Phelan Loop Relocation Project: Operation Impacts There will be little if any effect on MUNI running times or costs in transitioning from the existing loop to the new one. They are operationally equivalent. The new loop will be closer to City College Passenger transfers between the 49/8X and K-line (EB) will be somewhat less convenient. Transfers between the 43 and the 49/8X will be more convenient. Phelan Loop 9
