights make this a pleasure to look at. Appreciate the inventive design approaches in the landscape. Wish more submissions were similar in quality. Extensive landscaping and clear pedestrian routes through parking area is a demonstration of a BMP that should be repeated elsewhere. Some hammerheads on the parking islands are missing trees is this a sight line issue? If not, please add more trees as per other islands. Clarification required for the spill out space in the vicinity of the children s play area incompatible uses need to be separated. Encourage a seat wall along edge of berms/drumlins along Highway 15. CPTED and Access Power doors at entrance; elevator buttons to code; toilet flushers to open area. Southeast corner by children s open space area (to west) will likely become a smoking area and detract from the project area. If possible better resolution of North West corner where there is a L shape out of the design. It seems out of place. Northeast corner by ellipse is somewhat problematic. The utility area by child center needs to be isolated so vehicles cannot pull in this space (child safety/saves a child by being run down by a car backing out). Better resolution of utility shed to match design. Raised pedestrian ramps on main access route could be considered to slow traffic. Carried h:\adp\minutes\2009 minutes\min adp doc Page 9

10 3. 3-Storey Apartment Building Housing for Homeless City Centre th Avenue BC Housing Developer Michael Huggins, Burrowes Huggins Architects Architect Amy Tsang, Perry & Associates Landscape Architect Planner: Gary Gahr File No.: Urban Design Planner: Mary Beth Rondeau Michael Huggins of Burrowes Huggins Architects and Amy Tsang of Perry & Associates were in attendance to present the plans, perspective and landscape plan for the proposed 3-storey apartment building - Housing for Homeless - City Centre. The Senior Planner provided an overview of the project, and asked the Panel to comment on the following: This project is a housing development by BC Housing put together with modular units that have been brought down from Whistler. A lot of effort has been made so that the building appears cohesive; particular the front facade of the project, where the building faces the street and where the amenity spaces break up the facade where high quality brick materials are used. Staff have no specific design issues with this application. The Architect made the following comments: This project is brought about by the Olympics. An arrangement had been made between VANOC and BC Housing to reuse these modules elsewhere in the province. The units or modules are being put on either side of a corridor in clusters to create camp style housing. The existing site is currently wooded and borders a greenway to the west with a future road through the north. As well, a road is proposed along the north. Their plan is to create a sense of a building that faces the street that is not a modular form built for the common facilities. One of the issues they have encountered with the site planning has been the parking and how to integrate it into the rest of the lands. At the public information meeting concerning this project, the public expressed concern with having to overlook the parking area. The concerns have been addressed by bringing the parking around to the east side of the site tucked into the hydro right-of-way for the benefit of the neighbours. Concerning the building facade, they plan to pop the bays up and articulate the second floor. The building will have a single pitched metal roof which imbeds into the building core. They plan to use richer and more textural materials at the ground level facing the street including brick for columns which will transition to horizontal siding, panelized wall siding with three accent colours to give richness to the h:\adp\minutes\2009 minutes\min adp doc Page 10

11 upper floor. As well, they will use shingles in designated locations and horizontal panelling at junctions. This is one of the most sustainable forms of construction because there is so little wastage and in essence, this building will have two lives. However, due to the simple systems used to connect up the units, they cannot speak to LEED with this building. The units will be very accessible in terms of complaint entry doors that open out of the suites as well as adequate clearance. The bathrooms are also unique in that they are not the standard five foot turning radius but instead have a hammerhead beside the toilet directly in front of the vanity which helps to make use of the space while having to deal with Olympic overlay. The Landscape Architect made the following comments: This site has a lot of existing trees including Western Red Cedar, Birch, Fir, and Hemlock some of which will be retained. Their goal has been to create a series of spaces through landscaping to promote social interaction, quiet contemplation and health and wellbeing. The main entry walkway to the site will be from 101 Avenue. The site itself has grade changes so there will be a short flight of steps. Off the main common room in the northeast corner will be a common amenity patio space for informal gathering and various activities. The parking area in the right-of-way will be screened and will have an open garden area with trellises, a looping walkway, seating areas and open lawn areas. On the south will be an area for community gardens set up for the residents which can give them the opportunity to have a piece of garden to identify with and call their own. It has been proposed that everything west of the building be replanted to bring back the existing view for the neighbours. Also, they are proposing a six foot high cedar hedge adjacent the wooden fence along the property line to provide an instant screen while the trees grow in. Materials proposed include concrete unit pavers at the front entry, amenity patio accent paving and concrete and gravel walkways around the community gardens. They are also proposing a six foot metal picket fence along the east and west side of the property to help control access into the site. The fence will still allow for views for residents into the open space as well as allow for transparency and openness into the site for the outside community. In terms of lighting, there will be a mixture of bollard lighting along the walkways throughout the site as well as pole lighting provide in the parking lot area. The Developer made the following comments: This type of housing is going to be specifically for people who will be at risk of homelessness and need a place to call home. The residents will all be adults, this is not meant to be a family housing project. The residents will be encouraged to utilize the networking options and get involved. There will also be 24/7 staff on site to provide support for the residents. h:\adp\minutes\2009 minutes\min adp doc Page 11

