2 California s renewable energy and climate goals are among the most ambitious in the nation. Substantial investments in renewable energy resources and related transmission will be needed to achieve these goals. Attracting capital sufficient to support these investments will require long-term regulatory stability, certainty, and assurances. The Desert Renewable Energy Conservation Plan will, when complete, provide the regulatory framework necessary to support investment in renewable energy resources and related transmission, while ensuring effective protection and conservation of the state s wildlife, plants, and natural communities. 2

The identification, screening, evaluation, and selection of alternative ti sites/routes t for an electrical l infrastructure t project There are three components to the siting equation Describing the project elements Understanding the physical and natural environment in which the facility will be located Understanding the built and human environment where the project will be located The process seeks the best fit of a project in its surroundings; potential risks are minimized 7

20 SCE Supports DRECP SCE goal is to engage DRECP stakeholders early in the transmission planning and siting process to achieve RPS, Reliability, and GHG targets Typical transmission project takes between 7 10 years to go from planning through siting and licensing to construction Meeting targets will be highly unlikely without a reduction in the time required to plan, site, license and construct transmission Soliciting stakeholder input and incorporating it into the plan in the beginning along with the other technical requirements should reduce the siting and licensing i timeline 20
