OFF LEASE ONLY PLANNED DEVELOPMENT APPLICATION PROJECT DESCRIPTION CITY OF ORLANDO, FLORIDA JULY 20, 205 PROJECT OVERVIEW The subject property is located at the northwest corner of Narcoossee Road and McCoy Road, approximately one quarter mile north of SR 528 (see Figure, Neighborhood Aerial). Currently, development on the property operates as a vehicle sales use, and is comprised of 29.6 acres. The subject property was annexed into the City of Orlando as two parcels, one in 2000 and the other in 204. This Planned Development (PD) application proposes an expansion of the existing vehicle sales use, and the addition of hotel use. The existing 5,000 square foot sales building on the eastern portion of the property is proposed to remain (see Figure 2 Site Aerial). A new 27,300 square foot vehicle detail center is proposed, as well two hotels, totaling 300 rooms. The hotels are proposed for the southern portion of the property along McCoy Road. In addition to the buildings, a total of,465 storage spaces for vehicle storage is proposed. These areas are for the vehicles for sales or service, as opposed to the parking areas for customers. There are 449 total parking spaces for customers proposed for the property. EXISTING CONDITIONS As previously described, the subject property is currently improved with a 5,000 square foot vehicle sales/showroom. Upon annexation into the City, the subject property was assigned a future land use designation of Airport Support District Medium Intensity (AIR MED), see Figure 3, Future Land Use Map. The subject property was annexed into the City of Orlando as two parcels, one in 2000 and the other in 204. The first parcel was assigned a future land use designation of Airport Support District Medium Intensity (AIR MED). The future land use of the subject property is compatible with the surrounding properties. Though there is no City zoning designation for the property the AIR MED future land use provides development standards, as well as referencing the AC 2 zoning district standards in the City s Growth Management Plan. The existing and proposed use of the site is compatible with the surrounding zoning. The following tables provides the zoning of the subject parcels and surrounding properties. The following are the AIR MED policies from the City of Orlando s Growth Management Plan. Future Land Use Policy 4..9: Airport Support District Medium Intensity (ASD ) Allowable Uses: Heavy Manufacturing, Light Manufacturing, Warehouse, Office, Hotel, Hospitals, Retail and Service, Automobile and Truck Rental, Civic. Note: Residential development not permitted The proposed development is a combination of hotel and retail uses, which are allowable uses in the ASD Future Land Use. The Land Development Code, Section 68.207, includes Retailing Intensive and Hotels as allowable uses in the ASD as well. The permitted uses table, provided in Chapter 58, Table 2D.LDC, lists Retail Light as a permitted use in the AC 2 district and Retail Intensive as a conditional use. Intensity: Minimum Intensity None Maximum Intensity.5 FAR The proposed development is below the maximum FAR. Standards: ALL DEVELOPMENT Conventional LDC for all development. I G for heavy manufacturing uses. I P for light manufacturing and office uses. AC 2 for all other permitted uses. Civic spaces such as parks/plazas/green shall not be required. Aircraft noise attenuation standards shall apply. The proposed development standards are consistent with AC 2 and Aircraft Noise Overlay Area (AN) standards. CONCLUSION In general, this application seeks to expand the current use vehicle sales use on the subject property, while providing some flexibility for future development. The proposed project is consistent with the goals of the City s Growth Management Plan and is compatible with the surrounding areas.
