1 RESOLUTION NO , SERIES 2018 RESOLUTION AMENDING THE GENERAL PLAN TO RE-DESIGNATE THE WDAAC PROPERTY FROM AGRICULTURE AND URBAN AGRICULTURE TRANSITION AREA TO RESIDENTIAL - MEDIUM DENSITY, NEIGHBORHOOD MIXED USE, RESIDENTIAL HIGH DENSITY, AND URBAN AGRICULTURAL TRANSITION AREA, AND ESTABLISH THE BASELINE PROJECT FEATURES SUBJECT TO APPROVAL OF THE VOTERS WHEREAS, the City f Davis desires t fster a safe, sustainable, healthy, and diverse cmmunity; maintain Davis as a chesive, cmpact city surrunded by and cntaining farmland, greenbelts, natural habitats and natural resurces; and preserve and create an array f distinct neighbrhds s that all residents can identify a neighbrhd that is hme fr them; and WHEREAS, Measure R the Citizens Right t Vte n Future Use f Open Space and Agricultural Lands affrds residents an pprtunity t participate in decisins affecting cmpact grwth, agricultural preservatin and prvisin f an adequate supply f husing t meet the internal needs f the cmmunity; and WHEREAS, the General Plan establishes parameters fr cnsideratin f a General Plan Amendment t change the land use designatin frm agricultural t an urban land use categry; and WHEREAS, the Planning Cmmissin held a public hearing n April 11, 2018 t receive cmments and cnsider the prpsed amendment; and WHEREAS, the City Cuncil held a public hearing n May 29, 2018 t receive cmments and cnsider the prpsed amendment; and WHEREAS, Envirnmental Impact Reprt SCH # adequately assesses the impacts f this General Plan Amendment; and WHEREAS, the City Cuncil finds that the prpsed West Davis Active Adult Cmmunity culd help meet internal husing needs, in particular, husing needs f senirs. NOW, THEREFORE, BE IT RESOLVED that the City Cuncil f the City f Davis des hereby reslve as fllws: SECTION 1 Land Use Map. The City f Davis General Plan Land Use Map (Figures 11a and 11b) is hereby amended with the change f the West Davis Active Adult Cmmunity ( WDAAC ) prperty frm a designatin f Agriculture and Urban Agricultural Transitin Area t Residential-Medium Density, Neighbrhd Mixed Use, Residential-High Density, and Urban Agricultural Transitin Area, as shwn in the map, attached heret as Exhibit A. SECTION 2 Baseline Prject Features. The Baseline Prject Features fr the applicatins, as established by Chapter 41 f the City f Davis Municipal Cde, are attached heret as Exhibit B. SECTION 3 Effective Date. This Amendment shall nt be effective unless and until the actin is ratified by the vters in a Measure R electin, as specified in City f Davis Ordinances 2008 and 2350, the Citizen s Right t Vte n Future Use f Open Space and Agricultural Lands Ordinance. 2 MEASURE L West Davis Active Adult Cmmunity PROJECT OVERVIEW The West Davis Active Adult Cmmunity is a senir and active adult neighbrhd designed t allw its residents t age in place within the City f Davis. The prject will prvide an array f husing ptins including traditinal singlestry hmes, cttages, bungalws, stacked flats, and apartments fr active adults and senirs, and will als include senir affrdable husing that cmplies with the requirements f the City s Affrdable Husing Ordinance. In an effrt t prvide a variety f husing ptins that are intended t meet a wide range f needs, the target hme sizes are as fllws: Greenway Hmes - 1,200, 1,400 & 1,800 sf Senir Affrdable apartments 600 sf Cttages 900 sf Bungalws 1,100 sf Stacked flats/cnds/rental husing mixture f hme sizes frm 600-1,600 sf The prject site is lcated prximate t a brad array f medical services including Sutter Davis, Dignity Health, UC Davis medical ffices and Cmmunicare. The prject will utilize universal design features in accrdance with requirements set frth in the Develpment Agreement fr this prject t help make the fr-sale husing accessible t peple with disabilities and help residents t age in place. The prject will prvide walking paths, and a cmmunal gathering space with an activity and wellness center, in an effrt t fster persnal interactin and reduce islatin f residents. Finally, t prmte age diversity in the neighbrhd, the prject will ffer a prtin f the hmes withut an age restrictin. BASELINE FEATURES Primary Prject Cmpnents: A maximum f 560 primary husing units, including affrdable, market rate rental and market rate fr-sale husing units. Prvide land t accmmdate 150 subsidized affrdable senir apartments. Offer a mix f husing types which may include single family hmes, cttages, bungalws, multi-stry stacked flats, senir apartments, cntinuing care and affrdable husing. Prvide an apprximately three-acre parcel fr either the expansin f University Retirement Cmmunity ( URC ) fr the benefit f its residents r fr use by anther specialized senir care facility. Include a mixed-use Activity and Wellness Center that is available t the general public. Prvide recreatinal pprtunities within an ak-filled agricultural buffer area, five internal mini-parks, and mre than tw miles f walking and bike paths. Land dnatin fr a landing area t accmmdate bike vercrssing f Highway 113. Hme Sizes and Types: Greenway Hmes: Single Stry* 2-3 Bedrms 1,800 sq. ft. maximum Small Builder/ Lts Single Stry* 2/3+ Bedrms Builder s Decisin, per Planning Cmmissin apprvals Cttages: Single Stry 2-3 Bedrms 1,200 sq. ft. maximum Bungalws: Single Stry 2-3 Bedrms 1,350 sq. ft. maximum Stacked Flats/Cndminiums 2-3 Bedrms 1,600 sq. ft. maximum Senir Apartments 1-2 Bedrms 1,000 sq. ft. maximum Senir Affrdable Apartments 1-2 Bedrms 1,000 sq. ft. maximum * A caregiver suite, visitr space r persnal ffice is permitted as additinal square ftage within greenway and small builder/custm hmes but shall be limited t the general area ver the garage as a limited exceptin t the single stry requirement. 