This subdivision proposes 13 new lots on 18.83 acres of land located off Highland Avenue. The access for this subdivision will come off from Highland Avenue and utilize the existing private way (Banagher Way). EXISTING CONDTIONS The existing 19.34 acre site currently houses a single family residence, located on Banagher Way, a private way off Highland Ave. The land consists of a large cultivated field and woods. The parcel also contains 5.33 acres of wetlands. The land is zoned R-2, R-F and I. As part of the plan a proposed land swap will transfer roughly 0.51 acres to the abutting Jackson lot, reducing the overall area of the developed lot to 18.83 acres. NET RESIDENTIAL DENSITY CALCULATIONS Net Residential Density Calculations have been completed by subtracting the total area of wetlands and stormwater facilities from the total area. The available upland for development equals 547,569 square feet or 12.6 acres. Allowable density for the site is two dwelling units per acre resulting in 26 lots. OPEN SPACE Since this development falls under the Required Conservation Subdivision Ordinance; it must be designed with at least 50% Open Space. The total area of the lot is 18.83 acres (820,240 sf); therefore 9.42 acres of open space is required. The amount of Open Space provided is 10.35 acres (450,700 sf) which is greater than the 9.42 acres required. 10.35 acres represents 54.9% of the total lot. The open space is proposed to be used as passive recreation. -1-
LOT SIZE The minimum lot size required is 7,500 sf. The 13 building lots range in size from 18,086 sf to 36,643 sf. PERMITTING This project requires the following permits prior to construction: TRAFFIC IMPACTS Subdivision Approval Town of Scarborough Planning Board Stormwater Permit Maine DEP Scarborough Sanitary District Approval NCS retained the services of Traffic Solutions to complete a traffic assessment for the proposed development. The 12 trips generated by the project do not require and road roadway improvements. Traffic Impact fees were also calculated and can be found in the Assessment. STORMWATER MANAGEMENT NCS has prepared a Stormwater Management Report that describes the approach used to alleviate any increase in runoff due to the development of this project. The project will introduce 1,200 feet of new road in a mostly undeveloped area. In order to ensure that there is no off-site increase in stormwater a infiltration basin is proposed to capture, treat and detain the stormwater. 8 lots will be treated by individual bioretention cells (Rain Gardens). Each Rain Garden is designed to treat a typical lot consisting of developed area (lawn) and impervious area (driveway). Every dwelling will be constructed with a Roof Dripline Filter BMP designed to treat the stormwater off each roof. No increase in stormwater runoff will be realized due to the development. UTILITIES Each lot is to be served by Underground Electric/Cable/Telephone service. An 8 watermain is proposed to tie into the existing Portland Water District main in Highland Avenue. All homes will be served by individual sewer ejector pumps tied to a low pressure sewer forcemain that will tie into gravity sewer located at the Highland Avenue/Pleasant Hill intersection.