12 The residents will be encouraged to buy a house if they can afford market housing and to get out into the world eventually, but if they are unable to, this can be their home as long as they want it to be. ADVISORY DESIGN PANEL STATEMENT OF REVIEW BC HOUSING It was Moved by L. Mickelson Seconded by Sgt. R. Morrow That the applicant address the following issues to the satisfaction of the Planning & Development Department: Form and Character Considering where this form is coming from the final design is well executed. The large form on the 3 rd floor at the elevator should be reconsidered by reducing and articulating it and could have glazing that makes better use of the wall surface at the building face. Consider unifying the vertical single material from level 2 up to level 3 on the north facade. Canopy at entry should be accentuated with stepped up roof/canopy height. Develop a horizontal base material or colour along level 1 at grade to create a better sense of proportion. Explore opportunities for more daylight in stairwells. Encourage more programming in out-door space. Community gardens are a positive feature, more seating could be added and perhaps an outdoor kitchen Landscape Community Gardens plots should be accessible from all sides maximum plot configuration should be 4 individuals should not need to reach across too far or jump over another plot to get to their own. Provide water hook-up, composting area, work/potting area, soil dump area. CPTED and Access Washroom design ok. Consider sliding/folding doors for bedroom areas. Landscape Architect Planner: Shawn Low File No.: Urban Design Planner: Mary Beth Rondeau N.K. Mohan of Graham Hoffart Mathiasen Architects was in attendance to present the plans, perspective and landscape plan for the proposed site at 15803/15913/15929/15973 Fraser Highway. The Senior Planner provided an overview of the project, and asked the Panel to comment on the following: The application proposal is for a one storey commercial building with surface parking area in Fleetwood Town Center. The site slopes approximately four meters across, and this application was brought to the ADP a bit early, but the applicants are dealing with deadline. At the north end of the site there is a lane that interfaces with residential townhouses. The City feels the best way to deal with this is to landscape the wall with trees and vines so the residents are not looking out onto an open parking lot. As well, they are looking at improving the street driveway entrance by adding another boulevard to line both sides of the driveway. Staff is supportive of a contemporary flat roof as long as high quality materials were used. The building itself has brick, metal and stucco. The signage on the site will consist of two free standing signs that are moved back two meters from the property line. As well, there currently is some signage at the back of the building along the lane which is not permitted so it will not remain this way. In general, staff are satisfied with the layout of the proposed plan. The Architect made the following comments: The plaza area is the main feature of their design and draws the complex together as a whole. They wanted to use the plaza as a place where people would congregate and be the life of the development. As well, they plan to include a large feature tree in the center of the plaza and they have tried to incorporate as much green space as possible. The design has a modern vocabulary with brick and stucco to create conformity with the neighbouring commercial buildings. They also tried to keep a lot of glass throughout the design with clear glass and aluminum frame windows. The signage proposed for the development will be cut letters that will project out from the building. They are trying to incorporate a lot of the same look into this building as the adjacent BMO building. h:\adp\minutes\2009 minutes\min adp doc Page 13

14 They tried to keep the exit to 159 th Street as much as possible so the neighbouring townhouses will be disturbed as little as possible. The site has some existing retaining walls that will keep the grading to a minimum and there is a lot of opportunity for pedestrian circulation through the site to infiltrate. The Landscape Architect made the following comments: There was no landscape architect in attendance to present. ADVISORY DESIGN PANEL STATEMENT OF REVIEW TONY SINGH, B.C. LTD It was Moved by R. Hamming That the applicant address the following issues to the satisfaction of the Planning & Development Department and resubmit the project to the ADP for review (noting that this may be for information only to facilitate the deadline issue). Form and Character The Panel was very supportive of the contemporary architectural expression. The architectural precedent is mid-century modern which punctuates simple building massing with horizontal planes and uses flowing indoor/outdoor spaces. Continue strategy on all the buildings of integrating building form like the BMO building where, in some ways, the building is a sign. Continue the use of the higher quality materials and detailing and develop a palette of details to enrich the simple contemporary vocabulary. Consider some feature lighting to accent the brick panels visible from the street to add visible drama to an otherwise simple scheme. Consider some relief as a way of enhancing flat facades at entries. Revise lane elevation to be a more refined neighbour. Consider breaking roof line particularly facing Fraser Highway. Provide better weather protection for storefront glazing. Connect the common plaza to the city sidewalk and reconsider the circular element/form on the corner plaza which is punctuated by the property line.
