Shared Cost Initiative

Transit Supportive Development

Transit Supportive Development Cooperative effort of NYS MPOs making use of shared planning efforts Plan s purpose: to introduce Transit Supportive Development (TSD) to Upstate & suburban areas; boost smart growth; to serve as prototypes for other communities; and to examine opportunities to see what can be done Using consultant team of Regional Plan Association & BFJ Planning $150,000 funding level

Plan identifies actions required to create most supportive land uses for TOD Identifies obstacles to integrated planning & helping provides insight regarding potential market, development size and zoning & parking issues Resulting products include schematic design for the project that supports transit use in each pilot community

Key Questions How can local land use development decisions in NYS be better integrated with regional transit networks & vice versa? What kinds of public policies and transportation investments can encourage transit supportive land use patterns? What role can MPOs play in working toward such outcomes. What are transferable lessons?

West Point Made use of the NYS MPO Conference at West Point to announce project parameters & to demonstrate successful TOD projects in Yonkers Resulted in 9 applications from Upstate communities who wanted to progress in TOD Steering Committee selected best projects that could serve as prototypes for municipalities statewide

Lessons Learned Technical challenges: gathering data for planning TSDs; explaining density Inter-municipal cooperation, competing agendas, conflicting interest Multiple jurisdictions all have decision-making powers under home rule Mechanisms need to be found to reach common ground; some are detailed in the 3 meeting reports & summarized in guidebook Results may vary depending on situation & points of view of decision makers Ways need to be found to get input from general public
