4 Phase I Ordinances- Issues The Land Use Department received a total 45 comments on all three ordinances (23 for GP; 5 for the NPOD; and 17 for the EED) Comments were reviewed, recorded, and available on line. Three ordinances were paused from 1 DEC 15 Planning Board Public Hearing agenda. Examples of concerns among other things was that the Guiding Principles as an appendix to the UDC, and the NPOD and EED future applications superseding current UDC language.

7 GUIDING PRINCIPLES- Phase I Principles to guide design decisions that create character, place, and value. Previous planning studies and master plans, the Land Use Action Plan and public input provide the foundation for Guiding Principles. Next steps: Marco Boyce is the lead planner for the GP ordinance Focus Group scheduled for February 3, 2016 Next ordinance submission estimated to be May 24, 2016

14 Neighborhood Preservation Overlay- Phase I (Short-term UDC Amendment) Establishes clear neighborhood compatibility standards regarding the distance, height, scale, and design of development Three (3) years after the effective date of this Article, applications for NPOD designation will be limited to Pike Creek, Concord Pike, Rt. 9, Kirkwood Hwy., Newark / Rt. 273 Corridor, Claymont, and where a NPOD designation is supported by a WILMAPCO study. Next steps: Janet Vinc is the lead planner for the NPOD ordinance Focus Group scheduled for April 6, 2016 Next ordinance submission estimated to be May 24, 2016 Example
