The Planning Commission, pursuant to Florida Statutes, is required to make a recommendation to the Board of County Commissioners on all proposed changes to the Comprehensive Plan. This amendment is part of the July 2013 Submittal BACKGROUND The subject corridor in this amendment is the north/south road between North Dale Mabry Highway and Van Dyke Road. The applicant has presented updated information regarding this roadway identified in the Corridor Preservation Plan that it may not be a feasible project to construct under the current alignment between North Dale Mabry Highway and Van Dyke Road. The alignment currently passes through undeveloped parcels with environmental features. Concerns with the current configuration of Van Dyke Road and state owned right of way which overlaps a portion this proposed corridor have been raised. Given these constraints, it does not seem feasible to reserve right of way for the future roadway along this alignment. As an alternative, County staff has identified a process through any rezoning of the parcels to replace the current alignment. Modifying the Corridor Preservation Plan requires deleting the existing alignment between North Dale Mabry Highway and Van Dyke Road on Map 25, and eliminating the corridor listing in Appendix G. RECOMMENDATION: Staff recommends that the Planning Commission approve the attached resolution finding the amendment CPA Appendix G & Map 25 Long Range Transportation Plan Hillsborough County Right of Way Corridor Plan CONSISTENT with the goals, objectives, and policies of the Future of Hillsborough Comprehensive Plan and recommends APPROVAL to the Board of County Commissioners. Chiaramonte, AICP, Executive Director On motion of Seconded by The following resolution was adopted: WHEREAS, the Hillsborough County City County Planning Commission, in accordance with Laws of Florida, has developed a long range comprehensive plan for unincorporated Hillsborough County entitled the Future of Hillsborough: a Comprehensive Plan for Unincorporated Hillsborough County, pursuant to the provisions of Chapter 163, Part II, Florida Statutes and Chapter , Laws of Florida, as amended ; and WHEREAS, the Board of County Commissioners of Hillsborough County has adopted the Future of Hillsborough: a Comprehensive Plan for Unincorporated Hillsborough County by Ordinance 89 28, as amended; and WHEREAS, the Hillsborough County City County Planning Commission staff has received a request for a plan amendment to delete the proposed corridor between North Dale Mabry Highway and Van Dyke Road in Appendix G and Map 25 of the Transportation Element Map; and

4 RESOLUTION PAGE 2 Hillsborough County CPA September 9, 2013 WHEREAS, the Hillsborough County City-County Planning Commission has reviewed the proposal, has considered existing and expected future development patterns and community facilities in the respective area, as well as the adopted goals, objectives and policies of the Future of Hillsborough Comprehensive Plan as follows: Transportation Element Objective 1.5: Provide for and promote coordinated multimodal transportation planning, right of way protection, and project implementation across jurisdictional boundaries, to preserve the corridors for transportation use, to maintain transportation level of service for concurrency, to improve coordination between land use and transportation facilities, and to minimize the adverse social, economic, and environmental impacts of transportation facilities on the community. Policy 1.5.1: The Corridor Plan Listing, which is adopted as part of this Comprehensive Plan in Appendix G, and Map 25 which is contained in Appendix J, identifies right of way requirements, general alignments and standards for all transportation corridors primarily within the Urban Service Area to support development patterns as defined in the Future Land Use Element for a 30 year timeframe. Policy 1.5.2: By September 30th of each year following the adoption of this Corridor Plan, the County shall reviewed the Corridor Plan, and updated it as necessary, to address the growth and mobility needs of the County. Policy 1.5.3: All applications for development approval shall be reviewed for consistency with the adopted Corridor Plan and shall be approved only if they are consistent with the Corridor Plan. Policy 1.5.7: Where appropriate, work with the Florida Department of Transportation, Hillsborough Area Regional Transit Authority, and the Metropolitan Planning Organization to reserve a future transit ʺenvelopeʺ within existing or acquired rights of way in the following designated future transit corridors (see Map 15).

