3 Urban Design Guidelines establish a consistent level of design excellence for new intensification and infill development throughout the City.

4 To articulate objectives for placemaking and high quality urban design; To set design objectives and Performance Standards for building, landscape and site design; and To provide a clear set of expectations for City Staff, the public, and members of the development community, including developers, planners, architects and landscape architects.

7 Should be referred to when designing any type of building in the City of Vaughan Is organized as a series of Performance Standards that contains an overall objective and guidance. The UDG are supported by technical reference materials. They contain relevant design details. They are subject to change over time.

8 Reading a Performance Standard Each Performance Standard is made of four elements including: The objective; The mandatory and directional standards; The supporting image and/or directional diagram; and The policy references and related guidelines. These elements are intended to be read together but depending on the type of approval being sought the Urban Design Brief may need to focus on certain elements of each standard.

9 The Green Approach combines landscape and building performance standards to support urban variety, sustainable landscapes and design excellence in Vaughan.

16 Subdivision and Site Plan Applications with phased construction require a detailed phasing plan. Phasing plans articulates a clear architectural and design vision and describe a strategy for public and private realm elements in text and in drawings.

18 The level of detail required for a submission determined during the pre-consultation meeting. Development proposals will be reviewed to ensure that the appropriate level of detail Performance Standards are followed in all approval processes. The applications fall into two categories. 1. Demonstrated ability to achieve the guidelines as design gets more detailed Official Plan Amendment Zoning By-law Amendment 2. Achieves the Guidelines Plan of Subdivision Site Plan Control

19 Varying Scales of Design Development proposals become more refined as the design gets more detailed (less detail to more detail i.e. Official Plan Amendment is requires less detail than and Site Plan Approval, etc). Applies to all scales of development including lot design, consolidated lot design and large site development. The pre-application consultation meeting will ensure that the level of effort required by the owner/developer team matches the scope and scale of the proposed development. An urban design brief will be required for most applications.
