6 What is a Comprehensive Drilling Plan? A comprehensive drilling plan, or CDP, outlines our path to oil and gas production, before we begin drilling in Boulder County. A CDP is an operator-initiated planning tool that allows a company to take a broader approach to oil and gas planning and permitting. The CDP will identify future oil and gas activities in a defined geographic area; facilitate discussions between operators, surface owners, and state and local officials; identify potential impacts resulting from the planned activities; and develop agreed-upon ways to minimize them Crestone Peak Resources 6
7 CDP Stakeholders 2017 Crestone Peak Resources 7
8 CDP Benefits Conditions of approval: Allows for a variety of stakeholders to provide input for consideration in the planning process Predictability: Through the thorough review process, a predictable plan and approach is established, providing visibility into long-term operations Comprehensive permitting process: The CDP allows for better visibility into permitting, taking a holistic approach to permit review and approval Collaboration: This increased dialogue between Crestone, state and local regulators and the community helps ensure that everyone has a part in developing responsible drilling plans 2017 Crestone Peak Resources 8
9 CDP Process 1. Initial planning Development of initial preliminary plan for submission to involved stakeholders and public for early review/feedback 2.