WHEREAS, the Hillsborough County City County Planning Commission reviewed the proposed map amendment and found it to be consistent to the goals, objectives, and policies of the County s long range plan as described in the attached staff report dated August 28, 2013; and NOW, THEREFORE, BE IT RESOLVED, that the Hillsborough County City County Planning Commission finds CPA Appendix G & Map 25 Long Range Transportation Plan Hillsborough County Right of Way Corridor Plan CONSISTENT with the Future of Hillsborough Comprehensive Plan and recommends the plan amendment be approved.

Appendix G & Map 25 Long Range Transportation Plan Hillsborough County Right of Way Corridor Plan I. PROPOSED COMPREHENSIVE PLAN AMENDMENT Description of Request A. Request: This is a privately initiated Element. Background: The applicant provided information to the County staff that the proposed north south roadway identified in the Corridor Preservation Plan may not be a feasible project to construct under the current alignment between North Dale Mabry Highway and Van Dyke Road. The corridor alignment passes throughh an existing environmentally sensitive area along the north side of Van Dyke Road. Additional information provided by the applicant highlights a portion off this proposed corridor which has already been acquired by the Floridaa Department of Transportation. Given these physical constraints, it does not seem feasible to reserve right of way for the future roadway along this alignment as originally intended. As an alternative, County staff has identified that throughh the course of the property s rezoning and development review process of this undeveloped site to replace the current alignment. The appropriate scale and location of new transportation infrastructure would be determined through the development review process. Furthermore, the assumptions regarding density and intensity of future development used for the application and analysis of this plan amendment, and ultimately guiding the consistency finding, will be coordinated through the zoning/land development process. Summary of Changes: Modifying the Corridor Preservation Plan requires eliminating the existing north south alignment between North Dale Mabry Highway and Van Dyke Road on Map 25. (Seee Exhibit C) ). Also the listing in Appendix G for the north south roadway will be removed B. Review Agency/Department Responses text and mapp amendment to the Hillsborough County Transportation Copies of Agency responses are included as an attachment to this report. Comments were received from HART, FDOT and the Fire Marshall. No objections were received.

Conformance with the Future of Hillsborough 2025 Comprehensive Plan The proposed amendment is consistent with the following objectives and policies in the Transportation Element of the Future of Hillsborough Comprehensive Plan. Staff Conclusions and Recommendation The proposed Text and Map Amendment furthers the Objectives and Policies of the Hillsborough County Comprehensive Plan that call for a transportation system to accommodate existing and future motorized and non motorized travel in Hillsborough County. The needs of the future transportation system are based on the Future Land Use Element. The location, type and intensity of future land utilization have a strong influence on the location and extent of the future transportation system identified in Appendix G and Map 25. In conclusion, staff recommends that the Planning Commission approve the attached resolution finding the proposed Transportation Element text and map amendment CONSISTENT with the Future of Hillsborough Comprehensive Plan and recommends APPROVAL of this amendment to the Board of County Commissioners.

The Hillsborough County Corridor Preservation Plan was adopted in The purpose of the Corridor Plan is to identify and protect future transportation right of way corridor. These corridors are shown as conceptual alignments on the plan. Detailed alignments would require further PD&E Studies or incorporated into development site designs. The Corridor Plan is intended to reflect the future build out needs of the County. The applicant states that the proposed alignment currently has some physical constraint with the existing roadways in the immediate vicinity as well as some environmental constraints and residential development which may prevent construction of the roadway and given these constraints, it does not seem feasible to preserve right of way for a future roadway along this alignment. The concerns expressed by the applicant, wetlands, roadway geometry and existing development are all intended to be addressed by future detailed studies (PD&E) and through the long range transportation planning process. These detailed studies (PD&E) are designed to fully evaluate all alternatives and recommend a preferred alternative as well as required mitigation for wetland impacts. The Corridor Preservation Plan Ordinance requires an annual evaluation of the Plan to assess the viability of the existing corridors as well as establishment of potential new corridors. In reviewing the applicant s request staff is of the opinion that the North/South Road segment from Exciting Idlewild Boulevard to North Dale Mabry Highway may be it conflict with the FDOT proposed frontage road along the east side of North Dale Mabry Highway. FDOT has proposed a frontage road concept that will run from Exciting Idlewild Boulevard to County Line Road in Hillsborough County. Funding has not been allocated for construction of the frontage road but a significant amount of right-of-

