Planning & Development Department City of League City Planning & Zoning Commission Meeting Date: September 17, 2012 Master/Site Plan League City Public Safety Building Request A Master/ Site Plan for approximately 12 acres to construct the League City Public Safety Building on undeveloped property directly south of the existing League City Municipal Complex on West Walker Street. The structure is approximately 71,000 square feet in size and located on the western portion of the tract. The structure would largely be for the Police Department. The Commission is considering this Master / Site Plan because the Zoning Ordinance requires phased projects to be approved prior to issuance of a permit. Photographs of the Site Site and Surrounding Area Overview The property is currently undeveloped protected trees along the northeastern, eastern and southern portions of the property, near to the property line. The character of the property is public / institutional. The existing Municipal Complex is located to the north and commercially zoned properties to the east where there is an auto dealership, a commercial office spaces, and two residential houses that are grandfathered. The property to the south is also commercially zoned with a small church with the large remainder of the property undeveloped. There is a Centerpoint / Galveston County transmission corridor to the west which also has several pipelines located within the corridor. The entire tract is 24 acres; however this master site plan only encompasses 12 acres. Included in the 12 acres will be a 2 story, 71,000 square foot public safety building with a maximum height of 35 feet. This building will house the City s Police Department (Administration, Training Rooms, Communication, & Jail) and the Fire and Emergency Management Offices. Future development of the 12 acre tract may include a courts administration expansion being approximately 9,500 square feet; additional office space on the west portion of the site being approximately 6,000 square feet; and the building is being designed to handle an additional 9,000 square feet of space on the second floor; with future additional square footage the total public safety building could be approximately 95,500 square feet. Additional buildings planned for the 12 acre tract include a 10,800 square foot building for a central plant that would house infrastructure and accessory equipment; a radio tower; and a future space for additional police office space being 7,000 square feet. If all these buildings are built the total square footage of building space on this 12 acre tract would be approximately 102,500 square feet. Parking/ Access In the first phase of the project, a total of 286 parking places are provided; 75 spaces for the public and 211 spaces to be used for employees and police/city vehicles. The parking areas comply with the landscaping and layout requirements of the zoning ordinance. It should be noted that as additions to the building are made additional parking spaces will be required. Access to the site is currently proposed to utilize three driveways onto West Walker Street and one driveway onto State Highway 3. The Traffic and Transportation Department will formally review the plans when the civil portion of the site has been submitted for review and permitting. Walker Street Existing Conditions 2011 Master Mobility Plan Roadway Type Minor Arterial Minor Arterial Right-of-way 60 feet 100 feet Width Pavement Width and Type 42 feet wide, 2-lanes with a striped median; Concretepaved. 48 feet wide, 4-lanes with a raised 14 ft wide median; Concrete-paved.* * The 2011 Master Mobility Plan recommends that West Walker Street be expanded from a 2 to a 4-lane roadway sometime after 2015. Water & Sewer Fire Response Landscaping/ Screening Water service is available from an existing 10 water main on the southeast side of West Walker Street. Water pressure and capacity are adequate at this location. Sanitary Sewer service is provided by an existing 8 line on the northwest side of West Walker Street. Fire Station #1 will be the first responding station with Fire Station #2 being the secondary fire station responder. The property will be required to meet all landscaping and screening requirements. It is important to note that bufferyards will not be required on this project due to zoning on the property and the zoning on the property adjacent to the subject parcel. Lighting & Noise The property will be required to follow all lighting, noise and other site development regulations as outlined in the zoning ordinance.
