Construction Products Regulation (CPR) Update Graham Simons Technical Manager, FIA
What are we talking about? Construction Products Regulation 305/2011 EU (CPR) Replaced Construction Products Directive (CPD) Declaration of Performance (DoP) replaced the CPD, DoC Effective since July 2013 CPR has been updated by Delegated Regulation 157/2014 CIE Control and Indicating Equipment EN 54-2, Options with Requirements (OwR) How and when do we specify CIE OwR? How do we verify equipment meets the standards?
So What s Changed? Delegated regulation 157/2014: Describes how a DoP may be made available on a web site Free of charge to recipients of the product Link to a DoP by a unique product-type ID code Accessible for >10 years after placed on the market Site to be monitored to ensure access
How do Products and Systems comply? Product / Component Installation / System Legislation Construction Products Regulation (CPR) Regulatory Reform (Fire Safety) Order + other Standards Proof of Conformity EN 54 Series, EN 1155, EN 12094-1 CE marking, DoP, CoP, (CoC under the CPD) BS 5839-1, BS 5839-6, BS 5839-8, BS 5839-9 BS 5839-1 Commission Cert. BAFE SP203 & LPCB 1204 schemes
How do products show compliance? Fire alarm systems must comply with: Low Voltage Directive (for electrical safety) EMC directive (for reliability and coexistence with other equipment) Construction Product Regulations (for safety performance) Possibly other legislation such as ATEX Directive Compliance shown by CE mark plus: DoC for most Directives - Manufacturers can self declare conformity DoP + manufacturers documentation for CPR; Need 3 rd party approval Some equipment does not yet have an EN 54 standard Repeaters, video fire detectors, tactile alarm devices Need to consider if a repeater is essential for fire safety?
Selection of EN 54-2 OwR Options with Requirements Allows for variation in performance Flexibility in providing functions to meet different applications Functions required are determined by a fire risk assessment Function Option with Requirements EN 54-2 Clause Indications Fault signals from points 8.3 Alarm counter 7.13 Controls Delays to outputs 7.11 Outputs Fire alarm device(s) 7.8 Output to fire alarm routing equipment 7.9.1 Automatic fire protection equipment type A, B or C 7.10.1, 7.10.2, 7.10.3
Selection of OwR (Indications) Title OwR Application Additional notes Fault signals from points 8.3 Not in BS 5839-1 Maintenance information: No fault - device is connected & working Only available on addressable CIE Total loss of power 8.4 Alarm Counter 7.13 Not required in UK Not required in UK Indication for 1 hour when both the mains and the standby battery have failed (Auxiliary battery) Non-resettable counter of the total number of fire activations
Dependency on more than one alarm Also known as coincidence detection BS 5839-1 recommends this to reduce false alarms Type A: 7.12.1 Fire condition with two signals from one detector, (double knock) or Fire condition with two detectors in the same zone May reduce unwanted alarms from unoccupied premises Type B: 7.12.2 Similar to A but confirmation may come from a different zone Sometimes used in extinguishing systems Type C: 7.12.3 Fire signal may come from a MCP or a fire detector Used in occupied premises with a staff alarm
Other control functions Title OwR Application Additional notes Delays to outputs 7.11 Recommended in BS 5839-1 for false alarm reduction Similar to coincidence Type C Time delay after the first signal Occupied premises with a staff alarm Disablement of address points 9.5 Not in BS 5839-1 Only available on addressable CIE, offers increased control Test condition 10 Not in BS 5839-1 Test condition allows a FDAS to be tested zone by zone avoiding a full system alarm
Output signals Title OwR Application Additional notes Fire alarm device(s) Output to fire alarm routing equipment 7.8 7.9.1 Recommended in BS 5839-1 for life safety. Sometimes required for property protection Recommended in BS 5839-1 for property and residential care Includes both non addressable alarm circuits, or addressable devices on a loop Output to operate EN 54-21 device sending a signal to an ARC. MCP is recommended in BS 5839-1 Alarm routing equipment confirmation 7.9.2 Not required in the UK A signal on the CIE to confirm that the ARC has received the signal
Automatic fire protection equipment Interface with extinguishing system, fire doors, fire dampers, smoke curtains or lifts and HVAC Type A: 7.10.1 Output stays active while in fire and is not turned off when silenced May require multiple outputs for different systems Type B: 7.10.2 As type A but requires an indication of operation of the output Type C: 7.10.3 As type A but requires a confirmation signal from the equipment Monitoring of automatic fire protection: 7.10.4 Indication on the CIE of faults from the fire protection equipment
Other output signals Title OwR Application Additional notes Fault Warning routing equipment 8.9 Recommended in BS 5839-1 when standby duration is >72 hrs Fault signal from the CIE is sent to the ARC to inform of a fault, particularly a power fault Standardized I/O interface 11 Not required in the UK Required in some countries to interface to a fireman s panel
How do we show options on a DoP? Essential characteristics Perf* Article in EN 54-2 Operational reliability (when provided) Pass 12 (Product documentation to list OwR)** Fire alarm device(s) Pass 7.8 Fire alarm routing equipment (FAR) Pass 7.9.1 Confirmation signal from FAR NPD 7.9.2 Auto Fire Protection equip. type A Pass 7.10.1 Auto Fire Protection equip. type B Pass 7.10.2 Auto Fire Protection equip. type C NPD 7.10.3 Fault monitoring of FPE NPD 7.10.4 * NPD: No Performance Determined. Also used when an optional characteristic is not provided ** EN 54-2, 12.2.1: The manufacturer shall submit to the testing authority a description of the equipment, including a list of the optional functions with requirements of this Standard
How do we show options on a DoP? Essential characteristics Perf* Article in EN 54-2 Delay to outputs type C, E & G Pass 7.11.1 Able to switch delay to outputs off Pass 7.11.2 Dependency on >1 alarm type A Pass 7.12.1 Dependency on >1 alarm type B NPD 7.12.2 Dependency on >1 alarm type C NPD 7.12.3 Alarm Counter NPD 7.13 Fault signals from points Pass 8.3 Total loss of power supply NPD 8.4 Fault warning routing equipment NPD 8.9 Disablement of addressable points Pass 9.5 Test condition Pass 10 Standardised I/O interface NPD 11