3 Activity and Wellness Center: Cnstruct an Activity and Wellness Center t include cmpnents utilized by the Hme Owners Assciatin ( HOA ) and which will include cmpnents available fr public use and enjyment. The Activity and Wellness Center shall include the fllwing: Swimming pl with membership pen t the public; Cmmercial space, t accmmdate uses such as a cffee huse r restaurant with utdr dining space; Offices, including space that may accmmdate telemedicine facility; Public meeting space available fr HOA and public use; and Transit hub fr residents and the public t minimize single-ccupant vehicle trips as defined in the Develpment Agreement fr this prject. Agricultural Buffer / Oak Frest Area: Cnstruct an agricultural buffer area cnsistent with City cde and the apprved General Plan map, a prtin f which will include space t be used by the public. In the 150-ft-wide agricultural buffer the develper will: Plant a minimum f 350 native ak trees in and arund the agricultural buffer surrunding the neighbrhd; Establish a fundatin and seed funds fr the initial planting and nging maintenance f the ak frested area in assciatin with the HOA and apprpriate lcal rganizatins; Create habitat ndes utilizing native plants and shrubs t encurage indigenus wildlife and pllinatrs; and Prvide fr public art and sitting areas. Parks and Open Space: Develp a cmmunity with easy access t utdr trails, recreatin and gathering areas. T this end, the develper shall: Build mre than tw miles f walking paths, bike paths and greenways thrughut the neighbrhd; Prvide three pcket parks; Prvide a dg exercise area; and Prvide a tt lt and mini-park prximate t the Activity and Wellness Center. Imprvements t Cvell Bulevard: The prject shall imprve pedestrian safety and the verall experience alng Cvell Bulevard as fllws: Re-landscaping f the nrth side f Cvell Bulevard beginning at Highway 113 ff-ramp west t Risling Curt; New landscaping frm Risling Curt alng Cvell Bulevard t the western brder f West Davis Active Adult Cmmunity; Install new pedestrian and bicyclists safety striping at Jhn Jnes Rad. Realign bike path entrance n suth side t align with striping; Recnfigure the Cvell Bulevard and Shasta Drive intersectin t remve all free-rights and imprve bicycle and pedestrian safety; and Widen Cvell Bulevard west frm Risling Curt t western brder f West Davis Active Adult Cmmunity. Sustainability Features: Assist the City in achieving its climate actin plan plicies by prviding the fllwing: All fr sale hmes, cttages, bungalws and cndminiums t be zer net electric usage as defined by the 2020 Califrnia Green Standards with individual r shared phtvltaic systems; Phtvltaic panels at the Activity and Wellness Center t prduce the majrity f electricity fr the Activity and Wellness Center buildings; and Each purchaser f a hme in the West Davis Active Adult Cmmunity wh sells an existing Davis huse is t receive funds t retrfit their existing Davis hme t install energy reductin upgrades. 22!57/39!

4 Phasing and Implementatin: The first phase f develpment shall include infrastructure fr senir affrdable apartments; dedicatin f the agricultural buffer area; installatin f drainage imprvements; cmmence planting the ak frest; develp the dg park, tt lt and sycamre grve; imprvements t Cvell Bulevard; infrastructure fr specialized senir care; as well as infrastructure fr apprximately 50% f the residential develpment. The secnd phase shall include cnstructin f the Activity and Wellness Center, develpment f the transit center, infrastructure fr balance f husing units, cmplete planting the ak frest, and develp the remaining greenways and pcket parks. Cmpliance with Baseline: West Davis Active Adult Cmmunity is required t develp in accrdance with the Baseline Features stated abve, subject t mandatry cmpliance with state and federal laws. Prject implementatin may include further entitlements frm the City f Davis, including but nt limited t, Large Lt Subdivisin Map, Final Planned Develpment, Tentative Subdivisin Map, and Design Guidelines. Any changes t the attached baseline exhibit which are necessitated by cmpliance with legal, engineering, envirnmental and/r cnditins n subsequent prject apprvals shall be deemed cnsistent Baseline Features, and City f Davis Ordinances gverning Measure J/R. 23!57/40!
