Please note that MnDOT's review of this Comprehensive Plan Amendment AUAR does not constitute approval of a regional traffic analysis and is not a specific approval for access or new roadway improvements. As plans are refined, we would like the opportunity to meet with our partners and to review the updated information. Additionally, MnDOT has several construction projects planned in the area. Ramsey County, Arden Hills, and MnDOT should continue to work closely in planning for highway changes. MnDOT s staff has reviewed the Comprehensive Plan Amendment (CPA) and has the following comments: Freeways/Access: The maps do not clearly show the connecting road from CR H to CR I on the east side, which MnDOT believes is an important element. Planning: It has been noted that with this update, the old 2030 Socioeconomic (SE) data forecasts are still being used, which is technically ok. However, new 2040 SE data forecasts have been made available. Although the new 2040 SE data forecast control totals are similar to the old 2030 SE forecasts, they do shift some growth away from the exurbs to the urban core and 1 st ring suburbs, which results in slightly less negative traffic impacts on the regional system. Review Submittal Options: MnDOT s goal is to complete the review of plans within 30 days. Submittals sent in electronically can usually be turned around faster. There are four submittal options. Please submit either: 1. One (1) electronic pdf. version of the plans. MnDOT can accept the plans via e-mail at metrodevreviews.dot@state.mn.us provided that each separate e- mail is under 20 megabytes. 2. Three (3) sets of full size plans. Although submitting seven sets of full size plans will expedite the review process. The 427 acre TCAAP site, owned by Ramsey County, is located at 1661 Highway 96 West and 2020 Highway Avenue and generally situated north of Highway 96 West, south of County Road I West, east of Interstate 35-W and U.S. Hignway to, and west of Lexington Avenue North and Hamline Avenue North. Please see the attached CPA materials and notification letter for further information regarding the proposed amendment. In our review, we find that the proposed change in land use designation on the TCAAP site from Mixed Business and Mixed Residential to Neighborhood Residential, Neighborhood Transition, Town Center, Campus Commercial, Retail Mixed-Use, Office Mixed-Use, Flex Office, Public and Institutional, Utility, and Park and Open Space does not appear to impact the City of Roseville.