20 way has been acquired by FDOT. The right-of-way adjacent to the North/South Road has already been acquired by FDOT. The north/south corridor under review is intended to serve as a parallel alternative to Dale Mabry Highway for traffic in the immediate area. The proposed north/south corridor was originally proposed to serve as a reverse frontage road to accommodate the potential development that could be considered in the area around the corridor. The property impacted by the north/south corridor was originally recognized as having the potential for intense commercial development. Dale Mabry Highway was not considered to be sufficient to adequately accommodate the maximum level of development that could be considered for the area. The existing, approved Comprehensive Plan and applicable Community Plan designate the CMU-12 area as a Major Activity Center, and authorize up to 650,000 square feet of retail uses and up to 12 units per acre of residential use. In addition, the SMU-6 designation authorizes an additional 150,000 square feet of neighborhood retail/office uses, plus additional residential density. Under the applicable existing plan designations, approximately 800,000 square feet of retail/office uses and/or over 2,000 residential units could be considered under the existing Comprehensive Plan designations. The applicant has provided a travel demand modeling analysis that included two scenarios: Corridor Preservation Plan with the maximum development level that could be considered under the Comprehensive Plan Corridor Preservation Plan without N/S Road with alternate development level. The alternate development level in scenario #2 represents a small portion of the potential density/intensity under the existing, approved Comprehensive Plan designations for the property covered by the analysis. For the commercial/retail portion of the CMU-12 plan designation area the analysis assumes 275,000 square feet of building area; for the remainder of the CMU-12 plan designation area the analysis assumes 225 single-family residential units; for the SMU-6 plan designation area north of Exciting Idlewild Boulevard and between North Dale Mabry Highway and the FDOT frontage right-ofway the analysis assumes 200 multi-family units. Based on the anyalysis, the applicant is of the opinion that the north/south road is no longer justified given the reduction in trips. The projected traffic demand contained in the applicant s travel demand modeling analysis is summarized in Tables 1 and 2 below. Table 3 summarizes the traffic impacts of the roadways in the surrounding area. Existing Service HART operates flex transit service with smaller vehicles combining the features of traditional fixed route service with demand response on specified areas near the segments of Dale Mabry Highway and Van Dyke Road. See the attached map. The Northdale Flex service connects with local bus service (Route 36- Dale Mabry Highway/ Himes Avenue and Route 33-Northdale to University Area Transit Center via Fletcher Avenue) at the intersection of Fletcher Avenue and Dale Mabry Highway. Planned Improvements/ Future Needs The major update of the HART Transit Development Plan identifies the following unfunded transit needs within the intersection of Dale Mabry Highway and Van Dyke Road. Expansion of the Northdale flex service MetroRapid Service for Dale Mabry Highway Recommended Mitigation Measures The plan for future densities within the undeveloped areas could change, increasing the need to travel on congested segments of Dale Mabry Highway and Van Dyke Road. If the north/south road is removed, the County would need to create other options to meet the demands for travel from this area to connect to the Veteran s Expressway and Pasco County. If density increases, the following transit options can be explored to help alleviate congestion. Create a park and ride within the proposed area to accommodate transit express service, carpools, vanpools and other transit services. Create new express service that would connect to the Veterans Expressway and major employment centers Expand transit flex service to this area with improvements to existing roads for transit circulation and pedestrian /bike connection.

