Hillsborough County City-Countyy Planning Commission 601 E Kennedy Blvd., 18 th floor, Tampa, Florida, theplanningcommission.org EXECUTIVE SUMMARY Meeting Date: Agenda Item: January 14, 2013 CPA Appendix G & Map 25 Long Range Transportation Plan Hillsborough County Right of Way Corridor Plan Presenter: Action Necessary: 361 Wally Blain, extension Yes SUMMARY: This is a publicly initiated text and map amendment to the Transportation Element of the Future of Hillsborough Comprehensive Plan for Unincorporated Hillsborough County. The Planning Commission n, pursuantt to Florida Statutes, is required to make a recommendation to the Board of County Commissioners on all proposed changes to the Comprehen nsive Plan. This amendment is part of the October 2012 Submittal The subject corridor in this amendment is Summerfield Boulevard between CR 672 (Balm Road) and Big Bend Road. During the plan review of several projects in the Summerfield area, County staff observed that the Summerfield Boulevard extension identified in the Corridorr Preservation Plan may not be a feasible project to construct under the current alignment between CR 672 (Balm Road) and Big Bend Road. The alignment currently passes through an existing residential subdivision south of Ambleside Blvd. Given this constraint, it does not seem feasible to reserve right of way for the future roadway along this alignment. As an alternative, County staff has identified a parallel north/south corridor to replace the current alignment. The new corridor would provide the same function and capacity as the current alignment. Modifying the Corridor Preservation Plan requires shifting the existing alignment to the east between CR 672 and Big Bend Road onn Map 25, and changing the name of the corridor listing in Appendix G to Clement Pride Road. RECOMMENDATION: Staff recommend ds that the Planning Commission n approve the attached resolution finding the amendment CPA Appendix G & Map 25 Long Range Transportation Plan Hillsborough County Right of Way policies of the Future of Corridor Plan CONSISTENT with the goals, objectives, and Hillsborough Comprehensive Plan and recommends APPROVAL to the Board of County Commissioners. Doughty, P.E., Chair Ramond A. Chiaramonte, AICP, Executive Director On motion of Seconded by The following resolution was adopted: WHEREAS, the Hillsborough County City County Planning Commission, in accordance with Laws of Florida, has developed a long range comprehensive plan for unincorporated Hillsborough County entitled the Future of Hillsborough: a Comprehensive Plan for Unincorporated Hillsborough County, pursuant to the provisions of Chapter 163, Part II, Florida Statutes and Chapter , Laws of Florida, as amended ; and WHEREAS, the Board of County Commissioners of Hillsborough County has adopted the Future of Hillsborough: a Comprehensive Plan for Unincorporated Hillsborough County by Ordinance 89 28, as amended; and WHEREAS, the Hillsborough County City County Planning Commission staff has received a request for a plan amendment to modify the limits of a proposed corridor between CR 672 (Balm Road) and Big Bend Road in Appendix G and Map 25 of the Transportation Element Map; and
RESOLUTION PAGE 2 Hillsborough County CPA January 14, 2013 WHEREAS, the Hillsborough County City-County Planning Commission has reviewed the proposal, has considered existing and expected future development patterns and community facilities in the respective area, as well as the adopted goals, objectives and policies of the Future of Hillsborough Comprehensive Plan as follows: Transportation Element Objective 1.5: Provide for and promote coordinated multimodal transportation planning, right of way protection, and project implementation across jurisdictional boundaries, to preserve the corridors for transportation use, to maintain transportation level of service for concurrency, to improve coordination between land use and transportation facilities, and to minimize the adverse social, economic, and environmental impacts of transportation facilities on the community. Policy 1.5.1: The Corridor Plan Listing, which is adopted as part of this Comprehensive Plan in Appendix G, and Map 25 which is contained in Appendix J, identifies right of way requirements, general alignments and standards for all transportation corridors primarily within the Urban Service Area to support development patterns as defined in the Future Land Use Element for a 30 year timeframe. Policy 1.5.2: By September 30th of each year following the adoption of this Corridor Plan, the County shall reviewed the Corridor Plan, and updated it as necessary, to address the growth and mobility needs of the County. Policy 1.5.3: All applications for development approval shall be reviewed for consistency with the adopted Corridor Plan and shall be approved only if they are consistent with the Corridor Plan. Policy 1.5.7: Where appropriate, work with the Florida Department of Transportation, Hillsborough Area Regional Transit Authority, and the Metropolitan Planning Organization to reserve a future transit ʺenvelopeʺ within existing or acquired rights of way in the following designated future transit corridors (see Map 15).
