Review by Public, Staff and Advisory Groups REZNING After an application is received, staff in the Rezoning Centre seek input from various City departments, the public, and advisory groups to the City, such as the Urban esign Panel, Vancouver Heritage Commission, etc. WE ARE HERE Staff Analysis and Conclusions The application is then evaluated by Planning staff, taking into consideration the input received from the various City departments, the public and advisory groups. Rezoning Report and Recommendations to Council A report is written which provides a complete analysis of the application and a recommendation that it be referred to a public hearing and approved or refused. Public Hearing A decision is made by City Council to approve or refuse the rezoning application. Refuse If a refusal is recommended, the applicant may appeal to City Council directly on why the application warrants consideration at a hearing. Council may refuse the application or refer it to a public hearing for further consideration. The Policy Statement was developed over a year long collaborative and consultative planning process led by the City of Vancouver with help from VCH and the surrounding community. Policy Statement irections REZNING Land use A complete community with a mix of uses including: residential market and rental housing with 20% of all units as affordable rental housing; local-serving retail; health-care related housing and facilities; recreational facilities; and vibrant social spaces including a City park, plazas, walkways and farm. Height and massing A range of building types, forms and heights from 3 to 28 storeys with a maximum gross density of 2.8 FSR (3.1 m sq ft.). pen space A 2.5 acre City park and additional open space including a public plaza and other landscaped features throughout the site. Community amenities Community facilities and health services including a community health centre, YMCA with a therapeutic pool, farm and open space. CAMBIE CRRIR ISTRICT ENERGY Visible Green Buildings will express green elements as well as embody green building and passive design: green roofs and terraces, roof-top gardens, trees and plantings on upper levels and balconies, green walls, and supports for vertical plant growth. Sustainable Food Systems Sustainable food system the means by which food production, access, distribution, consumption and waste management are integrated to enhance the environmental, economic, social and nutritional well-being of the city and residents. Site specific strategies could include community gardens and orchards, edible landscaping, community kitchens, community food markets, composting, and other facilities to support local food system activities.
3 PEARSN GW Rezoning pen House - February 23 & 27 Schools and Transit Schools Pearson ogwood is within Jamieson Elementary and Churchill Secondary catchment areas. Laurier Elementary is also in close proximity to the site. The Vancouver School Boards (VSB) preference and priority is to accommodate students in their neighbourhood school. However occasionally capacity issues may arise at a school and district staff will explore options including not accepting cross boundary students, REZNING accommodating overflow students in adjacent school facilities where there is space, and exploring portables/building additions where feasible. VSB staff is monitoring population growth and enrolment demand to determine the potential timing for expanded school facilities serving the area. Laurier Annex was identified in the 2013/2014 Five Year Capital Plan to expand its capacity to a full-size elementary school to meet anticipated population growth in the Marpole area. The provision of schools is a provincial responsibility, and the timing of funding approval is therefore at the discretion of the Ministry of Education. Hospitals Both Vancouver General Hospital and BC Women and Children s Hospitals have long term plans and rezoning approvals in place, which permit expansion and replacement of existing buildings. A Community Health Centre is proposed for the Pearson ogwood lands. This will provide a range of health care services in South Vancouver. We continue to work with our partners and Vancouver Coastal Health regarding population projections and related health care expansion needs. Transit City staff have worked with TransLink to assess the Canada Line s capacity to accommodate increased growth along the corridor. The assessment indicates that there is potential to increase the current line capacity from 6,100 pphpd (persons per hour per direction) today to 15,000 pphpd, given appropriate investment in infrastructure upgrades and operating levels (refer to chart).the area is also served by high frequency bus service. The amount of the contribution and the mechanism for how it is delivered will be determined through this rezoning process.