SECRETARY Mr. Hassan Halabi, Senior Planner The Planning Commission 601 East Kennedy Boulevard, 18 th Floor Tampa, FL Re: Hillsborough County Proposed Amendment: April 2013 Submittal Cursory Review (CPA 13-04) Dear Mr. Halabi: We have reviewed the County initiated Comprehensive Plan (the Plan) Amendment April 2013 Submittal according to Chapter 163, Florida Statutes, and our review guidelines. The Department is providing the following cursory assessment. Background: With an estimated 2010 population of 832,340 (County estimate), unincorporated Hillsborough County is 909 square miles in size. Land uses with large amounts of acreage include residential, agricultural, public/quasi-public and commercial. The cities of Tampa, Temple Terrace and Plant City are located within Hillsborough County. Numerous federal and state facilities traverse the county, including I-4, I-75, I- 275, US 41, US 92, US 301, SR 60, SR 574, SR 580, and SR 589. Proposal: The County is proposing several modifications, including three land use plan amendments and one map amendment. CPA 13-04: This would modify the Corridor Preservation Plan by removing the North-South roadway extending from Van Dyke Road to North Dale Mabry. According to the Plan Amendment, The alignment currently has some physical constraint which may prevent construction of the roadway... Given this constraint, it does not seem feasible to reserve right of way for the future roadway along this alignment. Comments: Although a relatively short segment, this North-South facility offers some parallel relief to North Dale Mabry (and from Veterans Expressway to US 41, Dale Mabry is part of the Strategic Intermodal System (SIS)). Average Annual Daily Traffic in 2012 along this segment of Dale Mabry was 36,000 to 44,500 vehicles. A study performed in 2003 ( Dale Mabry Highway and Van Dyke Road: Sub-Area Transportation Study ) suggested that 2025 volumes on this segment south of Dale Mabry would range from 12,000 to 22,000 daily trips and that indeed the road would provide an alternative to Dale Mabry. The North-South corridor, in this study, is part of

28 Mr. Hassan Halabi July 23, 2013 Page 2 a larger roadway extending northward to Lutz Lake Fern Road and SR 54. Dale Mabry 2025 volumes in this area are in the 30,000s to 40,000s. Although the North-South corridor is not on the 2035 Long Range Transportation Plan, based on this earlier study, it does have an effect on traffic volumes. Technical Comments: The North-South corridor alignment acts as a parallel reliever to North Dale Mabry, an important SIS facility. Parallel relievers to SIS facilities are critical to maintaining existing and future acceptable levels of service along those facilities. This segment is also an integral part of the North-South corridor that connects to Pasco County through Sunlake Boulevard. In response to alignment concerns, a routing study or PD&E study for a desirable alignment would typically occur prior to finalizing the North-South corridor. Upon initiation, a routing study could utilize portions of the department s North Dale Mabry frontage road system to minimize impacts to environmental and single family land uses. Furthermore, efforts to explore a continuation of the North-South corridor along that segment of North Dale Mabry from Exciting Idlewild Road south to the Van Dyke Road/North Dale Mabry intersection could address the existing North-South corridor alignment s negative impacts. Recommendation: Based on the comments above, the Department encourages the County and the MPO to assess the effects of this North-South corridor in the larger context of future traffic demand within this area and that the results weigh heavily on staff s final proposal with regard to the North-South corridor. The 2003 Dale Mabry Highway and Van Dyke Road: Sub-Area Transportation Study prepared by the Planning and Growth Management Department at the request of the Board of County Commissioners is attached herein as a resource document that addresses the adequacy of transportation infrastructure at time of publication. CPA 13-05: This is a proposal to modify acres from Residential-4 (RES-4) to Suburban Mixed Use-6 (SMU-6) north and west of US 301 and south of Ohio Avenue. I-75, US 301, and SR 582 (Fowler Avenue) are roads of state importance, and of the three, only I-75 appears deficient based on the new 2013 FDOT Quality/Level of Service Tables. Therefore, the Department urges that a transportation impact study be undertaken to determine the impacts of the additional traffic based on the change in use. CPA 13-06: This would amend 35 acres from RES-4 to Community Mixed Use-12 (CMU-12) south of Van Dyke Road and west of Lakeshore Drive. State Road 568 (Veterans Expressway), SR 589 (Veterans Expressway), and SR 597 (Dale Mabry Highway) are all located in this area, and Dale Mabry north of Veterans Expressway appears to be deficient based on the new 2013 FDOT Quality/Level of Service Tables. Based on this, the Department urges that an assessment of the impacts of additional traffic based on the highest and best use be carried out. CPA 13-07: This proposal would change acres from Agricultural Rural-1/5 (AR-1/5) to Residential-1 (RES-1) northwest of the intersection of Lithia Pinecrest Road
