Project Summary PROPOSAL: The applicant is requesting final approval of landscaping and fencing to facilitate the installation of the detention basin. The Village has worked with the neighbors to the south of the detention basin to have them specify what type of fencing they would like to have along the property line. The neighbors to the west of the Lehigh right-of-way would like a 7.0-foot tall unfinished cedar dog-ear fence. To the east of the Lehigh right-of-way the neighbor would like a 5.0-foot 50% open cedar dog-ear picket fence with to be able to see into the detention basin and also provide security. The applicant has worked with the Village arborist to select appropriate materials for the detention basin. The proposed planting size for all deciduous trees will be a 3.0-inch caliper and evergreen trees will be planted at a 6.0-foot height. Shrubs will be planted at a 24.0-inch height. BACKGROUND: The Village of Glenview ( The Village ) and the Glenview United Methodist Church ( The Church ) have entered into an agreement in which the Church will sell approximately 2.7 acres to the Village in order to facilitate the construction of a stormwater detention basin on the subject property. The installation of this detention basin is intended to provide flooding relief for the surrounding areas, as part of the Dewes/Henley/Harlem improvements the Village will be reconstructing a number of streets and installing new storm sewer. The improvements will include: Replacement of existing storm sewer structures, pipes, and increased inlet capacity at all intersections Addition of new inline detention and conveyance - approx. 3,500 feet of new 42 and 48 large diameter storm sewer pipe to be constructed within Village Right of Way on Dewes, Elm, Henley, and Lehigh within the project limits Additional new stormwater detention - eight to ten acre-feet (3,000,000 gallons) of new storage to be constructed New and upgraded water main system Removal and replacement or lining of all existing public sanitary sewers New pavement and curb & gutter aesthetics positive appearance to the neighborhood Final parkway restoration In conjunction with the construction of the detention basin, the Church is requesting approvals to subdivide the property and make alterations to the existing site improvements and structures, due to the proposed detention basin improvement. The proposed modifications include the relocation and expansion of the playground area for the existing daycare program, the construction and/or relocation of sheds on the property, and future construction of a detached garage on one of the newly created lots. 3
Appearance Commission Review APPEARANCE PLAN COMMENTS: Staff comments after evaluating the proposal for compliance with the Appearance Plan: Building Design Criteria from Appearance Plan: Quality of design and relationship to surroundings Good scale and harmonious conformance with neighboring development Materials with architectural character and harmony with adjoining buildings Building components with good proportions and relationship to one another Harmonious colors Avoidance of monotony; avoidance of inappropriate, incompatible, bizarre and exotic designs Staff comments: o Staff has coordinated with the applicant on the included submittal which substantially complies with the Appearance Code criteria. o The petitioner shall furnish material and color samples of all proposed building materials for review by the Appearance Commission at the meeting. Landscaping Criteria from Appearance Plan: Grades of walks, terraces and other paved areas shall provide an inviting and stable appearance for walking, and if seating is providing, for sitting. Landscape treatment shall be provide to enhance architectural features, strengthen vistas and provide shade. Plant material shall be selected for interest in its structure, texture, and color and for its ultimate growth. Plants should be indigenous, hardy, harmonious and of good appearance. Where plants are susceptible to injury they should be protected. Staff comments: o The Appearance Commission should consider whether the proposed landscaping plan is appropriate. POTENTIAL NEIGHBORHOOD IMPACTS: The proposed development would be subject to additional review through the building permit process for compliance with all other building, life safety, and engineering. Throughout the duration of construction, all construction activities would be required to comply with the requirements of the Municipal Code & State law. As of press time, staff had not received any correspondence from the public regarding the proposal. 4
