4 Government Policy Statements - New Developments 20 June 2010: From 1 January 2011 NBN Co is the wholesale provider of last resort in New Developments and is providing fibre to all new developments of >100 premises within the fibre footprint Developers are responsible for pit and pipe infrastructure or in MDUs, pathways for fibre infrastructure to be reticulated Telstra continues to be the retail provider of last resort (as the sole Universal Service Provider (USP)) Clarification Statement 9 Dec 2010 (as amended) From January NBN Co is responsible for provision of Fibre to all new developments of 100 premises or more. Telstra is responsible To deliver telecommunications infrastructure and services to new developments of <100 premises To deliver a standard telephone service to End Users in all New Developments in which retail services are not offered by other RSPs Developers can still use other fibre providers if they wish 4

5 Developers - Process and Responsibilities 1 Register all requests for fibre infrastructure from NBN Co online at Sign and return the NBN Co developer agreement Design and install pit and pipe infrastructure to NBN Co specifications and standards and Transfer ownership of pit and pipe infrastructure to NBN Co before fibre can be installed Provide NBN Co with 3 months notice prior to the first service connection date

18 Key Commercial Timelines First Active Services are expected to be available in New Developments from 8 th August 2011 In order to connect to NBN Co New Developments, Access Seekers should note: Between 8 August and Ready for Commercial Service (RFCS) we expect Services will be supplied under the First Release Trial Agreement and certification through the Onboarding process will be required From RFCS onwards (October 2011 onwards) we expect Service will be supplied under the Wholesale Broadband Agreement (WBA) and again, certification through the On-boarding process will be required 18

25 End User Premises - Location of the NTD NBN Co will provide and normally install the Network Termination Device (NTD) internally The standard installation includes the following components: Premises Connection Device Provides a termination point and slack storage for the service drop. Fibre Wall Outlet To be used to terminate the patch lead from the PCD. This will be installed on an external wall in the room where the End-User requires the NTD to be installed. Internal Network Termination Device The standard NTD for NBN FTTP installations. Power Supply Unit Always to be installed inside the premises in a sheltered, secure location close to the NTD. 25 NBN Co Limited 2011

26 End User Premises - Location of the NTD Single Dwelling Units (SDU) For new premises, NBN Co recommends Internal Communications Cabinet; also known as a Home Distributor. The Home Distributor cabinet may be utilised as both the NBN Co communications cabinet and the internal premises wiring cabinet. Multi-Dwelling Units (MDUs) EXTERNAL cable feed MDUs similar to SDUs in that the connection to the premises is via an external underground conduit into each individual End-User Premises. INTERNAL Cable Feed MDUs have a communications distribution point within the building, with the cable reticulated throughout the building via internal riser shafts, cable trays and/or conduits. NBN recommends a Home Distributor be installed in each unit to accommodate the NTD & PSU. * The NTD and PSU must to be located within, or adjacent to, the Home Distributor cabinet. Home Distributor The following must be installed within the Home Distributor cabinet: A dedicated 240V GPO (power-point) NBN Fibre Distributor A dedicated circuit breaker at the distribution panel for the NBN Co PSU. 26 NBN Co Limited 2011

27 Building Wiring NBN Co will provide a Building Wiring Guide for Builders /Developers For data services to be simultaneously available at multiple locations, the Home Distributor cabinet requires the installation of active equipment - a switch, hub or similar If the building owner requires data and/or voice services to present at multiple locations, a centralised premises wiring location and patch panel (in addition to the Home Distributor cabinet) is required. The NTD is not designed to hub, switch or otherwise reproduce traffic across multiple ports and therefore cannot be used as a means to simultaneous connect multiple locations in the house using this device. 2. NBN Co will not provide the Home Distributor cabinet, active equipment or customer wiring for multiple locations. 3. 29 NBN Co Supply Terms - Timeline First Release Sites (Trial) Agreement - Fibre : Now until 30 September 2011 First Release Sites (Trial) Agreement extended to encompass New Development sites Terms of the contract to be automatically varied to incorporate New Development locations as they become available. Access Seekers can approach NBN Co to execute the agreement and commence on-boarding Wholesale Broadband Agreement : 1 October onwards Wholesale Broadband Agreement (WBA) will be NBN Co s primary vehicle to govern supply of fibre services From 1 October New Development sites are expected to be fully supported by the WBA NBN Co expects to commence billing for services delivered from this date NBN Co is presently conducting a public consultation on the WBA 29