RESOLUTION PAGE 3 Hillsborough County CPA January 14, 2013 Policy 1.5.8: Coordinate the implementation of the Hillsborough County Transportation Element with the plans and programs of the Florida Department of Transportation, the Hillsborough County Metropolitan Planning Organization, the Tampa Bay Regional Planning Council, the Hillsborough Area Regional Transit Authority and the plans of adjacent jurisdictions. WHEREAS, the Hillsborough County City County Planning Commission reviewed the proposed map amendment and found it to be consistent to the goals, objectives, and policies of the County s long range plan as described in the attached staff report dated January 14, 2013; and NOW, THEREFORE, BE IT RESOLVED, that the Hillsborough County City County Planning Commission finds CPA Appendix G & Map 25 Long Range Transportation Plan Hillsborough County Right of Way Corridor Plan CONSISTENT with the Future of Hillsborough Comprehensive Plan and recommends the plan amendment be approved.
Planning Commission Public Hearing January 14, 2013 October 2012 Submittal Amendment Summary CPA Transportation Element Text and Map changes.. Appendix G & Map 25 Long Range Transportation Plan Hillsborough County Right of Way Corridor Plan I. PROPOSED COMPREHENSIVE PLAN AMENDMENT A. Description of Request Request: This is a publicly initiated text and map amendment to the Hillsborough County Transportation Element. Background: During the plan review of several projects in the Summerfield area, County staff observed that the Summerfield Boulevard extension identified in the Corridor Preservation Plan may not be a feasible project to construct under the current alignment betweenn CR 672 (Balm Road) and Big Bend Road. The alignment currently passes throughh an existing residential subdivision south of Ambleside Blvd (See Exhibit A). Given this constraint, it does not seem feasible to reserve right of way for the future roadway along this alignment. As an alternative, County staff has identified a parallel north/south corridor (See Exhibit B) to replace the current alignment. The new corridor would provide the same function and capacity as the current alignment. Summary of Changes: Modifying the Corridor Preservation Plan requires shifting the existing alignment to the east between CR 672 and Big Bend Road on Map 25, and changing the name of the corridor listing in Appendix G (See Exhibit C). Becausee a portion of the proposed alignment follows the existing Clement Pride Road the listing in Appendix G for Summerfield Blvd will be removed and the Clement Pride Road listing will be added to maintain an alphabetical listing. B. Review Agency/Department Responses Copies of Agency responses are included as an attachment to this report. No objections received.
C. Conformance with the Future of Hillsborough 2025 Comprehensive Plan The proposed amendment is consistent with the following objectives and policies in the Transportation Element of the Future of Hillsborough Comprehensive Plan. Objective 1.5: Provide for and promote coordinated multimodal transportation planning, right of way protection, and project implementation across jurisdictional boundaries, to preserve the corridors for transportation use, to maintain transportation level of service for concurrency, to improve coordination between land use and transportation facilities, and to minimize the adverse social, economic, and environmental impacts of transportation facilities on the community. Policy 1.5.8: Coordinate the implementation of the Hillsborough County Transportation Element with the plans and programs of the Florida Department of Transportation, the Hillsborough County Metropolitan Planning Organization, the Tampa Bay Regional Planning Council, the Hillsborough Area Regional Transit Authority and the plans of adjacent jurisdictions.
D. Staff Conclusions and Recommendation The proposed Text and Map Amendment furthers the Objectives and Policies of the Hillsborough County Comprehensive Plan that call for a transportation system to accommodate existing and future motorized and non motorized travel in Hillsborough County. The needs of the future transportation system are based on the Future Land Use Element. The location, type and intensity of future land utilization has a strong influence on the location and extent of the transportation system enhancement identified in Appendix G and Map 25. In conclusion, staff recommends that the Planning Commission approve the attached resolution finding the proposed Transportation Element text and map amendment CONSISTENT with the Future of Hillsborough Comprehensive Plan and recommends APPROVAL of this amendment to the Board of County Commissioners.
