1 Planning Commission Public Hearing August 13, rd Cycle 2012 Amendment Staff Report CPA Future Land Use Text change. Scenic Corridors Policy Update I. PROPOSED COMPREHENSIVE PLAN AMENDMENT A. Description of Request Request: This is a publicly initiated text amendment to the Community Design Component section of the Future Land Use Element. Background: Scenic Corridors policies and an associated map were adopted in the Future Land Use Element in Regulations to implement Scenic Corridor policies were adopted into the Land Development Code in These regulations are applied to all roads designated on the adopted Scenic Corridors map. In 2010, the Planning Commission formed working and technical committees to review and update the Scenic Corridor policies and map. Staff initiated Comprehensive Plan amendments were filed and presented at a Planning Commission Workshop and Public Hearing (CPA and 11 06). It was noted during the review of the Scenic Corridor program that a goal of the program is to improve the appearance of suburban and urban corridors through landscaping requirements for new development. Both the technical and working committee noted that other communities in Florida including Alachua County and the City of Tallahassee have programs intended to protect scenic vistas. At the Planning Commission Public Hearing on May 9, 2011, Planning Commissioners and Development Services staff recommended staff research the adopted map corridor by corridor to confirm the selection of roadways and their beginning and end points. Due to other work program priorities and the amount of staff time required to prepare a methodology and re verify the adopted corridors, Planning Commission staff withdrew the amendments.
2 Amendment Purpose: A new Scenic Corridor map (CPA 12 21) and this text amendment (CPA 12 20) are concurrently proposed as part of the third cycle of 2012 to extend the update deadline and convert the map to a digital format. This text amendment is intended to: 1. Recognize the proposed scenic corridors map update that is being adopted through a related Comprehensive Plan map amendment (CPA 12 21); 2. Extend the deadline for the scenic corridors program update to 2018; 3. Allow an alternate method of achieving the goals of the scenic corridor program such as a corridor based landscape requirement; and, 4. Encourage the creation of a scenic corridor program that protects roadways with extraordinary manmade or natural vistas. PROPOSED TEXT AMENDMENT FUTURE LAND USE ELEMENT COMMUNITY DESIGN COMPONENT: Policy : Recognize the scenic corridors, as illustrated in the Future Land Use Map series. By 2010, update the map and associated Land Development Code Standards, with input from the Board of County Commissioners, citizen groups, and pertinent agencies. Criteria for selecting specific corridors for further consideration should include the following: Protect and enhance corridors which are predominantly residential. Protect roadways with significant tree cover. Protect roadways with significant environmental sensitivity. Preserve roadways with predominantly rural character. Lessen the impact of roadway construction on existing communities. Unify and connect different communities. By 2018, update the scenic corridor program or alternatively, replace with a corridor based landscaping requirement into the Land Development Code. If a corridor based landscape requirement is adopted, consider developing a new scenic corridor program to recognize and protect public roadways that provide unique and extraordinary vistas of man made or natural features.

Conformance with the Future of Hillsborough 2025 Comprehensive Plan The proposed amendment is CONSISTENT with the following objectives and policies in the Future of Hillsborough Comprehensive Plan. FUTURE LAND USE ELEMENT COMMUNITY DESIGN COMPONENT GOAL 16: Provide aesthetically pleasing landscape treatment along roadways and in the right of way. Support its creation and maintenance within adjacent developments. OBJECTIVE 16 1: Ensure that publicly owned land and right of way is attractively and appropriately landscaped. Policy : Roadside plantings, such as trees lining both sides of roadways provide a traffic calming effect and are encouraged. Policy : Design roadway landscaping to include the following considerations: Planting that follows guidelines for vehicular safety. Landscaping in both the right of way and the medians. Preservation of existing vegetation where feasible. Policy : Policy : Policy : Policy : Provide for a unified and well designed landscape treatment. Where narrow rights of way limit opportunities for landscaping, planting easements should be considered through agreements with adjacent property owners. Provide development incentives to encourage private development to provide enhanced landscaping and retention facilities as amenities. Provide regularly spaced shade trees along the roads and adjacent to sidewalks. D. Staff Analysis Comprehensive Plan policies support the landscaping of corridors and preservation of vegetation. The scenic corridors program, created in the early 1990 s, improves the appearance of roadway corridors through landscaping in suburban and urban areas and protects natural vegetation in rural areas.
5 Extending the scenic corridor program update will provide staff time to explore an alternative corridor based implementation that uniformly enhances the appearance of roadway corridors, as well as, a traditional scenic corridor program that protects scenic vistas. E. Staff Conclusions and Recommendation In conclusion, staff finds the proposed amendment CPA consistent with the goals, objectives and policies of the Comprehensive Plan. It is recommended that the Planning Commission approve the attached resolution finding the proposed plan amendment CONSISTENT with the Future of Hillsborough Comprehensive Plan and recommend APPROVAL of this Future Land Use Element Text amendment CPA to the Board of County Commissioners. The adopted level of service for solid waste in Hillsborough County is 2 years of permitted landfill space, with 10 years of raw land under the control of the County available. 2. The County currently has years of permitted landfill space and additional area available to permit. 3. There is no initial capital investment required to maintain an adequate Level of Service with the projected impacts from the changes in the Land Use classifications. 4. Any annual operating costs resulting from the projected impacts will be recovered through the rates established for the Solid Waste Management System. 5.
