The following provides further description of specific master plan components as identified in the Campus Master Plan. These Government Campus features give character and theme to the development, respond to workshop participant desires and consensus, and address campus needs as identified throughout the process. The description of Campus Master Plan components progresses from south to north along County Center Drive. THE PRIMARY CAMPUS GATEWAY The primary gateway at County Center Drive and Nelson will be a welcoming gateway to campus users and visitors. It introduces the presence of basalt stone and water that is characteristic of the region and celebrated in the new campus aesthetic. The intersection is widened and will be signalized. Poplar windows accent the gateway signage and full-turning movements are accommodated at the intersection. THE LOWER HEALTH AND HUMAN SERVICES PLAZA/ NEIGHBORHOOD Adjacent to the primary gateway at Nelson and County Center Drive is the lower portion of the Health and Human Services neighborhood. One two-story and one one-story building articulate the east side of this neighborhood with a two-level parking structure adjacent the Highway 70 edge. A central plaza is created by building placement with a 10 grade change at the center. This grade change is celebrated with a cascading water feature at the center of the plaza and, along with shade trees and landscape, provides for a comfortable gathering space for campus users and visitors. Auto drop-off is accommodated adjacent the parking structure entrance. THE FREEWAY EDGE AND UPPER HEALTH AND HUMAN SERVICES NEIGHBORHOOD The upper portion of the Health and Human Services neighborhood emphasizes the Highway 70 exposure to the Government campus. One-story, two-story and three-story buildings will feature signature/iconic architecture that will celebrate the Government Campus character to the region. Sculpture and lavender row crops will serve to further advertise the campus and deliver a Government Campus aesthetic unique to the region. One level of parking will be tucked under the two- and three-story buildings, and be accessed off Court Street. A heavily landscaped courtyard will be the foreground/arrival to this neighborhood from County Center Drive. 47

THE PUBLIC WORKS YARD The Public Works Yard is relocated from the west side of the campus to the southeast corner and is accessed off Del Oro Avenue and Mono Avenue. One two-story and two one-story buildings accommodate Public Works and General Services administration, shops and service yards. A formal user/ visitor entrance is located on the north side of the two-story building, providing direct access to the Historic Hospital food service conversion. The entire neighborhood is buffered from Campus views and adjacent land uses with Poplar windows and evergreen trees. A drop-off service access and circular drive is located to the east of the two-story building. THE CAMPUS CORE The Campus Core is envisioned to be the heart of the campus and houses general government offices and food service with the conversion of the Historic Hospital. A two-level parking structure, a two-story office building and two one-story office buildings will surround a central green mall that is on center line with a gazebo overlook of the thematic lake and the stage/ memorial obelisk at the west cemetery edge. Lush landscape, lake views, large social gathering, intimate seating, views and a loop trail all serve to accommodate site users and visitors, creating a true hub of campus gathering and activity. THE HOSPITAL CAFE The Historic Hospital will be renovated to accommodate food service, outdoor seating/gathering all in a thematic ambiance unique to this area of Butte County. A tree grove to the east of the hospital structure will accommodate outdoor seating and events. The historic moderne style architectural features will be preserved and celebrated at this site. The one-mile loop trail will be adjacent this building along the west edge, exposing and encouraging all campus users to appreciate this bit of campus history. THE CEMETERY The existing cemetery will be preserved intact and will be renovated to remove various existing improvements such as the Italian Cypress. An accessible pathway will be accommodated along the inside of Court Street and will be enhanced with shade trees, seating, drinking fountains, lighting and accent planting. This newly improved trail will be a part of the one-mile loop trail and will encourage strolling, recreation and open space appreciation. A stage, memorial obelisk and fountain waterfall will occur on the west edge on center line with the campus core and will accommodate large gatherings and events at the cemetery central open space. 48

THE AMPHITHEATRE AT COMMUNITY DEVELOPMENT A two-story Community Development building with dropoff and parking wil serve as the northern gateway to the campus. As part of this Community Development facility, a large, multi-purpose room/small gym is envisioned in the southwest corner of the building to accommodate County programs and potential lease space. To take advantage of good weather, an informal outdoor amphitheatre and stage are accommodated to the south of this multi-purpose room and nestled into the natural 6:1 sloped hillside. Large gatherings and community events are envisioned here. An overlook is planned at the south end of the amphitheatre. THE GROVE AT JUVENILE HALL AND COUNTY CENTER DRIVE STREETSCAPE A formal planting of London Plan trees, groundcover, shrubs to screen parking, an offset walkway along the easterne edge, new signage and street lighting all are planned to give new life to the aesthetic of the Oroville Government Center Campus. Poplar windows running east-west are placed strategically to define neighborhoods, buffer winds, frame views, block undesirable views, and reference the regional architectural influence of the area. Orchard/grove planting of trees at the existing Juvenile Hall will buffer that use from the northern gateway. THE GATEWAY AT TABLE MOUNTAIN ROAD The northern gateway at Table Mountain Road will be similar to the southern gateway at Nelson except there will be no waterfall and no signalized intersection. Full-turning movements will be accommodated as well as a suicide lane along much of County Center Drive for left-turn stacking. Similar to the Nelson Gateway, Poplar windows and accent planting will provide a rich foreground and backdrop to the stone archway. STORM WATER DETENTION Storm water detention will be a key component and feature of the new campus. A large portion of the runoff will be filtered at the lake, travel through the thematic creek, polished and ultimately detained in this area adjacent the north gateway. This area is sized comparative to two soccer fields and is envisioned to accommodate open play on mown turf. 49

EXPANSION AT THE DETENTION FACILITY Two new one-story morgue and evidence buildings are planned adjacent the existing Detention facility. Architecture will be compatible with the new campus architectural aesthetic, and access and parking will be improved to accommodate these new uses. Adjacent landscape and irrigation will be improved/restored. EXPANSION OF THE COUNTY JAIL As part of the Public Safety Neighborhood, expansion of the County Jail will be accommodated as well as a new Probation Building tucked into the hillside to the south of the jail. Adjacent the Probation Building is envisioned a tunnel for prisoner transportation from the Jail to the Court House. One level of parking is planned under the Probation Building. The jail expansion architecture will be compatible with the existing jail, and the new probation building will be consistent with the new campus architectural aesthetic. 50
