(Leighton Consulting) provides this memorandum to the Long Beach Unified School District (the District or LBUSD) to convey analytical results for soil samples collected at the District facility offices located at 2425 Webster Avenue, Long Beach, California ( Site ). Samples were collected per the District s request in order to provide analytical results for waste pre-characterization purposes in support of construction activities at the Site. Leighton Consulting understands that the project will consist of the removal of the existing 1-story portable buildings to make room for a new 2-Story Modular Office Building. The project is expected to generate approximately 100 cubic yards (CY) of excess soil for disposal from the upper 5 feet during grading and compaction operations. On September 28, 2017, Leighton Consulting collected four soil samples from two borings at depths between 0.5 and 2.5 feet below ground surface (bgs), approximate locations are shown on the attached map. The soil samples were collected in laboratory-supplied glass jars, appropriately labelled, placed in an iced cooler, and transported to Advanced Technology Laboratories under standard chain-of-custody protocol. Soil samples were analyzed for Total Petroleum Hydrocarbons (TPH) by EPA Method 8015B, Organochlorine Pesticides (OCPs) by EPA Method 8081, Volatile Organic Compounds (VOCs) by EPA Method 8260B, and Title 22 Metals by EPA Method 6010B/7471A. The purpose of this report is for waste pre-characterization of at least 100 CY of soil from the school. Four samples are generally sufficient in order to profile up to 500 CY of soil. It is Leighton s understanding that waste profiling and coordination with appropriate waste disposal facilities will be completed by a LBUSD contractor. Based on a comparison of soil analytical results to federal and state waste characterization criteria, the samples will likely be classified as non-hazardous, petroleum affected soil. TPH analysis included gasoline range organics (GRO, C6- C12), diesel range organics (DRO, C13-C22), and oil range organics (ORO, C23-C40). GRO was not detected in the samples. DRO was detected in two samples at maximum concentration of 6.4 milligrams per kilogram (mg/kg) and ORO was detected in the four samples at a maximum concentration of 6,200 mg/kg. The concentration of petroleum hydrocarbons detected will likely preclude the soil from being accepted at many Class III landfills, but should be accepted at some that allow petroleum hydrocarbons, such as Simi Valley Landfill. Low levels of OCPs were detected in the samples. VOCs were not detected with the exception of a trace concentration of toluene in one sample. Title 22 metals were not detected above hazardous waste criteria. Some landfills may require segregation of soil or additional analyses for acceptance and the contractor should verify acceptance criteria with the individual landfill prior to transport. The laboratory report attached to this memorandum should be utilized to prepare a waste profile for submittal to a disposal facility for acceptance. Alternatively, samples could be collected and analyzed from the stockpile generated from the utility installation project to be utilized for waste profiling. In general, observations should be made during any future site development/construction for areas of possible contamination such as, but not limited to, the presence of underground facilities, buried debris, waste drums, tanks, stained soil or odorous soils. Should such materials be encountered, further investigation and analysis may be necessary at that time. - 2
